1. General provisions

1.1. This Provision according to the Law of the Republic of Uzbekistan "About auditor activities" determines procedure for issue, renewal, cancellation of the qualification certificate of the auditor, prolongation and termination of its action.

1.2. The qualification certificate of the auditor grants the right to physical person to render auditor services if it is on the staff of auditing organization or if with it the auditing organization signs the agreement of civil nature.

The auditor having the international certificate of the accountant ("The certified international professional accountant (CIPA)", "The certified jury accountant (ASSA)", "The certified public accountant (SRA)", or others) and (or) the national certificate of the professional accountant ("The certified professional accountant"), can undergo advanced training at the choice of one of rates: advanced trainings of auditors or advanced training within the international or national certification of professional accountants.

Each auditor having the qualification certificate shall within every year, since the year following after year of receipt of the qualification certificate to take professional development course in volume of at least 60 hours according to the programs of advanced training approved by the Ministry of Finance of the Republic of Uzbekistan in coordination with republican public association of auditors.

1.3. The qualification certificate of the auditor is issued by the Ministry of Finance of the Republic of Uzbekistan on condition of successful passing of qualification examination by the applicant.

1.4. The qualification examination is means of examination of persons applying to perform audit inspections on behalf of auditing organization (further - the applicant).

1.5. The applicants meeting the qualification requirements determined by this Provision are allowed to passing qualification examination.

1.6. For issue, action prolongation, renewal of the qualification certificate, and also the applicant (auditor) pays collection for issue of its duplicate in the sizes established by this Provision. Information on bank details for introduction of collection is posted on the website of the Ministry of Finance of the Republic of Uzbekistan.

The specified means are transferred into the special account of the Ministry of Finance of the Republic of Uzbekistan and used for covering of the expenses connected with holding qualification examinations and execution of qualification certificates of the auditor.

2. Qualification requirements

2.1. The applicant for receipt of the qualification certificate of the auditor shall meet the following requirements:

1) availability of the higher economic education got in institutions of higher education of the Republic of Uzbekistan, or the higher economic education got in educational institution of foreign state and according to the legislation recognized equivalent to education in the Republic of Uzbekistan (appendix No. 1 to this Provision), and years of service of practical work (including in combination) after the termination of higher educational institution in the sphere of financial accounting, audit, financial or tax control, or teaching in these spheres at least three years from the last ten;

or availability after the termination of higher educational institution of length of service, including in combination, as the auditor, the assistant auditor, the chief accountant, the auditor or the inspector of taxes at least 5 years from the last ten with the higher not economic education got in higher educational institutions of the Republic of Uzbekistan or the higher not economic education got in educational institution of foreign state and according to the legislation acknowledged equivalent to education in the Republic of Uzbekistan;
