Some questions of cost recovery of medicines of insulin

Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for cost recovery of medicines of insulin which is applied.

2. Ceased to be valid according to the Resolution of the Cabinet of Ministers of Ukraine of 28.07.2021 No. 854

3. To Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations to submit monthly to the 15th to the Ministry of Health information on the course of accomplishment of the Procedure approved by this resolution for generalization and representation to the 20th to the Cabinet of Ministers of Ukraine.

Procedure for cost recovery of medicines of insulin

1. This Procedure determines the mechanism of cost recovery of medicines of insulin to subjects of managing which perform economic activity based on the license for implementation of economic activity on retail trade by medicines, irrespective of pattern of ownership and subordination which pharmaceutical institutions are located within the corresponding administrative and territorial unit (further - subjects of managing).

Cost recovery of medicines of insulin is performed at the level not above the reference price (compensation price) of medicine approved by the Ministry of Health.

2. Leave of medicines is performed by subjects of managing which list is determined by structural divisions concerning health care of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city state administrations or managers of means of the local budgets determined by decisions on such budgets according to the legislation, on equal terms according to the signed agreements, based on the recipes on medicines of insulin which are written out by healthcare institutions for the place of dispensary accounting of the patient according to the register of the patients needing insulin therapy which is kept by the Ministry of Health on prescription forms of form No. 1 (further - recipes).

Reference of persons to certain category of patients with diabetes according to appendix for leave of medicines of insulin is performed by the doctor-endocrinologist with entering of data in the medical record of the patient with diabetes and the register of the patients needing insulin therapy.

Effective period of the recipe constitutes 30 calendar days from the moment of its issue, except cases, stipulated by the legislation, and remains at the subject of managing within three years since January 1 of the next year.

3. To categories of patients with the diabetes specified in appendix Items 1-9 leave on medical indications of certain type and form of release of the medicines of insulin appointed by doctors who conduct patients with diabetes and have the right to appoint insulin medicines, by subjects of managing it is performed free of charge.

The categories of patients with diabetes specified in appendix Items 10 and 11 pay the subject of managing difference between the reference price of full recovery and the reference price of partial compensation of certain type and form of release of medicines of insulin.

If retail price on certain type and form of release of medicines of insulin below the reference price (the price of full recovery) for primary package of insulin medicines, the company applies such price to calculation of difference which is paid by the categories of patients with diabetes specified in appendix Items 10 and 11 and the amount of surcharge (co-payment) constitutes 10 percent of such price.

4. The subject of managing monthly constitutes the report on the released medicines of insulin in which on everyone medicinal its international unlicensed and trade names, the action force, release form, quantity of units of insulin in packaging, the number of the released packagings, the reference price of full recovery, the reference price of partial compensation, the name of healthcare institution, the amount which is subject to compensation for the accounting period are specified to means.

The subject of managing submits the report on the released insulin medicines to the 5th following the accounting period, and in December - in addition to 24 numbers of month under report to managers of means of the local budgets determined by decisions on such budgets according to the legislation, for implementation of target expenses of local budgets on preferential providing the patients with medicines of insulin with diabetes determined by decisions on such expenses according to the legislation for compensation to the subject of managing of the amount specified in the register within 15 days from the date of receipt of the report.

If retail price on insulin medicines below the reference price (the price of full recovery) for primary package of insulin medicines, in the report on the released medicines of insulin is noted such retail price.
