According to article 23 of the Law of Ukraine "About National police", I order to the subitem 26 of item 4 of the Regulations on National police approved by the resolution of the Cabinet of Ministers of Ukraine of October 28, 2015 No. 877, to the subitem 1 of Item 3 and the subitem 2 of item 4 of the Regulations on the Ministry of Internal Affairs of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of October 28, 2015 No. 878, and for the purpose of the organization of collateral actions of territorial authorities and divisions of National police of Ukraine regarding protection and defense of the objects protected by physical protection of police of protection:

1. Approve the Order of interaction of territorial authorities and divisions of National police of Ukraine under the organization of protection of objects by police agencies of protection which is applied.

2. To department of forming of policy for authorities and monitoring under control to the Minister (Bodnar V. E.) provide submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

3. This order becomes effective from the date of its official publication.

4. To impose control of execution of this order on the Chairman of National police of Ukraine police lieutenant colonel Dekanoidze H.

Order of interaction of territorial authorities and divisions of National police of Ukraine under the organization of protection of objects by police agencies of protection

I. General provisions

1. This Procedure determines the mechanism of interaction of territorial authorities and divisions of National police of Ukraine under the organization of protection of objects.

2. Treat the territorial authorities and divisions of National police of Ukraine which are carrying out powers of authority in the servicing territories:

1) head departments of National police in the Autonomous Republic of Crimea and Sevastopol, areas, Kiev (further - GUNP) and their separate divisions (further OP GUNP);

2) management of patrol force in the cities of Department of patrol force (further - UPP DPP);

3) management and police stations of protection (further - UPO) and the divisions subordinated to them (further - UPO software);

4) other bodies and divisions of National police of Ukraine formed according to the legislation of Ukraine.

3. The organization of protection of objects is activities of territorial authorities of police of protection, by application of complex of organizational, practical and other security measures (policy strokes and methods), directed to prevention of illegal encroachments, identification and suppression of illegal infringement of objects of protection, their defense, carrying out practical doctrines (educational trainings).

4. Action of provisions of this Procedure extends to police officers and police officers who are part of job specifications (crews) of territorial authorities and divisions of National police of Ukraine and are directly involved in crime counteraction, ensure public safety and procedure.

II. Organization of protection of objects by territorial authorities of police of protection

1. Territorial authorities of police of protection perform on a contract basis protection of physical persons and objects (property) of the right of private and utility property, and also protection of objects of the right of state-owned property in the cases and procedure determined by the law and other regulatory legal acts prevent offenses in places of service.

2. Police officers and employees of police of protection (further - employees of police of protection) cannot be involved in accomplishment of the tasks which are not within the competence of police of protection.

3. Protection of objects (property), physical persons, public safety and procedure by territorial authorities of police of protection is provided by forming:

1) job specifications of reaction (further - NR) which perform rapid response to messages on operation of the technical means of protection arriving from objects with property of physical persons and legal entities, connected to Items of centralized observation of police of protection, the providing protection of objects and/or property, public safety and procedure perform other powers according to the legislation;

2) job specifications of protection of objects and public safety (further - NOPB) which on foot or on vehicles within posts, routes of protection (patrol) or in the separate territory provide protection of objects and/or property, public safety and procedure, perform other powers according to the legislation;

3) job specifications of protection of loads and mobile objects (further - NGMO) which provide protection of property from illegal encroachments during its transportation on the territory of Ukraine, provide services in collection of means;

4) job specifications of protection of physical persons (further - NOFL) which by prevention or the termination of impact of factors of illegal nature ensure personal security, life and health defined by the agreement of physical person (group of persons).

4. To response to messages on making of offenses and complication of operational situation on objects of protection forces and funds of territorial authorities and divisions of National police of Ukraine which ensure public safety and procedure in the territory of servicing are raised.

5. Depending on degree of danger of criminal encroachments and importance of property objects are classified by the following categories of risk:

1) the I category - gas stations, jewelry stores, pawnshops, financial institutions (including exchange points), objects (rooms) of storage of weapon, ammunition, explosives, radioactive, narcotic and psychotropic substances, precursors, other especially important objects determined by the List of objects state and other patterns of ownership which protection of real estate is performed by police agencies of protection on contractual basis, the approved resolution of the Cabinet of Ministers of Ukraine of November 11, 2015 No. 937;
