1. Approve Rules of certification on separate types of products which are subject to obligatory certification.

2. Enact this Order after ten days from the date of its state registration in the Ministry of Justice of the Republic of Uzbekistan.

Rules of certification on separate types of products which are subject to obligatory certification

These rules are developed according to Item 6 of the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of July 6, 2004 No. 318 "About additional measures for simplification of the procedure of certification of products" (Collection of the legislation of the Republic of Uzbekistan, 2004, No. 27, Art. 315) and establish specifics of certification of separate types of products, subjects of obligatory certification.

I. General provisions

1. Certification of products is performed according to Rules of certification of products (reg. No. 1458 of February 25, 2005, the Collection of the legislation of the Republic of Uzbekistan, 2005, Art. No. No. 10-11, 86), taking into account specifics of certification of products, the provided these rules.

2. Before selection of products identification of the shown samples specified in the request is carried out. As identifiers serve marking and the accompanying document.

3. Testing of products for the purpose of certification are performed on safety indicators according to the established requirements of the operating ND.

b) availability and condition of laboratory, or the contract with the laboratory exercising quality control of raw materials and finished goods;

c) equipment of engineering procedures in case of production by processing equipment, measuring instruments and their condition (checking);

d) observance of the technological modes in case of production;

e) availability of the specialists exercising production and control of products;

e) availability of storage conditions and transportation of finished goods and raw materials.

By results of inspection of conditions of production the statement of inspection which is one of the bases for issue of the certificate of conformity is drawn up.

II. Specifics of certification of food products

5. In case of certification of food products schemes No. No. 3, of 4, of 7, 9 can be applied.

6. Testing of food products for the purpose of certification are performed on safety indicators according to the established requirements of the operating ND. When testing products on indicators of safety control of products on physicochemical indicators, industrial sterility, mass fraction of toxic elements, nitrosamines, histamine, the polychlorinated biphenyls, pesticides, mycotoxins is carried out, including aflatoxins, antibiotics, radionuclides, microbiological indicators, content of nitrites, harmful impurity and contamination by wreckers (for grain and products of their conversion), oxymethylfurfural, mineral substances and vitamins, extent of genetic modification in the presence of requirements in ND, and also according to mandatory requirements, including indicators of marking and packaging, according to the established requirements of ND of specific type of food products.

When testing electrotechnical products on indicators of safety control of products on insulation resistance, electrodurability of isolation, requirements to design, residual stress, completeness, mechanical durability, vibration strength, endurance to voltage variation, climatic testing for moisture resistance, cold constancy and heat resistance, radio noise, efficiency, crash-worthiness, potential of explosion, fire danger, to testing on the starter mode, current leakages, mechanical durability of connections, working capacity on functioning, to free fall, the heating of surface increased and the lowered tension, lighting indicators, and also according to mandatory requirements, including indicators of marking and packaging, according to the established requirements of ND of specific type of the certified electrotechnical products is carried out.

9. In case of certification of products of mechanical engineering and the heavy industry schemes No. 31, of 2, of 3, of 4, of 7, of 8, 9 can be applied.

10. When testing products of mechanical engineering and the heavy industry on indicators of safety control of products on organoleptic, physicomechanical indicators, technical requirements, and also according to mandatory requirements, including indicators of marking and packaging, noise and vibration characteristics, harmful emissions in the atmosphere, the indicators influencing the environment according to the established requirements of ND of specific type of products of mechanical engineering and the heavy industry is carried out.

V. Specifics of certification of products of light industry

11. In case of certification of products of light industry schemes No. No. 3, of 4, 7 can be applied.
