According to article 52 of the Agreement on the Eurasian Economic Union of May 29, 2014 and Item 29 of appendix № 1 to the Regulations of work of the Eurasian economic commission approved by the Decision of the Supreme Eurasian economic council of December 23, 2014 № 98, Council of the Eurasian economic commission decided:
2. Determine that the technical regulation of the Eurasian Economic Union "Requirements to the liquefied hydrocarbon gases for their use in fuel quality" (TP of EEU 036/2016) becomes effective since January 1, 2018.
3. This Decision shall enter into force upon the expiry of 30 calendar days from the date of its official publication.

This technical regulation is developed according to article 52 of the Agreement on the Eurasian Economic Union of May 29, 2014.
This technical regulation establishes obligatory for application and execution in the territory of the Eurasian Economic Union (further – the Union) safety requirements to the liquefied hydrocarbon gases and the processes of storage, transportation, realization and utilization, and also the requirement to marking of the liquefied hydrocarbon gases connected with requirements to the liquefied hydrocarbon gases for ensuring their free movement of the territories of the Union.
If concerning the liquefied hydrocarbon gases other technical regulations of the Union establishing requirements to the liquefied hydrocarbon gases are accepted, then the liquefied hydrocarbon gases also shall conform to requirements of all technical regulations of the Union which action extends to them.
1. This technical regulation extends to the liquefied hydrocarbon gases released and which are in circulation in the territory of the Union and intended for household and productive consumption in fuel quality, and also for use as motor fuel for road transport (further – the liquefied hydrocarbon gases).
2. This technical regulation is developed for the purpose of protection of life and health of the person, property, the environment, life and (or) health of animals and plants, the prevention of the actions misleading consumers of the liquefied hydrocarbon gases concerning their appointment, safety and energy efficiency and also for the purpose of resource-saving.
3. For the purposes of this technical regulation concepts which mean the following are used:
"release of the liquefied hydrocarbon gases in the address" – delivery or import of the liquefied hydrocarbon gases (including sending from warehouse of the manufacturer or shipment without warehousing) for the purpose of distribution in the territory of the Union during business activity on non-paid or paid basis;
"identification of the liquefied hydrocarbon gases" – establishment of identity of characteristics of the liquefied hydrocarbon gases provided for obligatory confirmation of conformity, to the characteristics specified in accompanying documents to the liquefied hydrocarbon gases;
"manufacturer" – the legal entity or physical person registered as the individual entrepreneur (including the foreign manufacturer), the production or production and realization of the liquefied hydrocarbon gases performing on its own behalf and responsible for their compliance to requirements of this technical regulation, and also to requirements of other technical regulations of the Union which action extends to them;
"importer" – the legal entity or physical person registered as the individual entrepreneur, being residents of state member of the Union which conclude with the nonresident of state member of the Union the agreement in foreign trade on import of the liquefied hydrocarbon gases for the purpose of their distribution in the territory of the Union during business activity on non-paid or paid basis also bear responsibility for compliance of the liquefied hydrocarbon gases to requirements of this technical regulation, and also requirements of other technical regulations of the Union which action extends to them;
"batch of the liquefied hydrocarbon gases" – any amount of the liquefied hydrocarbon gases of one purpose and brand (in the presence), homogeneous on indicators of quality and accompanied with the quality certificate;
"quality certificate" – the document containing the information about the manufacturer and the actual values of the normalized quality indicators received as a result of laboratory researches;
"consumer" – the legal entity, the physical person registered as the individual entrepreneur or the physical person acquiring and using the liquefied hydrocarbon gases only for own needs;
"seller" – the legal entity or physical person registered as the individual entrepreneur, being residents of state member of the Union which enable the realization of the liquefied hydrocarbon gases to the consumer also bear responsibility for compliance of the liquefied hydrocarbon gases to requirements of this technical regulation, and also requirements of other technical regulations of the Union which action extends to them;
"realization" – transfer on paid basis of the property rights to the liquefied hydrocarbon gases one person to other person;
