According to the subitem 2) article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services", PRIKAZYVAYU:

1. Approve:

1) Regulations of the state service "Licensing for Implementation of Activities for Development, Production, Repair, Trade, Collecting, Exhibiting of Civil and Office Weapon and Cartridges to It", according to appendix 1 to this order;

2) Regulations of the state service "Licensing for Implementation of Activities for Development, Production, Trade, Use of Civil Pyrotechnic Substances and Products with Their Application", according to appendix 2 to this order;

3) regulations of the state service "Issue of the Direction to Physical Persons and Legal Entities on Sale on Commission of Civil and Office Weapon and Cartridges to It", according to appendix 3 to this order;

4) Regulations of the state service "Issue of the Conclusion on Import to the Territory of the Republic of Kazakhstan, Export from the Territory of the Republic of Kazakhstan and Transit through the Territory of the Republic of Kazakhstan of Civil and Office Weapon and Cartridges to It", according to appendix 4 to this order;

5) Regulations of the state service "Issue of Permission to Physical Persons and Legal Entities to Acquisition, Storage, Storage and Carrying, Transportation of Civil and Office Weapon and Cartridges to It", according to appendix 5 to this order;

6)  No. 488 is excluded according to the Order of the Minister of Internal Affairs of the Republic of Kazakhstan of 15.07.2017;

7) Regulations of the state service "Issue of Permission to Acquisition, Storage of Civil Pyrotechnic Substances and Products with Their Application", according to appendix 7 to this order;

8) Regulations of the state service "Issue of Permission to Opening and Functioning of Shooting Shooting Galleries (Shooting Ranges) and Stands", according to appendix 8 to this order.

2. Declare invalid the order of the Minister of Internal Affairs of the Republic of Kazakhstan of March 5, 2014 No. 146 "About approval of regulations of the state services" (No. 9231) is registered in the Register of state registration of regulatory legal acts on March 17, 2014.

3. To provide to committee of administrative police of the Ministry of Internal Affairs of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order, its direction on official publication;

3) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan and on the intranet portal of state bodies.

4. To impose control of execution of this order on the deputy minister of internal affairs of the Republic of Kazakhstan police major general Turgumbayev E. Z. and Committee of administrative police of the Ministry of Internal Affairs of the Republic of Kazakhstan (Lepekh I. V.).

5. This order becomes effective after ten calendar days after day of its first official publication.

Regulations of the state service "Licensing for Implementation of Activities for Development, Production, Repair, Trade, Collecting, Exhibiting of Civil and Office Weapon and Cartridges to It"

Chapter 1. General provisions

1. The state service "Licensing for Implementation of Activities for Development, Production, Repair, Trade, Collecting, Exhibiting of Civil and Office Weapon and Cartridges to It" (further - the state service) appears territorial subdivisions of the Ministry of Internal Affairs of the Republic of Kazakhstan (further - the service provider) by means of, the web portal of "the electronic government" (further - the Portal) based on the Standard of the state service "Licensing for Implementation of Activities for Development, Production, Repair, Trade, Collecting, Exhibiting of Civil and Office Weapon and Cartridges to It" approved by the order of the Minister of Internal Affairs of the Republic of Kazakhstan of April 24, 2015 No. 395 (it is registered in the Register of state registration of regulatory legal acts No. 11211) (further - the Standard).

Chapter 2. The description of operations procedure of structural divisions (workers) of the service provider in the course of rendering the state service

4. The basis for the procedure (action) for rendering the state service is receipt of the uslugopoluchatel by the service provider of electronic request through the Portal provided in Item 9 of the Standard, necessary for rendering the state service.

1) the contractor of the service provider checks on the Portal in the arrived requests the statement of uslugopoluchatel in day of its receipt and redirects to the Tasks on Processing tab - execution time during the working day.

2) the contractor after receipt of the statement in the Tasks on Processing tab performs the submitted documents by uslugopoluchatel on compliance to their qualification requirements, the positive result on issue, the license and (or) appendices to the license or its renewal by reorganization of legal person licensee in the form of allocation or separation, in case emergence of circumstances, stipulated by the legislation the Republic of Kazakhstan prepares, the permissions excluding possibility of obtaining prepares motivated refusal in further review of the statement in terms, stipulated in Item 4 Standards - completion date of 15 (fifteen) working days.
