About approval of the Regulations on Advisory council of the Ministry of Culture of Ukraine concerning the modern art

1. Approve Regulations on Advisory council of the Ministry of Culture of Ukraine concerning the modern art which is applied.

2. (Belash P. M.) to provide to management of scenic and visual art submission of this order on state registration in the Ministry of Justice of Ukraine.

3. This order becomes effective from the date of its official publication.

4. To impose control of execution of this order on the deputy minister - the chief of staff of Karandeev R. V.

Regulations on Advisory council of the Ministry of Culture of Ukraine concerning the modern art

I. General provisions

1. This Provision determines procedure for education and activities of Advisory council of the Ministry of Culture of Ukraine concerning the modern art (further - Advisory council).

2. The advisory council is the permanent advisory advisory body of Ministry of culture formed for the purpose of development of the principles and the effective strategy of forming of state policy in the field of the modern art, professional approach to the problem resolution of its development.

3. Terms in this Provision are used in the following values:

cultural institution - the organization, the organization or organization (the museums, funds, the art centers, galleries, profile scientific institutes, educational institutions, public organizations, etc.), and also subjects of private law which perform functions, important for society, and/or represent the interests of professional community in the field of culture and art;

the modern art - set of the art means and forms which developed in the second half of the XX century in which the main attention is paid to conceptual expression of perspective of relations of the personality and the society which are expressed generally in media art (videoart, media installation, media performance, etc.) which is created and lit by means of modern information and communication technologies (video, computer, multimedia, etc.), and also in traditional art forms (sculpture, painting, graphics, etc.).

The term "telecommunication systems" is used in the value given in the Law of Ukraine "About information security in information and telecommunication systems".

4. In the work the Advisory council is guided by the Constitution and the laws of Ukraine, presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine, other regulatory legal acts and this Provision.

5. The decision on creation or liquidation of Advisory council, its quantitative and members affirm orders of Ministry of culture.

6. The main objectives of Advisory council are:

development of offers on forming of state policy in the field of the modern art;

establishing effective communication and interaction between Ministry of culture and professional community in the field of the modern art;

practices of practical recommendations for ensuring professional development and the presentation of the Ukrainian modern art in Ukraine and abroad;

consideration of the questions initiated by Ministry of culture, which are within the competence of Advisory council;

other questions connected with development of the modern art in Ukraine.

7. The advisory council has the right:

make offers to management of Ministry of culture on the questions which are within its competence;

provide expert conclusions;

form working groups (in case of need);

receive from executive bodies, local government bodies, the companies, organizations and the organizations the documents and other materials necessary for accomplishment of the tasks assigned to it.

8. The structure of Advisory council affirms the order of Ministry of culture once in three years. After the end of three-year term of office the staff of Advisory council is updated 1/3 at least.

If necessary the players of Advisory council can be changed and supplemented. The total quantity of members of Advisory council shall constitute at least nine and no more than fifteen people. The chairman, the vice-chairman, members of Advisory council and the secretary are part of Advisory council.

In Advisory council the leading scientists, artists, specialists of the respective sphere of culture and art, representatives of institutes of civil society (under approval), and also the deputy minister of culture of Ukraine according to distribution of obligations can be involved.

9. The chairman of Advisory council and its deputy are elected from among members of Advisory council by open voting of attendees at meeting.

Chairman of Advisory council:

determines the agenda of meetings of Advisory council;

conducts meetings, brings up question for vote, announces its results;

prevents conflict of interest in activities of members of Advisory council;

provides comprehensive and objective consideration of the questions considered at meeting;

signs the minutes;

represents Advisory council in relations with Ministry of culture, associations of citizens, local government bodies, mass media.

10. The secretary of Advisory council who is the employee of Ministry of culture performs the following functions:

provides maintaining the minutes of Advisory council;

brings the minutes of Advisory council to the attention of management of Ministry of culture;

prepares materials for consideration at meeting of Advisory council;

participates in meetings of Advisory council without voting power.

11. In case of absence of the secretary the minutes of Advisory council take person from among his members authorized by the chairman of Advisory council.

12. Alternate members of Advisory council can be persons who have the higher education, and also correspond to the following criteria:
