2. Declare invalid the order of the Ministry of social policy of Ukraine of January 20, 2015 No. 41 "About approval of the Regulations on public service of employment", registered in the Ministry of Justice of Ukraine on February 12, 2015 for No. 141/26586 (with changes).

3. To department of the labor market and employment () provide to Kikina S.A. submission of this order in accordance with the established procedure on state registration in the Ministry of Justice of Ukraine.

4. This order becomes effective from the date of its official publication.

Regulations on public service of employment

I. General provisions

1. Public service of employment (further - Service) is centralized system of public institutions which activities go and coordinated by the Ministry of social policy of Ukraine.

2. The service consists of Public service of employment (Central office) (further - Central office of Service), Jobcenter of the Autonomous Republic of Crimea, regional, Kiev and Sevastopol city jobcenters (further regional jobcenters), city, district and city district jobcenters (further - basic jobcenters), Institute of training of public service of employment of Ukraine, professional educational institutions of public service of employment, other educational institutions of public service of employment (further - educational institutions of service), and also the companies, organizations, the organizations formed by Service (further - the legal entities subordinated to Service).

Regional and basic jobcenters can create on their location separate divisions (branches) which will perform the functions determined for them by the relevant regional or basic jobcenter.

3. The service in the activities is guided by the Constitution and the laws of Ukraine, resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine and the Ministry of social policy of Ukraine, board decisions of Fund of obligatory national social insurance of Ukraine on unemployment case (further - Fund), other regulatory legal acts and this Provision.

4. The structure and extreme number of employees of Service, and also expenses on administrative expenses of Service are approved by the Ministry of social policy of Ukraine and affirm the Chairman of Central office of Service.

5. Activities of Service and accomplishment of tasks and functions by it, stipulated by the legislation, including this Provision, are financed by fund.

6. The central office of Service, regional and basic jobcenters are legal entities of the public law, have separate balance, accounts in bodies of the Public treasurer service of Ukraine and bank institutions, angular stamps and seals with the image of the State Emblem of Ukraine, the name and the EGRPOU code, other seals and stamps (in the presence).

7. Payment terms of work of employees of Central office of Service, regional and basic jobcenters, their branches, qualification requirements to their heads, types of departmental incentive differences and procedure for their application are determined by orders of the Ministry of social policy of Ukraine.

8. Employees of Service are subject to certification according to the Law of Ukraine "About professional development of workers".

9. Employees of Service are granted annual main leave lasting 24 calendar days (if other is not stipulated by the legislation), the annual additional vacations and other leave types determined by the Labor code of Ukraine and the Law of Ukraine "About leaves".

10. The contract according to the Law of Ukraine "About education" is signed with heads of educational institutions of Service.

II. Tasks, functions and rights of Service

1. According to Item 2 of the resolution of the Cabinet of Ministers of Ukraine of March 5, 2014 No. 90 "Some questions of public administration in the sphere of employment of the population" before introduction of amendments to the Laws of Ukraine "On unemployment case" and "About employment of the population" the Service continues to carry out on obligatory national social insurance tasks and functions in the sphere of employment of the population, labor migration and social protection from unemployment, and also the functions of executive directorate of Fund determined by the Laws of Ukraine "About obligatory national social insurance on unemployment case" and "About employment of the population".

2. The service in case of accomplishment of the tasks assigned to it interacts in accordance with the established procedure with others central and local executive bodies, local government bodies, the companies, organizations and the organizations.

III. Central office of Service

1. The central office of Service is the main public institution in centralized system of public institutions of Service.

2. The central office of Service carries out powers directly and through regional and basic jobcenters, their branches, educational institutions of Service and the legal entities subordinated to Service.

The central office of Service is authorized body on management of training of public service of employment of Ukraine of Institute.
