According to Item 30 of the Protocol on information and communication technologies and information exchange within the Eurasian Economic Union (appendix No. 3 to the Agreement on the Eurasian Economic Union of May 29, 2014) and being guided by the Decision of Board of the Eurasian economic commission of November 6, 2014 No. 200, the Board of the Eurasian economic commission solved:

1. Approve enclosed:

Rules of information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general process "Forming, maintaining and use of the general register of places of arrival of goods on customs area of the Eurasian Economic Union and places of departure of goods from such territory";

Regulations of information exchange between authorized bodies of state members of the Eurasian Economic Union and the Eurasian economic commission in case of realization by means of the integrated information system of foreign and mutual trade of general process "Forming, maintaining and use of the general register of places of arrival of goods on customs area of the Eurasian Economic Union and places of departure of goods from such territory";

The description of formats and structures of the electronic documents and data used for realization by means of the integrated information system of foreign and mutual trade of general process "Forming, maintaining and use of the general register of places of arrival of goods on customs area of the Eurasian Economic Union and places of departure of goods from such territory";

Procedure for accession to general process "Forming, maintaining and use of the general register of places of arrival of goods on customs area of the Eurasian Economic Union and places of departure of goods from such territory".

2. Determine that development of technical schemes of structures of the electronic documents and data provided by the Description approved by this Decision, and ensuring their placement in the register of structures of the electronic documents and data used in case of realization of information exchange in the integrated information system of foreign and mutual trade are performed by department of the Eurasian economic commission which competence includes coordination of works on creation and development of the integrated information system of the Eurasian Economic Union.

3. This Decision becomes effective after 90 calendar days from the date of its official publication.

Rules of information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general process "Forming, maintaining and use of the general register of places of arrival of goods on customs area of the Eurasian Economic Union and places of departure of goods from such territory"

I. General provisions

1. This Procedure is developed according to the following international treaties and acts constituting the right of the Eurasian Economic Union (further - the Union):

The agreement on the Eurasian Economic Union of May 29, 2014;

The decision of Board of the Eurasian economic commission of August 19, 2014 No. 132 "About approval of the description of structure of the list of places of arrival of goods on single customs area of the Customs union and places of departure of goods from single customs area of the Customs union";

The decision of Board of the Eurasian economic commission of November 6, 2014 No. 200 "About the technological documents regulating information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general processes";

The decision of Board of the Eurasian economic commission of January 27, 2015 No. 5 "About approval of Rules of electronic data exchange in the integrated information system of foreign and mutual trade";

The decision of Board of the Eurasian economic commission of April 14, 2015 No. 29 "About the list of general processes within the Eurasian Economic Union and modification of the Decision of Board of the Eurasian economic commission of August 19, 2014 No. 132";

The decision of Board of the Eurasian economic commission of June 9, 2015 No. 63 "About the Analysis technique, optimization, harmonizations and descriptions of general processes within the Eurasian Economic Union".

II. Scope

2. These rules "Forming, maintaining and use of the general register of places of arrival of goods on customs area of the Eurasian Economic Union and places of departure of goods from such territory" (further - general process), including the description of the procedures performed within this general process are developed for the purpose of determination of procedure and conditions of information exchange between participants of general process.

3. These rules are applied by participants of general process in case of control of procedure for performing procedures and transactions within general process, and also during the designing, development and completion of components of the information systems providing realization of general process.

III. Basic concepts

4. For the purposes of these rules concepts which mean the following are used:

"historical data" - information which is stored in the general register of places of arrival (departure) of goods from the moment of its forming and modification in which is not provided;

"the place of arrival (departure) of goods" - the place of movement of goods through customs border of the Union in which goods are shown to customs authority for implementation of the customs transactions connected with arrival of goods on customs area of the Union or departure of goods from such territory;

"the national list" - the national list of places of arrival (departure) of goods which forming and maintaining are performed by customs authority of state member of the Union.

The concepts "group of procedures of general process", "information object of general process", "contractor", "transaction of general process", "procedure of general process" and "participant of general process" used in these rules are applied in the values determined by the Analysis technique, optimizations, the harmonization and the description of general processes within the Eurasian Economic Union approved by the Decision of Board of the Eurasian economic commission of June 9, 2015 No. 63.

IV. Main data on general process

5. Full name of general process: "Forming, maintaining and use of the general register of places of arrival of goods on customs area of the Eurasian Economic Union and places of departure of goods from such territory".

1. Purpose and tasks of general process

7. The purpose of general process is forming of the general register of places of arrival (departure) of goods and representation to participants of general process of data of this register.

8. For goal achievement of general process it is necessary to solve the following problems:

a) provide the Eurasian economic commission (further - the Commission) from authorized bodies of state members of the Union (further - state members) information on inclusion, exception, change of data on places of arrival (departure) of goods, from national lists for the purpose of forming of the general register of places of arrival (departure) of goods;

b) provide the automated forming of the general register of places of arrival (departure) of goods on the basis of information which arrived in the Commission and its publication on information portal of the Union;

c) provide submission of the data included in the general register of places of arrival (departure) of goods through the integrated information system of foreign and mutual trade (further - the integrated system) for the purpose of use in information systems of authorized bodies of state members;

d) provide representation at the request of information systems of authorized bodies of state members with use of the services placed on information portal of the Union, the data included in the register of places of arrival (departure) of goods in the general register.

3. Structure of general process

10. General process represents set of the procedures grouped according to the destination:

a) procedures of forming and maintaining the general register of places of arrival (departure) goods;

b) procedures of submission of the data containing in the general register of places of arrival (departure) of goods.

11. In case of performing procedures of general process forming of the general register of places of arrival (departure) of goods based on data from the national lists received from authorized bodies of state members and also submission of the data included in the general register of places of arrival (departure) of goods to authorized bodies of state members and interested persons is performed.

When forming the general register of places of arrival (departure) of goods procedures of inclusion and exception of data of the general register of places of arrival (departure) of goods, and also changes of data of the places of arrival (departure) of goods containing in the general register included in group of procedures of forming and maintaining the general register of places of arrival (departure) goods are performed.

In case of representation of state members to authorized bodies and interested persons of data on places of arrival (departure) of goods the following procedures of general process included in group of procedures of submission of the data containing in the general register of places of arrival (departure) of goods are performed:

receipt of information on date and time of updating of the general register of places of arrival (departure) of goods;

receipt of data from the general register of places of arrival (departure) of goods;

receipt of information on the changes entered in the general register of places of arrival (departure) of goods;

receipt of data from the general register of places of arrival (departure) of goods through information portal of the Union.

12. The provided description of structure of general process is provided in the figure 1.

13. The procedure for performing procedures of general process, grouped according to the destination, including the disaggregated activity description, is given in the Section VIII of these rules.

14. For each group of procedures the general scheme showing bonds between procedures of general process and procedure for their accomplishment is provided. The general scheme of procedures is constructed with use of the graphical notation of UML (unified modeling language - U№ified Modeli№g La№guage) and supplied with the text description.

4. Group of procedures of forming and maintaining the general register of places of arrival (departure) goods

15. Performing procedures of forming and maintaining the general register of places of arrival (departure) goods begins when obtaining by authorized body of state member of information on change (addition, exception) of the data containing in the national list.

In case of performing procedures of forming and maintaining the general register of places of arrival (departure) goods the authorized body of state member in case of modification of the national list creates and represents to the Commission of the data on the changes made to the national list.

In case of inclusion of data on places of arrival (departure) of goods in the national list the "Inclusion of Data in the General Register of Places of Arrival (Departure) of Goods" procedure is performed (P.CC.04.PRC.001).

In case of change of data on places of arrival (departure) of the goods in the national list declared in case of inclusion of places of arrival (departure) of goods in the general register of places of arrival (departure) of goods the "Change of the Data Containing in the General Register of Places of Arrival (Departure) of Goods" procedure is performed (P.CC.04.PRC.002).

In case of exception of data on places of arrival (departure) of goods of the national list the "Exception of Data of the General Register of Places of Arrival (Departure) of Goods" procedure is performed (P.CC.04.PRC.003).

If in the course of modification of the national list the registration document number confirming inclusion of the place of arrival (departure) of goods in the national list changes, that submission of data is performed with use of 2 procedures: "Exception of data of the general register of places of arrival (departure) of goods" (P.CC.04.PRC.003) and "Inclusion of data in the general register of places of arrival (departure) of goods" (P.CC.04.PRC.001).

Submission of the specified data is performed according to Regulations of information exchange between authorized bodies of state members of the Eurasian Economic Union and the Eurasian economic commission in case of realization by means of the integrated information system of foreign and mutual trade of general process "Forming, maintaining and use of the general register of places of arrival of goods on customs area of the Eurasian Economic Union and places of departure of goods from such territory", the approved Decision of Board of the Eurasian economic commission of January 24, 2017 No. 6 (further - Regulations of information exchange). 5. Group of procedures of submission of the data containing in the general register of places of arrival (departure) of goods

18. Procedures of submission of the data containing in the general register of places of arrival (departure) of goods are carried out in case of receipt of the corresponding request from information systems of authorized bodies of state members or from the interested person on information portal of the Union.

Within performing procedures of submission of the data containing in the general register of places of arrival (departure) of goods the following types of the requests arriving from information systems of authorized bodies of state members are processed:

request for submission of information on date and time of updating of the general register of places of arrival (departure) of goods;

request for submission of data from the general register of places of arrival (departure) of goods;

request for submission of information on the changes entered in the general register of places of arrival (departure) of goods.

The request for submission of information on date and time of updating of the general register of places of arrival (departure) of goods is carried out by authorized body of state member for the purpose of assessment of need of synchronization of the data which are stored in information system of authorized body of state member included in the national list with the data which are containing in the general register of places of arrival (departure) of goods and stored in the Commission. When implementing request for submission of information on date and time of updating of the general register of places of arrival (departure) of goods the "Receipt of Information on Date and Time of Updating of the General Register of Places of Arrival (Departure) of Goods" procedure is performed (P.CC.04.PRC.004).

The request for submission of data is carried out from the general register of places of arrival (departure) of goods for the purpose of obtaining by authorized body of state member of the data included in the general register of places of arrival (departure) of the goods which are stored in the Commission. The data containing in the general register of places of arrival (departure) of goods are requested or in full taking into account historical data, or as of certain date and time. The request for submission of data from the general register of places of arrival (departure) of goods is used in case of initial loading of data in information system of authorized body of state member. When implementing request for submission of data from the general register of places of arrival (departure) of goods the "Receipt of Data from the General Register of Places of Arrival (Departure) of Goods" procedure is performed (P.CC.04.PRC.005).

In case of information request about the changes entered in the general register of places of arrival (departure) of goods data which were added to the general register of places of arrival (departure) of goods or to which changes since the moment specified in request until accomplishment of this request were made are represented. When implementing request for submission of information on the changes entered in the general register of places of arrival (departure) of goods the "Receipt of Information on the Changes Entered in the General Register of Places of Arrival (Departure) of Goods" procedure is performed (P.CC.04.PRC.006).

In case of submission of data on places of arrival (departure) of goods through information portal of the Union the web interface of this portal or services placed on this portal are used. When using the web interface, the user in window of the browser sets parameters of search and (or) unloading of the data containing in the general register of places of arrival (departure) of goods, carries out work with information from the general register of places of arrival (departure) of goods provided in browser window.

When using the services placed on information portal of the Union, interaction is performed between information system of the interested person and information portal of the Union. In case of submission of data from the general register about places of arrival (departure) of goods through information portal of the Union the "Receipt of Data from the General Register of Places of Arrival (Departure) of Goods through Information Portal of the Union" procedure is performed (P.CC.04.PRC.007).

VI. Responsibility of participants of general process

22. Attraction to disciplinary responsibility for non-compliance with the requirements aimed at providing timeliness and completeness of transfer of the data participating in information exchange of officials and staff of the Commission is performed according to internal administrative documents of the Commission, and officials and the staff of authorized bodies of state members according to the legislation of state members.
