Rules of determination of priority of consideration of drafts of the laws

These rules establish procedure and terms of realization of constitutional right of the Head of state to determine priority of consideration of drafts of the laws, and also to announce consideration of the bill urgent.

1. In case of the decision to determine consideration of the bill priority or to announce its consideration urgent the Head of state or according to its order Administration of the President of the Republic of Kazakhstan inform the relevant state body that consideration of this bill is planned to be determined priority or to declare urgent.

2. As a rule, consideration as priority is determined by the Head of state in relation to the bills introduced or ready to submitting for examination of the Majilis of Parliament of the Republic of Kazakhstan.

3. The drafts of the laws determined by the President of the Republic of Kazakhstan the special message priority and not submitted for consideration of the Majilis of Parliament of the Republic of Kazakhstan yet shall be approved with the relevant state bodies and are submitted by the Government of the Republic of Kazakhstan for consideration in Administration of the President of the Republic of Kazakhstan within one month.

After coordination with Administration of the President of the Republic of Kazakhstan such drafts of the laws are submitted by the Government of the Republic of Kazakhstan for consideration of the Majilis of Parliament of the Republic of Kazakhstan in ten-day time.

6. The government of the Republic of Kazakhstan concerning the bills drafted by it has the right to make to the President of the Republic of Kazakhstan the offer on determination of consideration of the bill priority or the announcement of its consideration by urgent.

7. The draft of the relevant law and the explanatory note which shall contain are attached to the offer specified in Item 6 of these rules:

1) reasons for need of determination of consideration by Parliament of the bill priority or announcements of its consideration by urgent;

2) specific purposes of the bill and tasks solved by it.

8. The Administration of the President of the Republic of Kazakhstan in ten-day time considers the offer on the project definition of the law priority or the announcement of its consideration by urgent and represents to the Head of state the conclusion about feasibility of determination of consideration of the bill priority or announcements of its consideration by urgent.

9. According to the decision of the Head of state other procedure, terms of preparation and coordination of drafts of the laws which consideration is planned to be determined priority can be established or to declare urgent.
