ORDER OF THE GOVERNMENT OF THE RUSSIAN FEDERATION

About complex definition of indicators of technical and economic condition of power generation facilities, including indicators of physical wear and energy efficiency of objects of electric grid economy, and about implementation of monitoring of such indicators

According to the Federal Law "About Power Industry" Government of the Russian Federation decides:

1. Approve the enclosed technique of complex measure definition of technical and economic condition of power generation facilities, including indicators of physical wear and energy efficiency of objects of electric grid economy.

2. Ministry of Energy of the Russian Federation shall provide the following:

till December 31, 2017 development of the automated monitoring system and complex measure calculation of technical and economic condition of power generation facilities, including indicators of physical wear and energy efficiency of objects of electric grid economy;

till July 31, 2017 in coordination with Federal Service for Environmental, Technological and Nuclear Supervision approval of techniques of assessment of technical condition of the capital processing equipment and power lines of power plants and power networks.

3. Item 1 of this resolution becomes effective since January 1, 2018.

Method of complex definition of indicators of technical and economic condition of power generation facilities, including indicators of physical wear and energy efficiency of objects of electric grid economy

1. This method determines procedure for complex definition of indicators of technical and economic condition of power generation facilities, including indicators of physical wear and energy efficiency of objects of electric grid economy (further - indicators of technical and economic condition of power generation facilities), and procedure of monitoring of such indicators.

2. The terms used in this technique mean the following:

"group of the equipment" - the units of equipment combined by the principle of community of functioning and structure of the diagnosed technical parameters, and also on nature of change of probability of its refusal depending on service life;

"defect" - separate discrepancy of condition of element, equipment node to the established requirements when preserving operability of the equipment or object in general;

"unit of the capital processing equipment" - the separate physical object relating to the capital processing equipment concerning which assessment of technical condition and planning of impacts can be made;

"index of technical condition" - integral indicator of technical condition which combines values of some other indicators of technical condition in the single size convenient for comparison and assessment;

"assessment object" - object concerning which assessment by the criteria established for such object with use of the indicators accepted for such object is made;

"the capital processing equipment" - the equipment intended for accomplishment of the basic engineering procedures and directly involved for accomplishment of the main production function of power generation facility;

"handling capacity of power line" - the maximum capacity transferred on the line which can be transferred without restriction of duration of the mode of transmission of electricity and in case of observance of the following requirements of operation:

restriction of density of current in wires;

restriction of voltage fluctuations;

ensuring stability of the mode;

"handling capacity of power network" - the technologically most admissible value of capacity which can be transferred taking into account service conditions and parameters of reliability of functioning of power networks without damage to quality delivered to the consumer of electricity and without damage of elements of network or exit of the normalized parameters out of limits of admissible values;

"section of power network" - the set of power lines characterizing total handling capacity of certain region of power network;

"comparable object" - object which performs function similar to assessment object which term from the date of commissioning differs from assessment object no more than for 5 years and production volumes or transmissions of electricity of which differ from assessment object amounts no more than for 10 percent;

"technical impact" - impact on object, the equipment or its node (repair, the modernization, reconstruction, replacement) leading to improvement of technical characteristics and conditions of the equipment;

"maintenance and repair" - complex of actions for maintenance of working capacity and operability of the equipment in the course of technical operation;

"modernization and reconstruction" - complex of actions for increase in technical and economic indicators of the fixed business assets;

"technical condition" - set subject to change in production process or operation of properties of object, characterized in each certain timepoint by compliance of the actual parameters and signs to the normative indicators and signs established by technical documentation on this object;

"physical wear" - result of gradual loss of technical properties of the equipment, elements of power lines, factory buildings, constructions and their components and technical systems owing to deterioration in the physical properties caused by aging and impact of forces of nature in use, long-term storage or interaction with the environment;

"cost efficiency" - the effectiveness of economic system which is expressed concerning useful resulting effects of its functioning to the spent resources which is determined as integral performance indicator and is the final characteristic of process of receipt of maximum of the possible benefits from the available resources;

"production efficiency" - the result of functioning of object (production) which is expressed concerning useful resulting effects of its functioning to the spent resources.

3. The complex measure definition of technical and economic condition of power generation facilities is performed on the basis of information analysis, this technique specified in Items 13 and 14.

Measure calculation of technical and economic condition of power generation facilities is perfromed by the Ministry of Energy of the Russian Federation with use of the automated monitoring system and complex measure calculation of technical and economic condition of power generation facilities based on the data provided by subjects of power industry according to requirements of the legislation of the Russian Federation.

4. Measure calculation of technical and economic condition of power generation facilities is perfromed no later than March 31 of the year following after accounting calendar year based on the data provided by subjects of power industry in the Ministry of Energy of the Russian Federation.
