1. Approve enclosed:
requirements to anti-terrorist security of subjects to water supply and water disposal;
form of the material safety data sheet of subjects to water supply and water disposal;
changes which are made to acts of the Government of the Russian Federation.
2. To the Ministry of Construction and Housing and Communal Services of the Russian Federation within 3 months from the date of entry into force of this resolution to approve:
form of the list of the subjects to water supply and water disposal of the subject of the Russian Federation which are subject to categorization;
procedure for maintaining by authorized body of the subject of the Russian Federation for accounting of kategorirovanny subjects to water supply and water disposal;
recommendations about equipment of subjects to water supply and water disposal by technical means of protection.

1. These requirements establish actions for ensuring anti-terrorist security of subjects to water supply and water disposal, obligatory for accomplishment, including questions of their categorization, protection, the equipment technical means of protection, informing on threat of making or on making of acts of terrorism on subjects to water supply and water disposal and response to the acquired information, control over the implementation of these requirements, and also development of the material safety data sheet of subjects to water supply and water disposal.
2. For the purposes of these requirements it is necessary to understand as subjects to water supply and water disposal territorially isolated (located within external perimeter which borders are established in accordance with the legislation of the Russian Federation) the complexes of buildings, constructions and the equipment intended for water supply implementation (water intakes (including the hydraulic engineering constructions which are their part), treatment facilities of water supply system, water pumping points, reservoirs, water towers) and water disposals (the treatment facilities of the sewerage (including the hydraulic engineering constructions which are their part), sewer pumping points) which are part of centralized and not centralized systems of cold and hot water supply, and also water disposal (except for water supply and sewer systems).
3. These requirements do not extend on:
a) subjects to water supply and water disposal which are subject to obligatory protection by troops of national guard of the Russian Federation in accordance with the legislation of the Russian Federation;
b) subjects to water supply and water disposal which are on the property right or on other legal cause at the organizations of the industry, fuel and energy complex and transport are part of their capital processing equipment and are used by them for rendering services of water supply and water disposal only for production and other needs of these organizations and concerning which actions for anti-terrorist security are carried out;
c) subjects to water supply and water disposal which are not included in the lists of the subjects to water supply and water disposal which are subject to categorization created according to Item 12 of these requirements;
d) the important state objects, particular loads, constructions on communications which are subject to protection by troops of national guard of the Russian Federation regarding their equipment technical means of protection, and also control of operation of the specified technical means of protection.
4. Responsibility for anti-terrorist security of subjects to water supply and water disposal is assigned to heads of the organizations performing operation of subjects to water supply and water disposal according to the Federal Law "About Water Supply and Water Disposal" (further - the organizations performing operation of subjects to water supply and water disposal), and also to the officials performing direct management of activities of workers on subject to water supply and water disposal.
5. For the purpose of establishment of the differentiated requirements to safety of subjects to water supply and water disposal taking into account the degree of threat to making of act of terrorism, the importance of subjects to water supply and water disposal for infrastructure and life support, and also possible consequences of making of acts of terrorism on them categorization of subjects to water supply and water disposal is carried out.
6. The degree of threat to making of act of terrorism on subject to water supply and water disposal is determined based on these territorial authorities of safety and territorial authorities of the Ministry of Internal Affairs of the Russian Federation and the Federal Service of troops of national guard of the Russian Federation about situation around arrangement of subject to water supply and water disposal, about the number of the conducted or prevented terrorist attacks on subject to water supply and water disposal or on similar subjects to water supply and water disposal in the territory of the subject of the Russian Federation, and also about quantity and nature the levels of terrorist danger entered around arrangement of subject to water supply and water disposal according to the Presidential decree of the Russian Federation of June 14, 2012 No. 851 "About procedure for establishment of the levels of terrorist danger providing acceptance of additional measures for safety of the personality, society and state".
7. The following degrees of threat to making of act of terrorism corresponding to the highest quantitative index of any of the specified criteria differ:
a) critical:
within the last 3 years 4 and more acts of terrorism are made or prevented;
within the last 12 months 2 and more acts of terrorism are made or prevented;
within the last 3 years more than 4 times the critical ("red") level of terrorist danger and (or) more than 8 times the high ("yellow") level of terrorist danger were entered;
within the last 12 months more than 2 times the critical ("red") level of terrorist danger and (or) more than 4 times the high ("yellow") level of terrorist danger were entered;
b) high:
within the last 3 years from 2 to 3 terrorist attacks are conducted or prevented;
within the last 12 months 1 terrorist attack is conducted or prevented;
within the last 3 years from 2 to 4 times the critical ("red") level of terrorist danger, and (or) from 4 to 8 times the high ("yellow") level of terrorist danger, or more than 8 times the increased ("blue") level of terrorist danger were entered;
within the last 12 months from 1 to 2 times the critical ("red") level of terrorist danger, and (or) from 2 to 4 times the high ("yellow") level of terrorist danger, and (or) from 4 to 8 times the increased ("blue") level of terrorist danger were entered;
c) raised:
within the last 3 years 1 terrorist attack is conducted or prevented;
within the last 12 months making (attempts to making) acts of terrorism is not fixed;
within the last 3 years from 2 to 4 times the high ("yellow") level of terrorist danger and (or) from 4 to 8 times the increased ("blue") level of terrorist danger were entered;
within the last 12 months were entered from 1 to 2 times the high ("yellow") level of terrorist danger and (or) from 2 to 4 times the increased ("blue") level of terrorist danger;
d) low:
within the last 3 years making (attempts to making) acts of terrorism is not fixed;
within the last 3 years less than 4 times the increased ("blue") level of terrorist danger was entered;
within the last 12 months less than 2 times the increased ("blue") level of terrorist danger was entered.
8. The importance of subject to water supply and water disposal for infrastructure and life support is determined based on the people this about quantity to whom subject to water supply and water disposal renders the corresponding services, and also based on data on reference in accordance with the legislation of the Russian Federation of objects to which subject to water supply and water disposal renders the corresponding services, to crucial or potentially dangerous objects.
9. Possible consequences of making of act of terrorism on subject to water supply and water disposal are determined based on forecast indicators about the number of people who can suffer (to die or receive harm to health) or conditions of activity of which can be violated as a result of making of act of terrorism (social consequences), and also about possible material damage and damage to the surrounding environment which can be caused as a result of making of act of terrorism (economic consequences).
