About approval of Veterinary sanitary standard on hygiene of forages and content of undesirable substances in sterns

(as amended on 11-07-2018)

According to provisions of the Law No. 221-XVI of October 19, 2007 on veterinary and sanitary activities (The official monitor of the Republic of Moldova, 2008, Art. No. 51-54, 153), the Law No. 412-XIV of May 27, 1999 on livestock production (The official monitor of the Republic of Moldova, 1999, Art. No. 73-77, 347), and also for the purpose of establishment of requirements for production, transportation and sale of the safe forages intended for animals from whom receive food which as a result can have direct or indirect impact on safety of foodstuff the Government DECIDES:

1. Approve Veterinary sanitary standard on hygiene of forages and content of undesirable substances in sterns it (is applied).

2. This resolution becomes effective in 6 months after publication in the Official monitor of the Republic of Moldova.

3. To impose control of execution of this resolution on the National agency on safety of foodstuff.

The veterinary sanitary standard on hygiene of forages and content of undesirable substances in sterns creates the base necessary for application of Regulations (EU) for No. 183/2005 about establishment of requirements to hygiene of forages published in the Statement of the European Union (JO) No. L 035/08.02.2005, of Regulations (EU) No. 178/2002 about establishment of the principles and general requirements of the legislation of the food industry, about organization of the European body for food safety and about establishment of procedures in the field of food safety, the No. 1831/2003 about feed additives published in the Statement of the European Union (JO) No. L 268/18.10 published in the Statement of the European Union (JO) No. L 031/01.02.2002, of Regulations (EU). 2003, Regulations (EU) No. 1292/2005 on modification of appendix IV to Regulations No. 999/2001 about sterns for animals, Statement of the European Union (JO) No. L 205/06.08.2005, of the Directive (EU) No. 96/25 about rotation of raw materials for forages published in the Statement of the European Union (JO) No. 125/23.05.1996 and the Directive No. 2002/32 on the undesirable substances which are part of forages, published in the Statement of the European Union (JO) No. L 115/04.05.1999, with subsequent changes and Regulations (EU) 2015/1905 Commissions of October 22, 2015 about modification of appendix II to the Regulations (CE) No. 183/2005 of the European Parliament and Council concerning testing of dioxine in oils, fats and derivative products, the Official magazine of the European Union by L 278/5: published in

I. Scope and terminology

1. The veterinary sanitary standard on hygiene of forages and content of undesirable substances in sterns (further – Veterinary sanitary standard) is applied to:

1) activities of producers of forages at all stages - from primary production of forages before their release on the market;

2) to the sterns intended for animals from whom receive food products: the concentrated forages, rough forages, green, juicy forages, forages coming from waste of processing industry;

3) to import of forages from the third countries;

4) to undesirable substances from raw materials for forage of animals.

2. This Veterinary sanitary standard does not extend on:

1) the forages prepared, manipulated or kept in individual farms for feeding of pets from whom receive food products for house private consumption;

2) the forages intended to animals who do not contain for product receipt of food;
