About Regulations on annual monitoring and the analysis of results of realization of the main directions of industrial cooperation within the Eurasian Economic Union

For the purpose of realization of Item 6 of article 92 of the Agreement on the Eurasian Economic Union of May 29, 2014 and according to the Main directions of industrial cooperation within the Eurasian Economic Union approved by the Decision of the Eurasian intergovernmental council of September 8, 2015 №9, Council of the Eurasian economic commission decided:

1. Approve the enclosed Regulations on annual monitoring and the analysis of results of realization of the Main directions of industrial cooperation within the Eurasian Economic Union (further - the Main directions).

2. To provide to board of the Eurasian economic commission development of form of representation with state members of the Eurasian Economic Union of information for preparation of the report on results of monitoring and the analysis of realization of the Main directions.

3. Ask state members of the Eurasian Economic Union to provide in the Euroasian economic commission information for preparation of the report on results of monitoring and the analysis of realization of the Main directions in form, the stipulated in Item 2 presents of the Decision.

4. This Decision becomes effective after 30 calendar days from the date of its official publication.

Regulations on annual monitoring and the analysis of results of realization of the main directions of industrial cooperation within the Eurasian Economic Union

I. General provisions

1. This Provision determines procedure for carrying out annual monitoring and the analysis of results of realization of the Main directions of industrial cooperation within the Eurasian Economic Union (further respectively - monitoring and the analysis, the Main directions, the Union).

2. Monitoring and the analysis are carried out according to Item 6 of article 92 of the Agreement on the Eurasian Economic Union of May 29, 2014.

3. Monitoring and the analysis are carried out by the Eurasian economic commission together with state members of the Union (further respectively - the Commission, state members).

4. The commission performs preparation of the report on results of monitoring and the analysis (further - the report) and in coordination with state members - offers on refining of the Main directions (if necessary).

II. Purpose and tasks of monitoring and analysis

5. The purpose of monitoring and the analysis is determination of extent of goal achievement and accomplishment of the tasks of development of industrial cooperation within the Union determined by the Main directions.

6. Tasks of monitoring and the analysis are:

a) determination of the qualitative and quantitative indices characterizing results of development of industrial cooperation within the Union and also assessment of perspectives of dynamics of the main indicators characterizing the sphere of the industry the current year;

b) carrying out the analysis of execution of actions plans on realization of the Main directions approved by Council of the Commission;

c) development of offers on increase in overall performance on realization of the Main directions.

III. Structure of the report

7. The report includes the following Sections:

a) goal achievement and accomplishment of tasks of development of industrial cooperation within the Union;

b) implementation of actions on development of industrial cooperation within the Union;

c) offers on increase in efficiency of industrial cooperation within the Union.

8. The Section provided by the subitem "a" of Item 7 of this Provision contains the analysis of the main qualitative and quantitative indices characterizing extent of achievement by the established Main directions of the purpose and tasks.

The analysis is carried out concerning the indicators which are directly characterizing processes of industrial cooperation within the Union, and also indicators of development and competitiveness of industrial complexes of state members to which stimulation realization of the Main directions is directed.

As the indicators characterizing processes of industrial cooperation within the Union the analysis of such indicators as amounts of cooperation deliveries and mutual trade in industrial output in general, share of mutual deliveries in the total market of the Union, amounts of mutual investments, the number of joint businesses of state members is carried out, I will eat around products which are turned out by them, etc.

9. The Section provided by the subitem "b" of Item 7 of this Provision contains the analysis accepted by state members and the Commission of measures for realization of the Main directions.
