About approval of some veterinary sanitary standards
According to provisions of article 29 of the Law No. 221-XVI of October 19, 2007 on veterinary and sanitary activities (repeated publication: The official monitor of the Republic of Moldova, 2013, Art. No. 125-129, 396), with subsequent changes and amendments, and also for the purpose of the prevention of penetration and spread of infectious diseases in the territory of the Republic of Moldova DECIDES: the Government
1. Approve:
1) the Veterinary sanitary standard establishing measures for control of classical swine fever according to appendix No. 1;
2) the Veterinary sanitary standard establishing specific provisions on fight against the African swine fever according to appendix No. 2;
3) the Veterinary sanitary standard establishing requirements of biological safety, irreplaceable for prevention and fight against the African swine fever at wild boars and domestic pigs according to appendix No. 3.
2. Declare invalid the Order of the Government No. 481 of March 29, 2008. "About approval of some veterinary sanitary standards" (The official monitor of the Republic of Moldova, 2008, Art. No. 72-73, 475).
3. To impose control over the implementation of this resolution on the National agency on safety of foodstuff.

Appendix No. 1
to the Order of the Government of the Republic of Moldova of December 19, 2016 No. 1368
This veterinary sanitary standard shifts the Directive 2001/89/CE of Council of October 23, 2001 about measures of Community for fight against classical swine fever (the text is related to the EEA) published in the Official magazine of the European Union No. 316 series L of December 1, 2001.
1. The veterinary sanitary standard establishing measures for control of classical swine fever (further – the Regulation) establishes some measures for prevention and the notification on disease, measures in case of suspicion of disease, measures in case of confirmation of classical swine fever, measure for eradication, procedures of diagnostics and the requirement to biological safety.
2. The national agency on safety of foodstuff (further – the Agency) will develop, according to this Regulation provisions, the Action plan in case of classical swine fever, having established necessary actions for eradication of the centers of classical swine fever confirmed in the territory of the Republic of Moldova.
3. For the purpose of this Regulation, the used basic concepts have the following value:
classical swine fever – the infectious disease caused by virus of classical swine fever, characteristic of pigs, which is differing in high degree of infectivity and very high mortality rate, shown as swift-flowing hemorrhagic septicaemia and as pneumoenteritis of long current;
pig – any animal of the Suidae family, including wild boars;
wild boar – pig who does not contain and does not get divorced in economy;
the pig-santinela – pig who underwent control and has negative reaction to availability of antibodies against virus of classical swine fever in blood serum;
economy – any livestock company, construction or the company in the open air where pigs are grown up or contain constantly or temporarily. The exception is constituted by slaughters, vehicles and the fenced zones which contain wild boars and where hunting for them is performed. These fenced zones shall have the sizes and structure which do inapplicable the measures established this Regulation Item 9 in paragraph one;
management on diagnostics – the sampling procedures and criteria for evaluation of results of laboratory tests for the purpose of confirmation and differential diagnostics of classical swine fever developed and approved by the Agency;
pig with suspicion on infection with virus of classical swine fever – any pig or carcass of pig at whom clinical symptoms or defeats when opening, or the reactions to the laboratory tests which are carried out according to management on diagnostics, specifying possible presence of virus of classical swine fever are observed;
case of classical swine fever or the pig infected with classical swine fever – any pig or carcass of pig at whom clinical symptoms or the damages when opening caused by classical plague of pig were confirmed or availability of disease was confirmed as a result of the laboratory research conducted according to management on diagnostics;
the center of classical swine fever – economy where one or several cases of classical swine fever were revealed;
the infected zone – zone in the territory of the Republic of Moldova in which after confirmation of one or more cases of classical swine fever at wild boars, measures for eradication of disease, according to Chapter XIII or XIV of this Regulation are carried out;
primary case of classical swine fever at wild boars – any case of classical swine fever revealed at wild boars in zone where no measures, according to Chapter XIII or XIV of this Regulation are applied;
metapopulation of wild boars – any group or subpopulation of wild boars in limited contacts with other groups or populations;
the population of wild boars sensitive to disease, – part of population of wild boars which did not develop immunity against virus of classical swine fever;
processing - one of types of processing of matters with the increased risk containing animal products in order to avoid risk of spread of virus of classical swine fever;
forced vaccination – vaccination which is performed in the center of classical swine fever and in protection zone for the purpose of localization of infection;
zone with big density of pigs – any geographical zone with a radius of 10 km around economy in which are available pig with suspicion of infection or which are already infected with virus of classical swine fever and in whom density of pigs constitutes more than 800 individuals on sq.km;
contact economy – the economy infected with classical swine fever owing to localization, movement of people, pigs or vehicles or any other image;
epizootological inspection – complex of inspections which are performed by the official veterinarian appointed by the Agency;
epizootological situation – data set, characterizing spread of infectious disease at animals in certain territory during certain period of time.
4. The Agency establishing the procedure of the announcement, the notification and the notification on some infectious diseases of animals is surely informed on availability or suspicion on availability of classical swine fever.
5. In case of confirmation of classical swine fever, the Agency shall:
To notify 1) on disease, according to appendix No. 1 to this Regulation and to provide information in the World Health Organization of animals (The international epizootic bureau):
a) about the centers of classical swine fever which were confirmed in farms;
b) about the cases of classical swine fever confirmed on slaughterhouse or in vehicles;
c) about primary cases of classical swine fever confirmed at wild boars;
d) about results of the epizootic inspection performed according to Chapter VII of this Regulation;
2) to provide information in the International epizootic bureau concerning the subsequent cases confirmed at wild boars in the zone infected with classical swine fever according to the subitem 1) of Item 42 this Regulations.
6. If in economy there are one or several pigs with suspicion on infection with virus of classical swine fever, the Agency disposes about immediate application of official means of research for confirmation or confutation of availability of the specified disease according to the procedures established in management on diagnostics.
7. During sanitary veterinary inspection the official veterinarian shall check the register and labels on identification of pigs.
8. In case territorial subdivisions of the Agency consider that suspicion availability on classical swine fever in economy cannot be excluded, the economy undertakes under obligatory constant veterinary supervision, and the following is carried out:
1) all pigs of different categories (weight) in economy are recalculated, the list of sick pigs, the fallen pigs or pigs who, perhaps, are infected, on each category is constituted. The list is updated taking into account the birth and the death of pigs during the suspicion period. Information from the list is provided by the owner of animals to territorial subdivisions of the Agency or the Agency, according to their requirement;
2) all pigs in economy contain in the rooms or other place where they can be isolated;
3) any of pig shall not come or leave economy. Territorial subdivisions of the Agency can extend if it is necessary, prohibition on exit from economy and on other animal species and to apply adequate measures on extermination of rodents or insects;
4) any hog carcass is not removed from economy without the sanitary and veterinary certificate issued by territorial subdivisions of the Agency established in the List of allowing documents which is appendix to the Law No. 160-XIX of July 22, 2011 on regulation of business activity by permission;
5) any type of meat, the products made from pork, seed grain, pork ova and embryos, stern for animals, utensils, materials or waste which can transfer classical swine fever is not exported from economy without the permission of territorial subdivisions of the Agency.
Cannot meat, products from pork, seed grain, ova and embryos is removed from economy with sales objective;
6) movement of persons, vehicles from economy or in economy is performed with the written permission of territorial subdivisions of the Agency;
7) creation of necessary conditions for safety of work of personnel of economy, the faces involved in carrying out epizootological inspection or implementation of obligatory measures;
8) use of appropriate means on disinfection in case of entrance to economy and exit from economy, and also from rooms where there are pigs. Any person which is entering or leaving economy shall follow the corresponding rules of hygiene for the purpose of decrease in danger of spread of virus of classical swine fever. All vehicles are carefully disinfected before departure from economy or entrance to economy;
9) epizootological inspection according to Chapter VII of this Regulation is performed.
9. In case of need, the caused epizootological situation and if the economy which contains pigs with suspicion on infection, is in zone of high density of pigs, territorial subdivision of the Agency:
1) takes the measures provided in this Regulation Item 10, in the economy specified in this Regulation Item 8. Territorial subdivisions of the Agency have the right to limit if find possible it, died data application only to pigs with suspicion on infection or to the pigs infected with virus of classical swine fever and to that part of economy in which they contained provided that these pigs contained in economy and were fed separately from other pigs. In case pigs were slaughtered, enough tests that it was possible to confirm or exclude availability of classical swine fever according to management on diagnostics is selected;
2) establishes temporary zone of control around the economy specified in this Regulation Item 8. Some or all measures specified in this Regulation Items 6 and 7 are applied to all pig farms within this zone.
The measures provided in this Regulation Item 8 are effective until suspicion on classical swine fever is not confuted officially.
10. In case when availability of classical swine fever in economy is confirmed officially, territorial subdivisions of the Agency dispose in addition to the measures specified in this Regulation Item 8 about holding the following events:
1) all pigs in economy shall be without delay killed under official supervision so that to avoid risk of spread of virus of classical swine fever during slaughter or transportation on slaughterhouse;
2) enough tests at pigs, according to management on diagnostics, in case of slaughter of pigs, for establishment of method of infection of economy with virus of classical swine fever, and also period from the moment of infection and pending notification about disease is selected;
3) corpses of the dead or the slaughtered pigs are destroyed by burning under obligatory veterinary sanitary inspection;
4) the meat received from the pigs slaughtered into the period from possible infection of economy with classical swine fever before application of official measures is identified and processed under obligatory veterinary sanitary inspection as far as it is possible;
5) the seed grain, pork ova and embryos collected in economy during the period between possible infection of economy with virus of classical swine fever and application of official measures are identified and destroyed under obligatory veterinary sanitary inspection to avoid danger of spread of virus of classical swine fever;
6) all substances and waste suspected on infection such as stern, are exposed to the processing providing destruction of virus of classical swine fever. One-time materials which can be infected, in particular used when carrying out transactions on slaughter of animals are destroyed. These rules are applied according to instructions of the official veterinarian;
7) after pigs were removed, buildings in which they were, the vehicles used for transportation of pigs or their hulks and also the equipment, laying, manure and urea which could be infected are cleaned, disinfected or processed according to Chapter XI of this Regulation;
8) in case of primary seat of disease, the isolated virus of classical swine fever is exposed to the laboratory research established in management on diagnostics for identification of genetic type;
9) epizootological examination according to Chapter VII of this Regulation is conducted.
11. In case of confirmation of the center in laboratory, the zoological park, the natural reserve or the fenced zone in which pigs contain in the scientific purposes or for the purpose of, connected with preserving type or rare species the Agency has the right to resolve departure from provisions of subitems 1) and 5) of this Regulation Item 10 provided that fundamental national interests will not be infringed.
