About measures for increase in production of finished export-oriented goods on the basis of deep conversion of non-ferrous and rare metals for 2016 - 2020

For the purpose of implementation of further structural transformations in economy, upgrade and diversification of the industry, expansion of amounts and nomenclatures of production and export of the finished goods demanded in the foreign markets with high value added on the basis of deeper conversion of the richest mineral raw material resources of non-ferrous and rare metals, broad attraction for these purposes of foreign investments:

1. Establish tasks on production of the finished goods demanded in the foreign markets with high value added based on deep conversion of non-ferrous and rare metals according to appendices No. 1 and 2*.

2. Assign to heads of JSC Almalyksky MMC, GP "Navoiy MMC", NHK "Uzbekneftegaz", JSC Uzstroymaterialy, JSC Uzbek Plant on Procurement and Conversion of Scrap, Waste of Non-ferrous Metals, JSC Uzmetkombinat, JSC Uzeltekhsanoat, JSC Uzbekiston temir yullari, other joint-stock companies and the companies - executives in charge the personal responsibility for providing high-quality and in full accomplishment at the scheduled time of tasks on production of finished goods based on deep conversion of the non-ferrous and rare metals provided in appendices No. 1 and 2.

3. Approve the List of investment projects on creation new and upgrades of the operating productions directed to deep conversion of non-ferrous and rare metals and to release of export-oriented finished goods with high value added for 2016 - 2020 according to appendix No. 3*.

4. To the Ministry of Economics of the Republic of Uzbekistan together with JSC Almalyksky MMC, NHK "Uzbekneftegaz", JSC Tashkent Plant on Procurement and Conversion of Scrap, Waste of Non-ferrous Metals, JSC Uzeltekhsanoat, JSC Uzmetkombinat, SP Bektemir metall konstruktsiyalari LLC and other interested structures to submit for approval in a month in the Cabinet of Ministers of the Republic of Uzbekistan network schedules of implementation of the investment projects specified in appendix No. 3, having provided in them specific terms of development and examination of the project documentation, accomplishment of installation and construction works, the choice of the advanced technologies meeting modern production requirements and also input of capacities in operation at the scheduled time.

5. Ceased to be valid according to the Resolution of the President of the Republic of Uzbekistan of 24.05.2017 No. PP-2998

6. To the Ministry of Economics, the Ministry of Foreign Economic Relations, Investments and Trades of the Republic of Uzbekistan together with joint stock companies and the companies - executives in charge of the investment projects included in appendix No. 3, in a month to develop and provide realization of package of measures for broad attraction to implementation of investment projects of the foreign companies having modern technologies and guaranteeing promotion of the made products on the foreign markets.

8. To the Ministry of Economics, the State committee of the Republic of Uzbekistan on investments annually when forming the Investing program in accordance with the established procedure to include in it the projects specified in appendix No. 3 to this resolution with refining of amounts and sources of their financing.

9. Exempt for up to January 1, 2021 from customs payments (except for charges for customs clearance) the processing equipment, components and spare parts which are not made in the republic, imported within implementation of the investment projects approved by this resolution according to the lists approved by the Cabinet of Ministers of the Republic of Uzbekistan.

9-1. Grant the right to the Cabinet of Ministers of the Republic of Uzbekistan to bring if necessary, according to reasonable offers of the Ministry of Economics of the Republic of Uzbekistan, change and amendment in the established task on production of finished goods based on deep conversion of the non-ferrous and rare metals provided in appendices No. 1 and 2, and also in the list and parameters of the investment projects included in appendix No. 3 to this resolution

10. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan Sh. M. Mirziyoev.
