I. Introduction

1.1. Appointment and scope

1.1.1. 1.1.2. These rules establish safety requirements in case of transportation of radioactive materials, including requirements to transactions and conditions which are connected with movement of radioactive material and constitute this process (designing, production, testing and issue of certificates permissions, servicing and repair of packaging set; preparation, loading, sending, transportation, including temporary (transit) storage; unloading and acceptance in final destination of loads of radioactive materials).

1.1.3. These rules do not establish the requirement for ensuring physical protection in case of transportation of radioactive materials.

1.1.4. These rules extend to transportation of radioactive materials all modes of transport land, air and waterways and act on all territory of the Russian Federation.

1.1.5. These rules extend to transportation of radioactive materials, including transportation of radioactive materials as a part of products which operation is connected with transportation, except for:

a) the radioactive materials which are integral part of the transport vehicle;

b) the radioactive materials implanted or entered into human body or animal for the purpose of diagnostics or treatment;

c) the radioactive materials which are in consumer goods on which bodies, authorized to exercise sanitary and epidemiological surveillance the sanitary and epidemiologic conclusion is issued (the resolution of the Chief state health officer of the Russian Federation of October 28, 2003 No. 155 "About enforcement of sanitary and epidemiologic rules and standard rates the SanPiN 2.2.8.49-03 of "Individual protection equipment of integuments of personnel of radiation dangerous productions" (it is registered by the Ministry of Justice of the Russian Federation on November 26, 2003 No. 5282);

d) the natural materials and ores containing natural radionuclides which could be processed provided that specific activity of such material does not exceed more than by 10 times of the value specified in the table No. 1 of appendix No. 2 to these rules or calculated according to Items 2, 4 - 7 appendices No. 2; for the natural materials and ores containing natural radionuclides which are not in century balance calculation of concentration of activity it shall be run according to Item 5 of application No. 2 to these rules;

e) radioactive materials in body or on body of the person who is subject to transportation for the medical purposes owing to the fact that he underwent to accidental or deliberate intake of radioactive material or impact of pollution;

e) the non-radioactive firm objects with the radioactive materials which are present at any surfaces at the quantities which are not exceeding the limit determined in Item 33 of appendix No. 1 to these rules.

1.1.6. These rules do not extend to the activities connected with development, production, testing, operation and utilization of nuclear weapon and military nuclear power plants.

1.1.7. These rules do not extend on internal (that is without departure to means of communication public) movements of radioactive materials on the territory of the companies where these materials are made, used and stored, the requirements to preparation of packaging sets and packagings to transportation except for specified in these rules with departure on means of communication public.

1.1.8. These rules are obligatory for all legal entities and physical persons performing activities in the field of transportation of the radioactive materials including which are taking part in designing, production, testing, issue of certificates permissions and operation of packaging sets and packagings, and also performing temporary (transit) storage of radioactive materials (packagings) in course of carriage.

1.2. Basic provisions of safety of transportation

1.2.1. Requirements of these rules to load and conditions of implementation of transportation are based on the following basic provisions.

1.2.1.1. Restriction of levels of radiation from packagings and transport vehicles, radioactive impurity of their surfaces and exit of radioactive content from packagings.

1.2.1.2. Restriction of quantity and radio nuclide structure of the radioactive content transported in one packaging depending on capability of packaging to provide in the set limits hermeticity and radiation protection under different conditions of transportation and capability of radioactive content to dispersion.

1.2.1.3. Restriction of amount of the sharing material in packaging and (or) establishment of requirements to exception of conditions of emergence of self-sustaining chain reaction of division (further - STsR) in transit such materials.

1.2.1.4. Use of packaging sets which safety of operation shall be ensured at the expense of design of packaging set in case of the minimum amount of the special organizational and technical events held in case of transportation.

1.2.1.5. Restriction of number of the packagings transported on one transport vehicle proceeding from degree of their radiation hazard and danger of emergence of STsR.

1.2.1.6. Ensuring necessary marking, drawing labels (danger signs) and information displays on load and the transport vehicle.

1.2.1.7. Availability of the Russian certificates permissions provided by Chapter IV of these rules.

1.2.2. In case of transportation radiation safety shall be ensured so that sizes of individual doses, collective doses and probability of radiation kept at reasonably achievable low level, and doses of individual radiation did not exceed the corresponding set limits. The measures taken by the consignor (consignee) for accomplishment of these requirements are given in the program of radiation protection.

1.2.3. The workers occupied with performance of works according to the address with packagings and unpacked radioactive materials during their acceptance, loading, storage, loading, unloading and transportation shall undergo the corresponding training in questions of the nuclear, radiation safety connected with their activities and to precautionary measures which need to be observed to provide restriction of their radiation and radiation of other persons which could suffer as a result of actions of personnel, with obligatory recurring inspection of knowledge. The workers involved to carrying out one-time transactions on loading, transportation and unloading of loads before work shall be instructed. Passing of instructing is fixed in the relevant magazine (under the worker's list).

1.2.4. In case of professional radiation as a result of performance of works, connected with transportation if it agrees to assessment executed by the consignor, the cargo carrier or the consignee, receipt of effective dose in the amount of:

a) over 1 mzv in year are very improbable, - special working schedules, detailed radiation control, programs of assessment of doses or conducting individual accounting are not required;

b) 1 - 5 mzv in year is quite probable, - programs of assessment of doses by means of radiation control of workplaces or individual radiation control shall be performed. The corresponding personnel treat group B;

c) over 5 mzv in year are quite probable, - individual radiation control shall be carried out. The corresponding personnel treat group A.

1.2.5. Radioactive materials shall be separated not shown films, films, x-ray films, photographic plates and x-ray plates (further - photosensitive materials). Determination of the dividing distance is carried out so that radiation of the specified materials owing to transportation of radioactive materials was limited to 0,1 mzv on consignment of photosensitive materials (appendix No. 3 to these rules).

1.2.6. The consignor, the consignee and carrier of load shall perform actions for the prevention of transport incidents and accidents and for liquidation of their effects according to requirements of these rules and rules of transportation of goods (dangerous goods) operating on different types of transport.

1.2.7. Quality assurance programs shall be developed and performed in relation to designing, production and operation of all radioactive materials of special type (further - RMOV), radioactive materials with low capability to dispersion (further - RMNR) and packaging sets, and also concerning transport transactions and temporary (transit) storage for the purpose of ensuring fulfillment of requirements of these rules.

For the packaging sets developed and (or) made till January 5, 2005 lack of quality assurance programs for stages of development and (or) production is allowed. In this case quality assurance programs in case of operation shall include the relevant compensating provisions.

1.2.8. If in transit load the separate safety requirements stated in Chapters II and V of these rules cannot be fulfilled, such transportation can be performed only in special conditions.

1.2.9. In case of transportation of radioactive materials other dangerous properties of these materials or materials of packaging according to rules of transportation of dangerous goods shall be in addition taken into account. It is also necessary to consider possibility of formation of the products having dangerous properties as a result of interaction of radioactive materials or materials of packagings with atmospheric air or water.

1.3. Classification and limits of loading of packagings

1.3.1. Requirements to packagings and packaging sets depend on quantity and degree of danger of the transported radioactive material taking into account the following conditions of transportation:

a) usual conditions of transportation (without accidents and incidents);

b) normal conditions of transportation (insignificant incidents) imitated by testing according to these rules;

c) the emergencies imitated by testing according to these rules.

1.3.2. Packagings are subdivided into the following types.

1.3.2.1. The exempted packaging - the packaging set containing radioactive materials with the activity which is not exceeding the values specified in Item 1.3.3. 1, the design of which meets general requirements to transport packaging sets and packagings (subsection 2.4 of these rules).

1.3.2.2. Industrial package of type 1 (IP-1) - the packaging set containing the material NUA-I or object with superficial radioactive pollution (further - OPRZ) OPRZ-I with the activity which is not exceeding the values specified in Item 1.3.3. 2, the design of which meets general requirements to transport packaging sets and packagings (subsection 2.4 of these rules) and Item 2.8.2 of these rules.

1.3.2.3. Industrial package of type 2 (IP-2) - the packaging set containing some material types of NUA-I, NUA-II, NUA-III or OPRZ-II (the table No. 10 of appendix No. 4 to these rules) with the activity which is not exceeding the values specified in Item 1.3.3. 2, the design of which meets general requirements to transport packaging sets and packagings (subsection 2.4 of these rules), Item 2.8.2 of these rules and additional requirements (subsection 2.6 of these rules).

1.3.2.4. Industrial package of type 3 (IP-3) - the packaging set containing some material types of NUA-II or NUA-III (the table No. 10 of appendix No. 4 to these rules) with the activity which is not exceeding the values specified in Item 1.3.3. 2, the design of which meets general requirements to transport packaging sets and packagings (subsection 2.4 of these rules), Item 2.8.2 of these rules and additional requirements (subsection 2.6 of these rules).

1.3.2.5. Packaging like A - the packaging set containing radioactive material with the activity which is not exceeding the values specified in Item 1.3.3. 4, the design of which meets general requirements to transport packaging sets and packagings (subsection 2.4 of these rules), and also requirements to packagings like A (subsection 2.8 of these rules).

1.3.2.6. Packaging like B(U) and packaging of the B(M) type - the packaging set containing radioactive material with the activity which is not exceeding the values specified in Item 1.3.3. 5, the design of which meets requirements to packagings of the B(U) or B (M) type (subsections 2.9 and 2.10 of these rules).

1.3.2.7. Packaging like C - the packaging set containing radioactive material with the activity which is not exceeding the values specified in Item 1.3.3. 6, the design of which meets requirements to packagings like C (subsection 2.11 of these rules).

1.3.3. Packagings shall contain only those radioactive materials which are resolved for this design of packaging. At the same time the following general requirements to quantity and parameters of the loaded radioactive materials shall be fulfilled.

1.3.3.1. Requirements imposed to the exempted packagings:

a) for radioactive material of other, than objects from natural uranium, the grown poor uranium or natural thorium, the exempted packaging shall not contain radioactive material which activity exceeds the following values:

the limits specified in columns 2 and 3 of the table No. 9 of appendix No. 4 to these rules for each separate subject and each packaging, respectively, for the radioactive material which is containing in the device or being part of the device or other industrial product, such as the hours or the electronic equipment meeting the requirements of Item 5.5.4;

the activity limits specified in column 4 of the table No. 9 of appendix No. 4 to these rules for the radioactive material which is not used in the above-stated way;

b) the exempted packaging may contain any quantity of the objects made of natural uranium, the grown poor uranium or natural thorium provided that the external surface of uranium or thorium is covered with the non-radioactive cover from metal or other strong material;

c) packaging shall contain hexafluoride of uranium less 0,1 of kg with the activity which is not exceeding the values specified in column 4 of the table No. 9 of appendix No. 4 to these rules;

d) the empty packaging which was earlier containing radioactive material and classified as the exempted packaging shall not contain radioactive material in the form of dischargeable radioactive pollution of internal surface with activity more, than is specified in the subitem "v" of Item 5.8.1.

1.3.3.2. For packagings like IP-1, IP-2 and IP-3 total activity of materials NUA or OPRZ is limited so that the radiation levels from materials NUA or OPRZ specified in Item 5.6 were not exceeded. 1, and the limits of activity for the transport vehicle specified in the table No. 11 of appendix No. 4 to these rules.

In case of transportation by air transport of the packagings containing the nonflammable solid materials NUA-II or NUA-III, their activity shall not exceed 3000A2.

1.3.3.3. Radioactive materials, form which physical or chemical condition differ from those which are resolved for this design of packaging according to specifications shall not contain the exempted and industrial packages.

1.3.3.4. Requirements imposed to packagings like A:

a) packagings like A shall not contain radioactive materials, form, physical condition, the chemical form or the radio nuclide list of whom differ from those which are resolved for packaging of this design and are specified in certificates permissions packaging design;

b) packagings like A shall not contain radioactive materials which activity exceeds the following values:

A1 for radioactive material of special type;

A2 for all other radioactive materials;

c) the following condition is applied to mixes of radionuclides which composition and the corresponding activity are known to radioactive content of packaging like A:

where: B(i) - activity of i-go of radionuclide as radioactive material of special type;

A1(i) - A1 value for radionuclide i-go;

C (j) - activity of j-go of radionuclide as radioactive material, other, than radioactive material of special type;

A2(j) - A2 value for radionuclide j-go.

1.3.3.5. Requirements imposed to packagings like B(U) and the B(M) type:

a) packagings like B(U) and the B(M) type shall not contain radioactive materials which activity exceeds the value permitted for packaging of this design;

b) packagings like B(U) and the B(M) type shall not contain radioactive materials, form, physical condition, the chemical form or the radio nuclide list of whom differ from those which are resolved for packaging of this design and are specified in certificates permissions packaging design;

c) in case of transportation by air transport of packaging like B(U) and the B(M) type shall not contain materials which activity exceeds the following values:

the values conforming to the requirement of the subitem "an" of Item 2.3. 1, - for radioactive material with low capability to dispersion;

3000A1 or 100000A2 depending on what value is lower, - for radioactive material of special type;

3000A2 - for all other radioactive materials.

1.3.3.6. Packagings like C shall not contain:

a) radioactive materials which activity exceeds the value permitted for packaging of this design;

b) radioactive materials, form, physical condition, chemical form or the radio nuclide list of whom differ from those which are resolved for packaging of this design and are specified in certificates permissions packaging design.

1.3.3.7. Packagings with the sharing materials shall not contain:

a) any radionuclide or the sharing materials different from those which are resolved for this design of packaging;

b) the sharing materials, weight, form, physical condition, chemical form or space accommodation of whom differ from those which are resolved for packaging of this design and are specified in certificates permissions packaging design.

1.3.3.8. Packaging content with hexafluoride of uranium shall meet the following requirements:

a) the mass of hexafluoride of uranium shall not exceed value, admissible for this design of packaging;

b) the mass of hexafluoride of uranium shall not exceed value which can lead to formation of the blank amount less than 5% at the maximum temperature of packaging which is specified for factory systems where this packaging can be used;

c) hexafluoride of uranium shall be in firm form, and internal pressure in case of representation for transportation shall not exceed atmospheric pressure.

1.3.3.9. If packaging will meet the requirements of these rules when loading by its other radioactive material (excellent from specified in the corresponding certificate permission), loading in it other radioactive material is allowed on condition of execution of the new certificate permission or amendment to the existing certificate permission.

II. Requirements to radioactive materials, transport packaging sets and packagings

2.1. Requirements to the radioactive materials NUA-III

2.1.1. The material NUA-III shall be firm and have such properties that when carrying out the testing of all content of packaging specified in subsection 3.2 of these rules, activity of water did not exceed 0,1A2.

2.2. Requirements to radioactive materials of special type

2.2.1. Radioactive material of special type shall have at least one overall dimension at least 5 mm.

2.2.2. Radioactive material of special type shall have such properties or shall be designed so that in case of the testing specified in Items 3.3.1 - 3.3.10 these rules, the following requirements were fulfilled:

a) it shall not break or collapse in case of the testing for collision, blow and bend specified in Items 3.3.4 - 3.3.6 or the subitem "an" of Item 3.3.8 (on applicability);

b) it shall not melt or be sprayed in case of the thermal testing specified in Item 3.3.7 or the subitem "b" of Item 3.3.8 (on applicability);

c) activity of water after testing for lixiviation according to Items 3.3.9 or 3.3.10 shall not exceed 2 kBq; as an alternative for the closed sources leakage degree after the corresponding testing by evaluation method of volume leakage specified in the state standard specification P 51919-2002 standard (ISO 9978-92) "State standard of the Russian Federation. Sources of ionizing radiation radio nuclide closed. Test methods on leakage" (No. 275 of St, M. is accepted and enacted by the resolution of the State committee of the Russian Federation on standardization and metrology of July 11, 2002: IPK Standards Publishing House, 2002), shall not exceed the corresponding admissible limit which will be approved in case of issue of the certificate permission.

2.2.3. For international carriages of radioactive material of special type which component is the hermetic capsule this capsule shall be manufactured so that it could be opened only by destruction.

2.3. Requirements to radioactive materials with low capability to dispersion

2.3.1. The total quantity of radioactive material with low capability to dispersion in packaging shall meet the following requirements:

a) radiation level at distance of 3 m from all unprotected radioactive material shall not exceed 10 mzv / h;

b) in case of the testing specified in Items 3.4.6.3 and 3.4.6. Emission in the atmosphere in gaseous or aerosol forms of particles with diameter of aerodynamic equivalent up to 100 microns shall not exceed 4, 100A2; for each testing the separate sample can be used;

c) in case of the testing for lixiviation specified in Item 3.2. Activity of water shall not exceed 1, 100A2; during this testing it is necessary to take into account possible destruction as a result of the testing specified in the subitem "b".
