requirements to anti-terrorist security of objects (territories) of the Ministry of Finance of the Russian Federation, the organizations and the organizations subordinated to it relating to field of activity of the Ministry of Finance of the Russian Federation;

form of the material safety data sheet of objects (territories) of the Ministry of Finance of the Russian Federation, the organizations and the organizations subordinated to it relating to field of activity of the Ministry of Finance of the Russian Federation.

Requirements to anti-terrorist security of objects (territories) of the Ministry of Finance of the Russian Federation, the organizations and the organizations subordinated to it relating to field of activity of the Ministry of Finance of the Russian Federation

I. General provisions

1. These requirements establish actions for ensuring anti-terrorist security of complexes, obligatory for accomplishment, technologically and technically the buildings connected among themselves, structures, constructions and systems, certain buildings, structures and constructions adjoining to them the territories which owners are the Ministry of Finance of the Russian Federation, the organizations and the organizations subordinated to it relating to field of activity of the Ministry of Finance of the Russian Federation (further - objects (territories), including questions of technical reinforcement of objects (territories), their categorization, control over the implementation of these requirements and development of the material safety data sheet of objects (territories).

2. These requirements do not extend:

on objects (territories) which are subject to obligatory protection by troops of national guard of the Russian Federation;

on the important state objects, particular loads, constructions on communications which are subject to protection by troops of national guard of the Russian Federation regarding their equipment technical means of protection and procedure for control of their equipment and operation of the specified technical means of protection;

on objects (territories), requirements to which anti-terrorist security are approved by other acts of the Government of the Russian Federation.

3. These requirements have general character concerning equipment of objects (territories) technical means of protection. The choice and equipping of objects (territories) specific types of means of technical reinforcement and technical means of protection are determined in the specification on equipment by technical means of protection depending on category of object (territory).

4. The personal responsibility for ensuring anti-terrorist security of object (territory) is born by the official performing management of activities of workers on object (territory) (further - the head of object).

For accomplishment of actions for ensuring anti-terrorist security of object (territory) with the order of the head of object the corresponding official is designated (further - the responsible person).

II. Categorization of objects (territories)

5. For the purpose of establishment of the differentiated requirements to anti-terrorist security of objects (territories) depending on the degree of threat to making of act of terrorism and possible effects of its making and based on assessment of condition of security of objects (territories), its importance for infrastructure and life support and degree of potential danger of making of act of terrorism inspection and categorization of objects (territories) are performed.

Reference of object to certain category is performed taking into account the degree of threat to making of act of terrorism, and also based on forecast indicators about the number of the people who are at the same time on object (territory), and possible material damage and damage to the surrounding environment as a result of making of act of terrorism.

Calculation of number of the people who are at the same time on object (territory) is carried out by carrying out monitoring within 3 working days.

6. The degree of threat to making of act of terrorism is determined based on data on situation around arrangement of object (territory), about possible threats of making of acts of terrorism, and also based on statistical data about the acts of terrorism committed and prevented around arrangement of object (territory) for the last 12 months.

7. The following degrees of threat to making of act of terrorism differ:

a) high - more than 5 conducted and (or) prevented terrorist attacks around arrangement of object (territory);

b) average - from 1 to 5 conducted and (or) prevented terrorist attacks around arrangement of object (territory);

c) low - the conducted and (or) prevented terrorist attacks around arrangement of object (territory) are not fixed.

8. For carrying out categorization of object (territory) the decision of the head of object creates the commission on inspection and categorization of object (territory) (further - the commission).

9. The commission is created:

concerning the functioning (operated) object (territory) - within 4 months from the date of approval of these requirements;

when commissioning new object (territory) - within 2 months from the date of the end of actions for its commissioning.

The term of work of the commission constitutes 30 working days.

10. The commissions are included specialists in the capital processing equipment and fire safety of object (territory), representatives of protection of object (territory), and also in approval representatives of territorial authorities of safety, territorial authorities of the Federal Service of troops of national guard of the Russian Federation or divisions of private security of troops of national guard of the Russian Federation and territorial authorities and the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response in the location of object (territory).

The commission is headed by the head of object or the responsible person (further - the commission chairman).

11. During the work the commission:

a) conducts examination of object (territory) regarding condition of its anti-terrorist security taking into account completeness of accomplishment on object (territory) of measures for ensuring its anti-terrorist security which obligation of realization is established concerning all categories of objects (territories);

b) studies constructive and technical characteristics of object (territory), the organization of its functioning, the operating measures for ensuring safe functioning of object (territory);

c) determines the degree of threat to making of act of terrorism on object (territory) and possible effects of its making based on assessment of condition of security of object (territory);

d) reveals critical elements of object (territory), making of act of terrorism concerning which can lead to the termination of normal functioning of all object (territory) and emergence of emergency situation. As such critical elements are considered:

structural and technological elements of object (territory), including buildings, constructions and communications;

elements of systems, nodes of the equipment or devices of potentially dangerous installations which are on object (territory);

places of use or storage of dangerous substances and materials on object (territory);
