About streamlining of control of cross-border transportation of waste and their removal
For the purpose of reduction of requirements of ecological safety during the exporting and transit of waste to compliance with recommendations of the Basel convention (Tratate internationale (1990-1998), Editie oficiala, vol.XV, pag. 97) DECIDES: the Government of the Republic of Moldova
1. Approve:
Categories of dangerous wastes according to the appendix N 1;
Regulations on control of cross-border transportation of waste and their removal according to the appendix N 2.
2. To the Ministry of Agriculture, regional development and environment:
perform functions of authorized body in the field of control of cross-border transportation of waste and their removal;
within 6 months to develop and approve the regulating and instructive documents necessary for implementation of this resolution.
3. Determine that the Ministry of Economy and Infrastructure is the body responsible for ensuring cross-border transportation of dangerous wastes by the vehicles certified according to requirements of the European agreement on the international road carriages of dangerous goods (ADR) for preparation and retraining of the drivers and other specialists involved in transportation of dangerous wastes.
4. To the central industry bodies and bodies of local public authority within year to bring the regulating and instructive documents into accord with this resolution.
5. This resolution becomes effective after one year from the date of publication in the Official monitor of the Republic of Moldova.

I. Groups of waste:
1. The waste received from hospitals, polyclinics and clinics.
2. Production wastes and conversions of pharmaceutical products.
3. Waste of pharmaceutical goods and medicines.
4. Production wastes and applications of biocides and phytopharmaceutical medicines.
5. Production wastes and use of chemicals for wood impregnation.
6. Production wastes, conversions and use of organic solvents.
7. The waste of thermal treatment and upclassing of materials containing cyanides.
8. Waste of mineral oils not suitable for proper use.
9. Waste of oils/water in the form of hydrocarbons/water and emulsions.
10. The waste of substances and products containing the polychlorinated biphenyl (PHB), and/or the polychlorinated terphenyl (PHT), and/or the polybrominated biphenyl (PBB).
11. Waste in the form of resinous rainfall which are formed in case of refinement, distillation or any pyrolitic processing of organic materials.
12. Production wastes and use of ink, dyes, pigments, paints and varnishes.
13. Production wastes and use of pitches, latex, plasticizers, glues / binding materials.
14. The waste of chemicals received when carrying out research works or educational process which nature is not revealed yet and/or which are new and their influence per capita and/or the environment is unknown.
15. The waste of explosive nature which is not falling under other rules.
16. Production wastes, conversions and use of photochemicals and the accompanying materials.
17. Waste of surface treatment of metals and plastic.
18. Remaining balance from transactions on removal of industrial wastes.
19. The remaining balance formed owing to burning of household waste.
20. Slime galvanic.
21. Solutions after pickling of metals.
22. The slimes of oil products containing lead.
23. The fulfilled trietilaminovy catalysts received in the course of hardening of foundry forming mixes.
24. The waste which is formed as a result of dekitting of unsuitable cars.
25. Waste of livestock production.
26. Rainfall from treatment facilities.
II. The waste containing:
27. Carbonyls of metals.
28. Beryllium and compounds of beryllium.
29. Compounds of hexavalent chrome.
30. Compounds of copper.
31. Compounds of zinc.
32. Arsenic and compounds of arsenic.
