1. Approve the Concept of realization of state policy in the field of climate change for the period till 2030 which is attached.

2. To the Ministry of Ecology and Natural Resources to develop and to submit in accordance with the established procedure to the Cabinet of Ministers of Ukraine the draft of the actions plan on implementation of the Concept approved by this order.

Problem which requires the solution

At the beginning of the 21st century the world community recognized that climate change is one of the main problems of world development with potentially serious threats for global economy and the international security as a result of increase in the direct and indirect risks connected with energy security, providing with food and drinking water, stable existence of ecosystems, risks for health and life of people.

The low capability of the countries to adapt to such manifestations of climate change as floods, droughts, destructions of coast and the long periods with abnormal heat, can result in social and economic instability. For the last two decades the question of climate change turned into one of the most burning issues of world economy and policy in the context of strategy development of emission reduction of greenhouse gases and gradual transition to low-carbon development of all sectors of economy and components of life activity of the person.

Implementation of urgent measures on fight against climate change and its effects is one of the purposes formulated in the new agenda of sustainable development for the period till 2030 accepted at the summit of sustainable development which took place on September 25, 2015 in New York.

By the Intergovernmental Panel on Climate Change it is determined that anthropogenous impact on climatic system is dominant cause of the warming observed from the middle of the 20th century. In order to avoid catastrophic effects of climate change it is necessary to reach such emission reduction of greenhouse gases to contain growth of global average temperature below 2 °C over preindustrial level.

At the global level the solution of the questions connected with climate change is regulated the United Nations Framework Convention about climate change, the Kyoto protocol and the Parisian agreement now.

As the party of the United Nations Framework Convention about climate change and the Kyoto protocol to it Ukraine provides accomplishment of obligations according to these international agreements, however state policy in the field of climate change has fragmentary nature and is considered as component of exclusively environmental policy. Lack of system approach to climate change problem in general makes impossible acceptance of management decisions on ensuring mitigation of climate change and adaptation to it in scales of all national economy.

At the same time accomplishment of the new tasks caused by ratification of the Parisian agreement by Ukraine and the subsequent implementation of its provisions requires forming of complete and consistent state policy in the field of climate change according to policy of the international organizations taking into account the leading world technologies and practice, and also different national conditions, opportunities, requirements and priorities.

Urgency of the problem resolution in the field of climate change is caused:

need of enhancement of the legislation for this sphere;

insufficiently accurate distribution of functions, low level of coordination of actions and institutional capability of public authorities on planning and carrying out actions in the specified sphere;

inconsistency of policy in the field of climate change with legal and other regulatory legal acts in other social and economic spheres;

lack of system approach to creation of scientific base of activities in the field of climate change;

insufficient awareness of civil society and public authorities with all aspects of problem of climate change and low-carbon development of the state.

Forming and further realization of the complete state policy in the field of climate change harmonized with the international legislation is complex challenge because of multidisciplinary nature of problem. Political, economic and evidence-based decisions concerning climate change shall be made for all sectors of economy, including power, the industry, agro-industrial complex, transport, water, forest and housing-and-municipal farms, land use, and also health care, preserving and reproduction of ecosystems.

Purpose and terms of implementation of the concept

The purpose of the Concept is enhancement of state policy in the field of climate change for achievement of sustainable development of the state, creation of legal and institutional premises for ensuring gradual transition to low-carbon development in the conditions of economic, energy and ecological safety and growth in prosperity of citizens.

The concept determines the bases for project development of the laws and other regulatory legal acts, strategy and actions plans by their realization for different components of state policy in the field of climate change.

The realization of the Concept will be enabled till 2030.

Directions, ways and methods of the problem resolution

The main directions of implementation of the Concept are:

strengthening of institutional potential on forming and ensuring realization of state policy in the field of climate change;

mitigation of climate change because of reducing anthropogenic emissions and increase in absorption of greenhouse gases and ensuring gradual transition to low-carbon development of the state;

adaptation to climate change, increase in resilience and decrease in the risks connected with climate change.

Strengthening of institutional potential on forming and ensuring realization of state policy in the field of climate change is performed in the way:

ensuring coordination of state policy in the field of climate change with legal and other regulatory legal acts which determine strategic decisions by achievement of sustainable development of the state, developments energy, industrial, housing-and-municipal and other sectors of economy, increase in energy efficiency and use of renewable energy resources;

ensuring effective distribution of functions and the efficient mechanism of coordination central and local executive bodies, local government bodies on forming and realization of components of state policy in the field of climate change according to their competence;

ensuring implementation of the provisions of the Agreement on association between Ukraine and the European Union, European Atomic Energy Community and their state members connected with climate change;

ensuring accomplishment of obligations of Ukraine concerning the reporting under international agreements in the field of climate change;
