According to the order of the Government of the Kyrgyz Republic "About the Ministry of Transport and Roads of the Kyrgyz Republic" of August 9, 2016 436, the order of the Ministry of Transport and Roads of the Kyrgyz Republic "About approval of structure and the number of staff of central office of the Ministry of Transport and Roads of the Kyrgyz Republic" of September 20, 2016 No. 279, I order to No.:

1. Approve the enclosed provisions of structural divisions of central office of the Ministry of Transport and Roads of the Kyrgyz Republic:

- about the press secretary of the ministry;

- about Management of highways;

- about Management of road and rail transport;

- about Management of economy and finance;

- about Department of financial accounting and reporting;

- about Department of external relations and integration;

- about Department of civil aviation and water transport;

- about Department of clerical work and control;

- about Department of human resources;

- about the Sector of audit and methodology of purchases;

- about the Legal sector.

2. To heads of structural divisions of central office of the ministry to acquaint with functional obligations of staff of structural divisions and to accept to management.

3. Declare invalid the order of the Ministry of Transport and Communications of the Kyrgyz Republic "About approval of provisions of managements of departments of central office of the Ministry of Transport and Communications of the Kyrgyz Republic" of February 21, 2015 No. 48.

Regulations on the press service of the Ministry of Transport and Roads of the Kyrgyz Republic

I. General provisions

1. The press service of the Ministry of Transport and Communications of the Kyrgyz Republic (further - the press service) is the structural division performing the activities in interaction with other structural divisions of the Ministry.

2. The press service in the activities is guided by the Constitution of the Kyrgyz Republic, the laws of the Kyrgyz Republic "About mass media", "About protection of professional activity of the journalist", "About guarantees and freedom of information access", other regulatory legal acts of the Kyrgyz Republic, Regulations on the Ministry of Transport and Roads of the Kyrgyz Republic, orders and decisions of the Ministry, and also this Provision.

3. The press service submits to the Minister of Transport and Communications of the Kyrgyz Republic.

4. Activities of the press service are performed on the basis of perspective and operating plans, orders of management.

II. Main objectives of the press service

5. The main objectives of the press service are:

- rendering assistance to mass media in receipt of complete and objective data on various questions of activities of the Ministry and its structural divisions;

- organization and holding press conferences, briefings, interview and other meetings of management with representatives of the mass media (MM);

- preparation and distribution to (media) of press releases, newsletters, reference materials, other information, and also video, photo and the audiomaterials connected with activities of the Ministry;

- implementation of publishing activities for the purpose of comprehensive explanation and bringing to general population of all activities of the Ministry;

- participation in advance and operational planning of actions with participation of the minister;

- the organization of information support of working trips, the minister's meetings, and also other events held with its participation;

- bringing to the public of information on activities of the Ministry and its management through media;

- the systematic analysis of publications in media on studying of public opinion;

- the organization and carrying out information and explanatory work about activities of the Ministry and the minister with attraction of financial resources of mass information and the public;

- information activities on forming of positive public opinion about work of the Ministry;

- establishment and maintenance of public relations, holding actions and shares with its participation for the purpose of explanation and bringing to the population of the policy pursued by the Ministry and the decisions made by it;

- participation in meetings, meetings, conferences and other events held on the questions entering competence of the press service;

- preparation for the minister of reviews of publications and messages in media, and also references and analytical materials;

- creation of the systematized fund of analytical, information and other materials for the main activities of the Ministry, including photo, video and audioarchives.

III. Main functions of the press service

6. The main functions of the press service are:

- information support of the policy pursued by the Ministry;

- ensuring information exchange of the Ministry and minister with the public and media of the Kyrgyz Republic;

- operational informing the minister on line item of mass media concerning actions and decisions of the Ministry, about responses to them in the press, on television and radio, about condition of public opinion;

- the organization and carrying out through mass media of information and explanatory work with the population on the most important questions of activities of the Ministry and to the measures for the problem resolution taken by it;

- information support of the reforms undertaken by the Ministry;

- ensuring transparency and accountability of the Ministry before the public;

- providing in accordance with the established procedure control of execution of orders by divisions of the Ministry of information publicizing of activities of the Ministry;

- interaction with editions of republican editions, radio and television concerning explanation of activities of the Ministry;

- coordination of activities with the press service of the Office of the President of the Kyrgyz Republic and Government office of the Kyrgyz Republic;

- interaction with press structures of other state bodies for the purpose of carrying out single information policy.

IV. Powers of the press service

7. The press service for implementation of the functions has the right:

- request and receive in accordance with the established procedure required materials from structural divisions and jurisdictional enterprises of the Ministry;

- use in accordance with the established procedure databases of the Ministry;

- demand from all structural divisions and jurisdictional enterprises of the Ministry of operational provision to the press service of the materials intended for discussion or distribution to media;

- in accordance with the established procedure to involve employees and specialists of the Ministry to performances in media, preparation of various information materials;

- to request in accordance with the established procedure from deputy ministers, heads of structural divisions and serving prompt responses on critical performances in media.

V. Responsibility of the press service

8. The press service bears responsibility for reliability and efficiency of the official reports and statements, and also other materials transferred to mass media.

VI. Management of the press service and its structure

9. Operational management of the press service is performed by the press secretary who bears the personal responsibility for activities of the press service.

10. The press secretary is appointed to position and are dismissed by the Minister of Transport and Roads of the Kyrgyz Republic according to the legislation of the Kyrgyz Republic. The structure of the press service includes the press secretary, the specialist in public relations (affiliated from MTID personnel department), the operator of MTID KR.

11. Press secretary:

- directs activities of the press service, providing the solution of the tasks assigned to it;

- makes offers on encouragement of the employee of the press service and application of measures of authority punishment to it;

- within the competence signs the in-house documentation.

12. The specialist in public relations has the right:

- request and receive in accordance with the established procedure required materials from structural divisions and jurisdictional enterprises of the Ministry;

- use in accordance with the established procedure databases of the Ministry;

- request from all structural divisions and jurisdictional enterprises of the Ministry of operational provision to the press service of the materials intended for discussion or distribution to media;

- in accordance with the established procedure to involve employees and specialists of the Ministry to performances in media, preparation of various information materials;

- in accordance with the established procedure to request heads of structural divisions and serving prompt responses on critical performances in media;

- preparation of analytical materials, and also collection and preparation of Articles, press releases, the organizations of interview, press conferences, with participation of management of MTIK KR, and also heads of structural divisions of department;

- collection and preparation of the corresponding materials with managements and departments of MTIK KR at the request of the press secretary of department concerning industries of department;

- preparation of press reviews for MTIK KR management;

- preparation and placement of press releases on MTIK KR website.

13. Operator of the press service:

- Carries out video and photographings about activities of MTID and posts video records on MTID KR website, and also sends them to media.

- Conducts monitoring of the websites and provides materials about activities of MTID KR to the press secretary of MTID KR.

- Constitutes archive of video and photo of materials, works with State archive regarding provision by it of video and photo of materials.

Regulations on Management of highways of the Ministry of Transport and Roads of the Kyrgyz Republic

I. General provisions

1.1. Management of highways (further - Management) is structural division of the office of the Ministry of Transport and Roads of the Kyrgyz Republic, pursues single policy on development, enhancement and functioning of highways of the republic.

In the activities is guided by the Constitution of the Kyrgyz Republic, the laws of the Kyrgyz Republic, resolutions and orders of Jogorku Kenesh of the Kyrgyz Republic, decrees and orders of the President of the Kyrgyz Republic, resolutions and orders of the Government of the Kyrgyz Republic, orders and orders of the Ministry of Transport and Roads of the Kyrgyz Republic, and also this Provision.

Performs the activities according to the work plan of the Ministry of Transport and Roads of the Kyrgyz Republic interacts with Department of weight and dimensional control; Department of road economy; Production linear managements of highways No. 1, 3, 4, 5, 6; State directorate of the highway "Bishkek-Osh"; Managements of the highways "Bishkek-Naryn-Torugart", "Osh-Sarytash-Irkeshtam" and "Osh-Batken-Isfana"; Road and operational companies; GRIP ABR, IBR; PI "Kyrgyzdortransproyekt"; joint-stock companies; companies; limited liability companies; the companies and the organizations irrespective of patterns of ownership and departmental accessory; and also with overseas and joint businesses.

1.2. Maintenance costs of Management are covered at the expense of the means allocated for maintenance of the office of the Ministry of Transport and Roads of the Kyrgyz Republic.

II. Main objectives and management functions

2.1. The main objectives of Management are:

- reorganization and structural transformations in road industry according to modern conditions and challenges;

- participation in realization of the state policy in the road sector directed to requirements satisfaction of the population and economy of the state in transportations across highways, improvement of transport and operational condition of highways public;

- participation in operational management by the highways, road constructions, means and property necessary for ensuring their proper functioning;

- carrying out single economic, scientific and technical, innovative, investment, personnel, social and external economic policy in the road sector of the ministry in modern conditions;

- coordination of development of highway network public, interaction with bodies of legislative and executive power for the purpose of forming and development of single road net of the country, creation of conditions for ensuring unity of economic space and free movement of goods and services, transport and ecological safety;

- participation in forming and enhancement of the regulatory legal base, forms and methods of management and regulation of activities of road industry;

- participation in regulation of activities of the companies of road economy, ensuring carrying out institutional improvements in road industry;

- implementation of activities for development of the international highways and participation in forming of transport corridors, in strengthening and development of the foreign economic and scientific and technical relations with other state and international organizations in the field of road economy.

2.2. Exercises control according to the tasks assigned to it the following functions:

- coordinates and is directly involved in development of the state and industry programs and concepts of development of the road sector;

- carries out the analysis of execution and practice of application of the legislative and other regulatory legal acts concerning road economy;

- participates in preparation of drafts of the laws, the regulatory legal acts concerning road economy and takes part by their consideration in accordance with the established procedure;

- coordinates development of industry regulating documents, rules, provisions, methodical instructions and instructions on questions of designing, construction, reconstruction, repair and content, highways;

- analyzes condition of road economy, participates in work on stabilization and functioning of road economy, labor and environmental protection;

- performs the analysis and monitoring of accomplishment of road repair work according to title lists of objects of development, repair and content, highways and road constructions of general use, acquisition of fixed assets and material resources;

- participates in investment attraction of foreign and domestic investors, the credits and loans of international financial institutions and individuals for implementation of programs and projects of development, highways public and road economy;

- prepares suggestions for improvement of system of financing of road economy;

- participates in control of target and rational use of the funds allocated for financing of road economy;

- considers offers and prepares the conclusions about construction, content and operation of paid roads, makes offers on the amount of charges for driving through paid roads and artificial constructions on public roads;

- issues specifications on designing for placement of objects of road and roadside service on highways of the international value public, in coordination with authorized state body in the sphere of safety of traffic;

- exercises control of observance of Instructions for use by highways, road constructions and procedure for their protection in the territory of the Kyrgyz Republic;

- considers offers on procedure for use of the lands occupied with highways public, will organize their rational use for attraction of additional financial resources, in implementation of road programs and projects, approves placement in strip of withdrawal of the constructions and objects which do not have relations to ensuring functioning of highways public;

- considers offers on change and refining of the list of the international and state roads, establishes their technical classification;

- will organize maintaining, storage and updating of databank about roads and road constructions;

- participates in implementation of advance and routine planning of development, repair and content, highways public;

- participates in development of methodical basis of pricing on roadwork;

- analyzes security status of traffic, develops offers and measures for improvement of road conditions and for increase in traffic safety on highways public;

- promotes increase professional training of personnel, will organize additional professional education and employee assessment of road economy;

- prepares offers in enhancement of management system by the road sector;

- realizes technical policy in the field of development of information systems and communication systems in the road sector;

- participates together with the interested bodies, the companies and physical persons in preparation and the edition of the atlas of highways, the reference media and periodicals on the road sector;

- participates in the organization and holding of conferences, meetings, seminars and exhibitions on problems of road industry;

- provides holding necessary actions for preserving the state secret in road industry.

III. Rights of Management

3.1. The management has the right:

- participate by consideration by local authorities of the government of questions of use of the highways and other questions infringing on interests of road industry;

- participate in forming of the state transport policy and development of cross-industry scientific and technical programs;

- prepare on behalf of the Ministry of Transport and Roads of the Kyrgyz Republic of the contract with the companies, the organizations and associations for the studying and the problem resolution entering competence of Management;

- participate in the legal and pre-judicial procedures infringing on interests of road industry;

- submit for approval of the instruction, rule, management, provision, regulation, standards and other regulatory legal acts on road industry, obligatory for execution by all legal entities and physical persons and to make on them explanations;

- draw the conclusions according to drafts of the laws and other regulatory legal acts, state programs and normative and technical documents, the prepared other ministries, administrative departments and executive bodies, regarding the questions which are within the competence of Management;

- be involved directly or through authorized road authorities in investigation of the reasons of the road accidents and other emergency situations, the reasons of accidents and destructions, highways public and road constructions;

- consider offers on creation, reorganization and liquidation of the state specialized enterprises of road economy;

- request and receive information necessary for implementation of the tasks entering competence of Management from Department of weight and dimensional control, Department of road economy, the companies of road economy, legal entities and physical persons;

- participate according to the decision of the Ministry of Transport and Roads of the Kyrgyz Republic in works of the commission on emergency situations in road economy and task forces on liquidation of their consequences.
