About approval of the Regulations on procedure for import of car tires and tires pneumatic, former in the use, on the territory of the Kyrgyz Republic

1. Approve Regulations on procedure for import of car tires and tires pneumatic, former in the use, on the territory of the Kyrgyz Republic according to appendix.

2. This resolution becomes effective after fifteen days from the date of official publication.

Appendix

Provision procedure for import of car tires and tires pneumatic, former in the use, on the territory of the Kyrgyz Republic

1. This Regulations on procedure for import of car tires and tires pneumatic, former in the use, on the territory of the Kyrgyz Republic (further - the Provision) determine procedure for import to the territory of the Kyrgyz Republic of car tires and tires pneumatic, former in the use, but serviceable for the intended purpose, and also the main requirements to the tires suitable for operation for the intended purpose.

2. Import to the territory of the Kyrgyz Republic of car tires and tires pneumatic, former in the use, but serviceable for the intended purpose, is allowed on condition of compliance to their following requirements:

- residual height of the drawing of protector of tires and tires pneumatic shall be at least 4 mm;

- term from the moment of production of tires and tires pneumatic shall not exceed 5 years;

3. Tires and tires to the pneumatic, not conforming requirements specified in Item 2 this provision, are dangerous wastes which movement is regulated by the Regulations on import to customs area of the Eurasian Economic Union and export from customs area of the Eurasian Economic Union of dangerous wastes approved by the Decision of the Eurasian economic commission of April 21, 2015 No. 30.

4. If the imported tires and tires pneumatic, former in the use, but serviceable for the intended purpose, conform to requirements, stipulated in Item 2 this provision, the customs authority makes customs clearance in the locations of customs authorities, according to the customs legislation of the Eurasian Economic Union.

5. Customs examination and design of the imported tires and tires pneumatic, former in the use, is made by the employee of customs authority in places of customs clearance with involvement of representatives of the State agency of environmental protection and forestry under the Government of the Kyrgyz Republic and Chamber of Commerce and Industry of the Kyrgyz Republic (under approval) which by results of examination draw up the statement confirming that the imported tires and tires pneumatic, former in the use, conform to the requirements specified in Item 2 this provision.

One copy of the act remains in customs authority.

6. In case of identification of tires and tires the pneumatic, not conforming to requirements, stipulated in Item 2 this provision, tires and tires pneumatic are subject to export from the territory of the Kyrgyz Republic, to return to the sender or destruction at the expense of means of the subject of foreign economic activity according to the established legislation procedure in the field of the address with waste.
