About creation of free economic zones "Urgut", Gizhduvan, Kokand And Hazarasp

For the purpose of forming of favorable conditions for attraction of foreign and domestic investments in creation of modern productions on deep conversion of the mineral and raw and agricultural resources providing release of competitive products with the high value added demanded in the foreign markets and also complex and effective use of potential and resource production of the Samarkand, Bukhara, Fergana and Khorezm regions, the organization on this basis of new workplaces and increases in the income of the population:

1. Accept the offer of the Ministry of Economics, Ministry of Foreign Economic Relations, Investments and Trades, Ministry of Finance of the Republic of Uzbekistan, khokimiyats of the Samarkand, Bukhara, Fergana and Khorezm regions on creation of free economic zones: "Urnut" - in Urgutsky district of the Samarkand region, Gizhduvan - in Gizhduvansky district of the Bukhara region, Kokand - in the city of Kokand of the Fergana region, Hazarasp - in Hazaraspsky district of the Khorezm region (further - SEZ "Urgut", SEZ "Gizhduvan", SEZ "Kokand" and SEZ "Hazarasp").

2.Khokimiyats of the Samarkand, Bukhara, Fergana and Khorezm regions together with the State committee of the Republic of Uzbekistan on land resources, geodesy, cartography and the state inventory, the State committee of the Republic of Uzbekistan on architecture and construction shall determine borders in a month and to provide in accordance with the established procedure withdrawal of the parcels of land for inclusion in structure of SEZ "Urgut", SEZ "Gizhduvan", SEZ "Kokand" and SEZ "Hazarasp".

3. Determine the main objectives and activities of SEZ "Urgut", SEZ "Gizhduvan", SEZ "Kokand" and SEZ "Hazarasp":

attraction of direct investments of foreign and domestic investors for creation of modern productions on release demanded in the foreign markets and import-substituting products with high value added;

ensuring complex and effective use of production and resource capacities of the Samarkand, Bukhara, Fergana and Khorezm regions;

creation of new modern productions in the sphere of deep conversion, storage and packaging of fruit and vegetable and agricultural products, textile, carpet, shoe and leather haberdashery, ecologically safe chemical, pharmaceutical, food, electrotechnical industry, mechanical engineering and automotive industry, production of construction materials and in other directions;

deepening of processes of localization of production of high-technology products based on local raw materials and materials on the basis of establishment of close cooperation ties and development of industrial cooperation between the companies of free economic zones and in general the republics;

creation of the research and production centers on standardization, certification and marking of the made products according to international standards and with taking measures to ensuring the international recognition of their decisions.

4. Determine that:

the term of functioning of SEZ "Urgut", SEZ "Gizhduvan", SEZ "Kokand" and SEZ "Hazarasp" constitutes 30 years with possibility of its subsequent prolongation;

during functioning term the special tax, customs and currency modes act on the territories of SEZ "Urgut", SEZ "Gizhduvan", SEZ "Kokand" and SEZ "Hazarasp".

5. Ceased to be valid according to the Presidential decree of the Republic of Uzbekistan of 03.05.2017 No. UP-5032

Assign to updated Administrative board of free economic zones of function on administration of SEZ "Urgut", SEZ "Gizhduvan", SEZ "Kokand" and SEZ "Hazarasp".

6. Distribute to members of SEZ "Urgut", SEZ "Gizhduvan", SEZ "Kokand" and SEZ "Hazarasp" of provision of Items 3, 4 and 5 Presidential decrees of the Republic of Uzbekistan of October 26, 2016 No. UP-4853 "About Additional Measures for Activization and Expansion of Activities of Free Economic Zones".

To the Ministry of Foreign Economic Relations, Investments and Trades, the Ministry of Economics, the State Customs Committee and the State Tax Committee together with the Ministry of Finance of the Republic of Uzbekistan to submit in the Cabinet of Ministers of the Republic of Uzbekistan for approval the simplified procedure for application of the privileges on customs payments, taxes and obligatory payments provided by Items 3, 4 and 5 Presidential decrees of the Republic of Uzbekistan of October 26, 2016 No. UP-4853 in a month.

7. To the Cabinet of Ministers of the Republic of Uzbekistan to create directorates of SEZ "Urgut", SEZ "Gizhduvan", SEZ "Kokand" and SEZ "Hazarasp" in a month and to accept the resolution on the organization of their activities, with approval of charters of directorates of SEZ "Urgut", SEZ "Gizhduvan", SEZ "Kokand" and SEZ "Hazarasp" and single Regulations on free economic zones.

Determine that directorates of free economic zones place the investment projects of the investors who became winners of electronic online biddings approved on the basis of the approved master plans of free economic zones and will organize provision to members of free economic zones of all permissions necessary for connection to networks of engineering and communication infrastructure, by the principle "one window".

8. Exempt directorates of SEZ "Urgut", SEZ "Gizhduvan", SEZ "Kokand" and SEZ "Hazarasp" from tax payment and obligatory contributions to the state trust funds for the entire period of functioning of free economic zones.

9. Establish procedure according to which the Ministry of development of information technologies and communications of the Republic of Uzbekistan, the Ministry of housing-and-municipal servicing of the Republic of Uzbekistan, JSC Uzbekenergo, JSC Uztransgaz, the State committee of the Republic of Uzbekistan on highways and suppliers of engineering and communication services of republican and territorial level provide the guaranteed connection of business entities - members of free economic zones to communications with their timely leading to production sites.
