About approval of the General technical regulation about safety of tanning and shoe products

According to the Law of the Republic of Uzbekistan "About technical regulation", for the purpose of establishment of single requirements to safety of tanning and shoe products the Cabinet of Ministers decides:

1. Approve the General technical regulation about safety of tanning and shoe products according to appendix and enact it after six months from the date of official publication.

2. Take into consideration that according to requirements of the Law of the Republic of Uzbekistan "About technical regulation" with enforcement of technical regulations the accepted earlier regulating documents on standardization on products specified in them and services lose binding character and acquire voluntariness of application in accordance with the established procedure.

3. To the Uzstandart agency together with authorized bodies to take measures for cancellation of binding character and ensuring voluntariness in case of application of regulating documents on standardization of tanning and shoe products, from the date of enforcement of the General technical regulation approved by this resolution in accordance with the established procedure.

4. To provide to Uzcharmsanoat association, the Uzstandart Agency together with National broadcasting company of Uzbekistan broad informing the population, bodies of the public and economic board, subjects of business activity about the purposes, content and procedure for application of the approved General technical regulation.

5. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan U. U. Rozukulov.

The general technical regulation about safety of tanning and shoe products

Chapter 1. General provisions

1. This General technical regulation (further - the Technical regulation) establishes requirements to safety of tanning and shoe products according to the list given in appendix No. 1 to the Technical regulation.

2. Observance of requirements of the Technical regulation is obligatory for all legal entities and physical persons.

3. Requirements of the Technical regulation do not extend to tanning and shoe products of single-piece production, pilot batches, footwear of special purpose and fur products.

Chapter 2. Terms and determinations

4. In the Technical regulation the following terms and determinations are used:

baize - fleecy soft dense cotton or woolen and half-woolen fabric;

biological safety - products condition in case of which there is no unacceptable risk of damnification to health or threat of life of the user (consumer) because of discrepancy of biological and toxicological properties to the established requirements;

footwear top - the set of details of footwear closing part or all back surface of foot.

harmful chemicals - chemicals which content in product material in the quantity exceeding admissible concentration of such substances negative variations in the state of health of the user (consumer) can cause.

skin - the material produced from terms (fibrous structure) of skins of animals by mechanical, physical and chemical processing;
