1. Approve:

Regulations on Department on examination of crops of the Ministry of Agriculture, food industry and melioration of the Kyrgyz Republic

1. General provision

1. This Provision regulates activities of Department for examination of crops of the Ministry of Agriculture, the food industry and melioration of the Kyrgyz Republic (further - Department), determines tasks, functions and procedure for activities of Department.

The department is legal successor of the State center for testing of grades and to genetic resources of plants of the Ministry of Agriculture, food industry and melioration of the Kyrgyz Republic, Republican state seed inspection of the Ministry of Agriculture, food industry and melioration of the Kyrgyz Republic of the Center of examination of grain of the Ministry of Agriculture, food industry and melioration of the Kyrgyz Republic.

The department is subordinated division of the Ministry of Agriculture, the food industry and melioration of the Kyrgyz Republic (further - the Ministry) and specially authorized state body on implementation of seed and high-quality control performing research and production activities, examinations at crops and products of their conversion, issue of the documents certifying high-quality, sowing and economic qualities of agricultural and other plants.

1) functions on realization of industry policy:

- realization of regulatory legal acts on effective use of high-quality resources, control of quality of seed, food, fodder and landing materials of crops and their publication;

- introduction of offers on development of provisions, instructions, methodical instructions and other regulating documents;

- participation in project development of international treaties on the questions which are within the competence of Department;

- representation of the Kyrgyz Republic in International association on testing of seeds (ISTA), the Organization for economic cooperation and development (OESD), International union for protection of new grades (unitary enterprises);

- participation in development and deployment of system of the state support of testing, protection of grades and preserving genetic resources of plants;

- realization of single policy in the field of the state testing of grades and hybrids of crops, breeds, lines and hybrids of silkworm;
