According to the subitem 3 of Item 9 of the Protocol on carrying out coordinated policy in the field of ensuring unity of measurements (appendix № 10 to the Agreement on the Eurasian Economic Union of May 29, 2014) and Item 13 of appendix №2 to the Regulations of work of the Eurasian economic commission approved by the Decision of the Supreme Eurasian economic council of December 23, 2014 №98, Board of the Eurasian economic commission decided:

1. Approve the enclosed Procedure for carrying out metrological project appraisal of the technical regulation of the Eurasian Economic Union, the draft of the list of standards as a result of which application on voluntary basis observance of requirements of the technical regulation of the Eurasian Economic Union, the draft of lists of the standards containing rules and methods of researches (testing) and measurements, including the rules of sampling necessary for application and execution of requirements of the technical regulation of the Eurasian Economic Union and implementation of assessment of conformity of objects of technical regulation is provided.

2. The recommendation of Board of the Eurasian economic commission of December 25, 2012 №6 "About coordinated policy when conducting metrological examination of the technical regulation of the Customs union" is not subject to application from the effective date of this Decision.

3. This Decision shall enter into force upon the expiry of 30 calendar days from the date of its official publication.

Procedure for carrying out metrological project appraisal of the technical regulation of the Eurasian Economic Union, the draft of the list of standards as a result of which application on voluntary basis observance of requirements of the technical regulation of the Eurasian Economic Union, the draft of lists of the standards containing rules and methods of researches (testing) and measurements, including the rules of sampling necessary for application and execution of requirements of the technical regulation of the Eurasian Economic Union and implementation of assessment of conformity of objects of technical regulation is provided

1. This Procedure is developed according to the subitem 3 of Item 9 of the Protocol on carrying out coordinated policy in the field of ensuring unity of measurements (appendix №10 to the Agreement on the Eurasian Economic Union of May 29, 2014), taking into account provisions of the Procedure for development, acceptance, change and cancellation of technical regulations of the Eurasian Economic Union approved by the Eurasian economic commission (further - the Commission), and the Procedure for development and adoption of lists of the international and regional (interstate) standards, and in case of their absence - national (state) standards as a result of which application on voluntary basis observance of requirements of the technical regulation of the Eurasian Economic Union, and lists of the international and regional (interstate) standards, and in case of their absence - national (state) standards is provided, containing rules and methods of researches (testing) and measurements, including the rules of sampling necessary for

applications and execution of requirements of the technical regulation and implementation of assessment of conformity of objects of the technical regulation approved by the Commission (further respectively - the Procedure for development of technical regulations, the Procedure for development of lists of standards, lists of standards), also establishes rules of carrying out metrological project appraisal of the technical regulation Eurasian economic union (further - the technical regulation) and drafts of lists of standards (the draft of the act of modification of the technical regulation and (in the presence) the draft of the act of modification of lists of standards) or the draft of the act of modification of lists of standards (further respectively - the staticized edition of lists of standards, metrological examination).

2. For the purposes of this Procedure concepts of the values determined by the Agreement on the Eurasian Economic Union of May 29, 2014 are used.

3. Conducting metrological examination will be organized by the public authorities of state member of the Eurasian Economic Union (further - state member) authorized in the field of ensuring unity of measurements or the legal entities of state member, representatives (notified) on its carrying out according to the legislation of the state (further - authorized body).

4. Metrological expertize is carried out according to the appeal to authorized body of the state of developer of the draft of the technical regulation and drafts of lists of standards (the draft of the act of modification of the technical regulation and (in the presence) the draft of the act of modification of lists of standards) or the Commissions in authorized body of state member at the choice of the Commission if the Commission is responsible for project development of the technical regulation and drafts of lists of standards (the draft of the act of modification of the technical regulation and (in the presence) the draft of the act of modification of lists of standards) or the staticized edition of lists of standards (further - developer).

For carrying out metrological project appraisal of the staticized edition of lists of the Commission standards addresses to authorized body of the state member which is responsible for development of the corresponding technical regulation.

Metrological expertize is carried out in the time approved with authorized body which is not exceeding 20 working days.

5. Metrological expertize is carried out for the purpose of implementation:

a) the analysis and estimation of correctness of application of metrological terms, determinations and names of sizes and designations of units of sizes, correctness of specifying of quantitative parameter values (indicators), characteristics of errors of measurements in case of statement of the requirements connected with unity of measurements to objects of technical regulation;
