Regulations on Public service of Ukraine on safety on transport

1. Public service of Ukraine on safety on transport (Ukrtransbezopasnosti) is the central executive body which activities go and coordinated by the Cabinet of Ministers of Ukraine through the Vice-Prime Minister on recovery of Ukraine Minister of development of communities, the territories and infrastructures (further - the Minister) and realizing state policy on safety issues on the land transport.

2. No. 737 is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 12.09.2018.

3. Ukrtransbezopasnosti in the activities is guided by the Constitution and the laws of Ukraine, presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine, other acts of the legislation.

4. The main objectives of Ukrtransbezopasnosti are:

1) realization of state policy on safety issues on road transport public (further - road transport), urban electric, rail transport;

2) submitting for examination of the Minister of offers on ensuring forming of state policy on safety issues on road, urban electric, rail transport;

3) implementation of the state supervision (control) of safety on road, urban electric, rail transport;

4) provision in the cases of administrative services provided by the law in the sphere of road, urban electric, rail transport.

5. Ukrtransbezopasnosti according to the tasks assigned to her:

1) generalizes practice of application of the legislation on the questions which are within its competence develops suggestions for improvement of legal acts, acts of the President of Ukraine and the Cabinet of Ministers of Ukraine, regulatory legal acts of the ministries and in accordance with the established procedure represents them to the Minister;

2) exercises the state supervision (control) of observance of requirements of the legislation on road, urban electric, rail transport;

3) exercises supervision of observance of requirements for prevention of environmental pollution automobile, by rail;

4) licensing of economic activity on transportation of passengers, dangerous goods and dangerous wastes automobile performs, by rail, international carriages of passengers and freights road transport;

5) exercises control of observance by licensees of requirements of licensed conditions;

6) exercises control and supervision of the organization of safe transportation of dangerous goods (except road transportation of dangerous goods which is controlled by National police, and transportations by sea and river transport which is performed by Sea administration);

7) exercises control of observance of conditions of the transportations determined by the authority for the move of passengers on interregional bus routes;

19) exercises control of observance by carriers of the requirements of work-rest schedule transporting passengers and freights road transport;
