About approval of technology standard rates of admissible emissions of pollutants from the equipment (installations) for steel production (primary and secondary melting), the performance exceeding 2,5 of ton per hour (installations of gas-oxygen refinement became)

According to the subitem 17 of item 4 of the Regulations on the Ministry of Ecology and Natural Resources of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of January 21, 2015 No. 32, and Item 8 of the Procedure for development and the approval of standard rates of maximum permissible emissions of pollutants from stationary sources approved by the resolution of the Cabinet of Ministers of Ukraine of December 28, 2001 No. 1780, I order:

1. Approve Technology standard rates of admissible emissions of pollutants from the equipment (installations) for steel production (primary and secondary melting), the performance exceeding 2,5 of ton per hour (installations of gas-oxygen refinement became), which are applied.

2. In accordance with the established procedure to provide to management of environmental monitoring, audit and atmospheric air (Vasilenko V.) submission of this order on state registration in the Ministry of Justice of Ukraine.

3. This order becomes effective from the date of its official publication.

4. To impose control over the implementation of this order on the deputy minister - the chief of staff Kolomiyets S. L.

Technology standard rates of admissible emissions of pollutants from the equipment (installations) for steel production (primary and secondary melting), the performance exceeding 2,5 of ton per hour (installations of gas-oxygen refinement became)

I. General provisions

1. In these technology standard rates terms are used in the following values:

the existing installation - installation for steel production on technology of gas-oxygen refinement (further - GKM) which putting into operation took place till December 31, 2013 or approval of the design estimates and which beginning of construction took place till December 31, 2013 and commissioning will take place by December 31, 2015;

new installation - installation for steel production on GKM technology that it is put into operation after December 31, 2015 based on the design estimates approved in the procedure established by the legislation, or town-planning conditions and for which restrictions are received after December 31, 2013;

GKM technology - the combined process of extra oven processing of steel of technology refinement of steel in the converter with ground purge gas-oxygen mixes that provides adjustments in semi-products of content of regulated impurity and processing of semi-product during the first period of purge only oxygen (without neutral gas), continuous change of oxidizing potential of blasting by variation of ratio of expenses of oxygen and neutral gas in the second period of purge and purge neutral gas in the third period;

2. These Technology standard rates establish the current and perspective technology standard rates of admissible emissions of pollutants in atmospheric air from stationary installations - the aggregates GKM intended directly for steel production on technology of gas-oxygen refinement in converter aggregates with ground purge which work in the mode of complete reburning of carbon oxide and are equipped with the gas treatment unit of wet type on the basis of Venturi's pipe.

3. The technology norm of admissible emission of pollutant is determined as the extreme mass concentration of pollutant in the dry leaving gases given to normal conditions (temperature of 0 °C (273,15 K), pressure of 101,3 of kPa) and oxygen contents - 3 percent.

4. The technology standard rate of admissible emission is measured in milligrams on cubic meter of flue gases (mg/cubic meter).

5. These Technology standard rates are applied in case of the stationary set operating modes of the equipment and do not extend to the pusko-stopping modes.

6. These Technology standard rates extend to the metallurgical and engineering enterprises incorporating installations of steel production on GKM technologies which performance exceeds 2,5 of ton per hour.

7. Since January 1, 2016 the current technology standard rates of admissible emissions of pollutants shall not exceed the values stated in the Section III of these technology standard rates.

II. Current technology standard rates of admissible emissions of pollutants

1. Mass concentration of substances in the form of the weighed firm particles, undifferentiated on structure, shall not exceed values of technology standard rates of admissible emissions by the existing installations - 145 mg/cubic meter.

2. Mass concentration of metals and their connections shall not exceed the following values of technology standard rates of admissible emissions by the existing installations:

nickel and its connections in terms of nickel - mg/cubic meter 2,2.

it is lame also its connections in terms of chrome teroxide - mg/cubic meter 8,7.

lead and its connections in terms of lead - mg/cubic meter 0,7;

copper and its connections in terms of copper - mg/cubic meter 0,7.

manganese and its connections in terms of manganese dioxide - mg/cubic meter 3,6.

Total mass concentration of pollutants III of class of danger (chrome and its connections in terms of teroxide of chrome, lead and its connections in terms of lead, copper and its connections in terms of copper, manganese and its connections in terms of manganese dioxide) shall not exceed values of technology standard rates of admissible emissions by the existing installations - mg/cubic meter 13,7.

3. Mass concentration of carbon oxide shall not exceed values of technology standard rates of admissible emissions by the existing installations - mg/cubic meter 1300,0.

III. Perspective technology standard rates of admissible emissions of pollutants for new installations

1. Mass concentration of substances in the form of the weighed firm particles, undifferentiated on structure, shall not exceed values of technology standard rates of admissible emissions by new installations - mg/cubic meter 50,0.

2. Mass concentration of metals and their connections for new installations shall not exceed the following values of technology standard rates of admissible emissions by new installations:

nickel and its connections in terms of nickel - mg/cubic meter 1,0;

it is lame also its connections in terms of chrome - mg/cubic meter 3,0;

lead and its connections – mg/cubic meter 0,3;

in terms of lead - mg/cubic meter 0,3;

copper and its connections in terms of copper - mg/cubic meter 0,3;
