Based on part seven of article 15-2 of the Law of the Republic of Belarus of November 26, 1992 "About environmental protection" the Council of Ministers of the Republic of Belarus DECIDES: No. 1982-XII

1. Approve Regulations on procedure for the organization and carrying out public discussions of drafts of ecologically significant decisions, ecological reports on strategic ecological assessment, valuation reports of environmental impact, accounting of the made ecologically significant decisions it (is applied).

2. Make changes and addition to the following resolutions of Council of Ministers of the Republic of Belarus:

2.1. ceased to be valid according to the Resolution of Council of Ministers of the Republic of Belarus of 19.01.2017 No. 47

2.2. in Regulations on the procedure for issue of permissions to removal of objects of flora in settlements and permissions to change of objects of flora in settlements approved by the resolution of Council of Ministers of the Republic of Belarus of October 25, 2011 No. 1426 "About some questions of the address with flora objects" (The national register of legal acts of the Republic of Belarus, 2011, No. 123, 5/34663; National legal Internet portal of the Republic of Belarus, 23.05. 2013, 5/37271):

to add part one of Item 7 with the words "according to the procedure, established by Council of Ministers of the Republic of Belarus";

exclude Items 8-15;

in Item 17:

in the paragraph the second part one of the word "according to part two of Item 15 of this provision materials" shall be replaced with words "materials of public discussions";

in part three of the word "according to part two of Item 15 of this provision of materials" shall be replaced with words "materials of public discussions";

in paragraph four of Item 20 of the word "according to Items 7-15 of this provision" shall be replaced with words "by results of carrying out discussion with the question public about the planned removal, change of objects of flora according to the procedure, established by Council of Ministers of the Republic of Belarus".

3. This resolution becomes effective since July 1, 2016.

Chapter 1. General provisions

1. This Provision determines procedure for the organization and carrying out public discussions of drafts of ecologically significant decisions, ecological reports on strategic ecological assessment, valuation reports of environmental impact, except for public discussions of drafts of concepts, programs, plans, schemes, regional complexes of actions in the field of architectural, town-planning and construction activities which procedure for carrying out is stipulated by the legislation about architectural, town-planning and construction activities (further if other is not provided, – public discussions), and also accounting treatment for the made ecologically significant decisions.

2. Public discussions are carried out in the relation:

2.1. drafts of ecologically significant decisions:

concepts, programs, plans, schemes, regional complexes of actions which realization makes environmental impact and (or) it is connected with use of natural resources, and also the changes and amendments to them which do not have technical character (further, unless otherwise specified, – drafts of program documents);

regulatory legal acts (regarding the provisions directed to regulation of the relations connected with implementation of the economic and other activity relating to ecologically dangerous according to the criteria determined by the President of the Republic of Belarus or authorized by it on that state body) (further – projects of regulatory legal acts);
