About the Concept of creation of the Eurasian network of industrial cooperation and subcontracting

For the purpose of realization of Item 2 of the plan of development of acts and actions for realization of the Main directions of industrial cooperation within the Eurasian Economic Union approved by the Decision of Council of the Euroasian economic commission of March 17, 2016 № 17, Council of the Eurasian economic commission decided:

1. Approve the enclosed Concept of creation of the Eurasian network of industrial cooperation and subcontracting.

2. This Decision becomes effective after 10 calendar days from the date of its official publication.

Concept of creation of the Eurasian network of industrial cooperation and subcontracting

I. General provisions

 This Concept is developed for the purpose of implementation of subitem 4.1.1 of the Main directions of industrial cooperation within the Eurasian Economic Union approved by the Decision of the Eurasian intergovernmental council of September 8, 2015 № 9, and Item 2 of the plan of development of acts and actions for realization of the Main directions of industrial cooperation within the Eurasian Economic Union approved by the Decision of Council of the Eurasian economic commission of March 17, 2016 №17.

This Concept is directed to the organization of the most effective forms of industrial cooperation of producers of industrial output of state members of the Eurasian Economic Union (further respectively - state members, the Union) which will allow to reach outstanding performance of production, to provide competitiveness of industrial output, to create the service industrial circle, to lay the foundation of digital transformation of the industry, and determines the purposes, tasks, procedure for forming and financing of the Eurasian network of industrial cooperation and subcontracting (further - the Eurasian network of subcontracting).

For the purposes of this Concept concepts which mean the following are used:

"outsourcing" - transfer by one legal entity (counteractor) to other legal entity (subcontractor) of works or services and their acceptance to accomplishment by this other legal entity (subcontractor) based on the agreement;

"the exchange of subcontracts" - organizationally the drawn-up action providing possibility of direct negotiations of counteractors with subcontractors concerning subcontracting;

"the Eurasian network of subcontracting" - the network structure uniting the Eurasian economic commission, authorized bodies, the centers of subcontracting, counteractors, subcontractors of state members;

"single system of classification of products" - rules and qualifiers (standards) of products which are part of single system of normative reference information of the Union which state members jointly develop in case of coordination of the Eurasian economic commission and use for the purpose of forming and ensuring functioning of the Eurasian network of subcontracting;

"the unified register of industrial enterprises (counteractors and subcontractors)" - the general information resource containing data on industrial enterprises (counteractors and subcontractors) of the state members, the connected works and services offered within outsourcing, created with use of means of the integrated information system of the Union and created on the basis of information exchange between authorized bodies of state members and the Eurasian economic commission;

"counteractor" - the legal entity interested in accomplishment by the subcontractor of works or rendering services to them;

"national parts (databases) of the unified register of industrial enterprises (counteractors and subcontractors)" - the national databases of state members containing data on industrial enterprises (counteractors and subcontractors), works and services offered within outsourcing;

"subcontracting" - one of forms of production (industrial) outsourcing applied by industrial enterprises to optimization of productive activity;

"subcontracting history" - information on the signed and performed agreements of outsourcing and subcontracting created with the consent of counteractors and subcontractors;

"subcontractor" - the legal entity interested in performance of works or rendering services in the order of the counteractor;

"authorized body of state member" - the public authority or the organization authorized by state member on creation of the centers of subcontracting and coordination of their activities in this state member;

"the center of subcontracting" - the national infrastructure division of the Eurasian network of subcontracting performing advisory and organizational maintenance of process of interaction of counteractors and subcontractors in state members.

II. Purposes and tasks of the Eurasian network of subcontracting

The purpose of creation of the Eurasian network of subcontracting is realization of potential of effective and mutually advantageous interaction of state members for ensuring acceleration and stability of industrial development, increase in competitiveness and innovative activity of the industry of state members.

The main objectives of the Eurasian network of subcontracting are:

process optimization of production and essential increase in competitiveness of industrial enterprises, industries of state members, and also deepening of cross-industry cooperation;

liquidation of unproductive costs for content of the underloaded production facilities and concentration of efforts on technological rearmament, updating of model range of the turned-out industrial output;

use of the organizational, financial and personnel resources exempted as a result of process optimization of production for carrying out technological upgrade and development of new productions;

cost optimization of the companies due to outsourcing of field service of the turned-out industrial output;

creation of available information resource for industrial cooperation and subcontracting of state members;
