Article 1. The main characteristics of the budget of Social Insurance Fund of the Russian Federation for 2017 and for planning period of 2018 and 2019

1. Approve the main characteristics of the budget of Social Insurance Fund of the Russian Federation (further - Fund) for 2017:

1) the predicted total amount of budget receipts of Fund in the amount of 642 204 008,0 thousand rubles,of which the income on compulsory social insurance on case of temporary disability and in connection with motherhood in the amount of 489 689 518,7 thousand rubles and on compulsory social insurance from labor accidents and occupational diseases in the amount of 106 598 853,6 thousand rubles, including at the expense of the interbudget transfers received from the federal budget in the amount of 42 974 238,7 thousand rubles and from the budget of Federal Compulsory Health Insurance Fund in the amount of 18 081 397,0 thousand rubles;

2) the total amount of expenses of the budget of Fund in the amount of 683 405 426,0 thousand rubles, of which expenses on compulsory social insurance on case of temporary disability and in connection with motherhood in the amount of 543 000 456,9 thousand rubles and on compulsory social insurance from labor accidents and occupational diseases in the amount of 94 489 333,4 thousand rubles;

3) amount of budget deficit of Fund in the amount 41 201 418, 0 thousand rubles, including amount of budget deficit of Fund regarding compulsory social insurance on case of temporary disability and in connection with motherhood in the amount 53 310 938, 2 thousand rubles and amount of budget surplus of Fund regarding compulsory social insurance from labor accidents and occupational diseases in the amount 12 109 520, 2 thousand rubles.

2. Approve the main characteristics of the budget of Fund for planning period of 2018 and 2019:

1) the predicted total amount of budget receipts of Fund for 2018 in the amount 674 012 157, 6 thousand rubles and for 2019 in the amount 704 709 003, thousand rubles, from them the income on compulsory social insurance on case of temporary disability and in connection with motherhood for 2018 in the amount 517 860 272, 5 thousand rubles and for 2019 in the amount 544 716 557, 3 thousand rubles, on compulsory social insurance from labor accidents and occupational diseases for 2018 in the amount 110 445 101, 1 thousand rubles and for 2019 in the amount 114 662 273, 3 thousand rubles, including at the expense of the interbudget transfers received from the federal budget for 2018 in the amount 42 183 713, of 0 thousand rubles and for 2019 in the amount 29 169 548, of 5 thousand rubles and from the budget of Federal Compulsory Health Insurance Fund for 2018 in the amount 18 163 071, of 0 thousand rubles and for 2019 in the amount 17 410 624, of 0 thousand rubles;

2) the total amount of expenses of the budget of Fund for 2018 in the amount 715 125 101, 7 thousand rubles and for 2019 in the amount 741 122 006, 0 thousand rubles, from them expenses on compulsory social insurance on case of temporary disability and in connection with motherhood for 2018 in the amount 570 665 863, 5 thousand rubles and for 2019 in the amount 592 465 415, 0 thousand rubles, on compulsory social insurance from labor accidents and occupational diseases for 2018 in the amount 98 752 454, 2 thousand rubles and for 2019 in the amount 103 326 418, 5 thousand rubles;

3) amount of budget deficit of Fund for 2018 in the amount 41 112 944, 1 thousand rubles and for 2019 in the amount 36 413 002, 9 thousand rubles, including amount of budget deficit of Fund regarding compulsory social insurance on case of temporary disability and in connection with motherhood for 2018 in the amount 52 805 591, 0 thousand rubles and for 2019 in the amount 47 748 857, 7 thousand rubles and amount of surplus regarding compulsory social insurance from labor accidents and occupational diseases for 2018 in the amount 11 692 646, 9 thousand rubles and for 2019 in the amount 11 335 854, 8 thousand rubles.

Article 2. Chief managers of budget receipts of Fund and chief managers of sources of financing of budget deficit of Fund

1. Approve the list of chief managers of budget receipts of Fund according to appendix 1 to this Federal Law.

2. Approve the list of chief managers of financing sources of Fund budget deficit according to appendix 2 to this Federal Law.

3. Determine that in case of change in 2017 of structure and (or) functions of chief managers of Fund budget receipts or chief managers of financing sources of Fund budget deficit, and also change of the principles of appointment and assignment, structure of codes of classification of the income of budgets of the Russian Federation and classification of sources of financing of deficits of budgets corresponding changes are reflected in the performance report of the budget of Fund for 2017 based on regulatory legal act of the Ministry of Finance of the Russian Federation.

Article 3. Sources of internal financing of budget deficit of Fund

1. Approve sources of internal financing of budget deficit of Fund for 2017 and for planning period of 2018 and 2019 according to appendix 3 to this Federal Law.

2. Determine that sources of internal financing of budget deficit of Fund regarding compulsory social insurance on case of temporary disability and in connection with motherhood are:

1) in 2017 - remaining balance of funds on compulsory social insurance for case of temporary disability both in connection with motherhood and on compulsory social insurance from labor accidents and occupational diseases, formed as of January 1, 2017;

2) in 2018 - the balance on compulsory social insurance from labor accidents and occupational diseases formed as of January 1, 2018;

3) in 2019 - the balance on compulsory social insurance from labor accidents and occupational diseases formed as of January 1, 2019.

Article 4. Budgetary appropriations of the budget of Fund for 2017 and for planning period of 2018 and 2019

1. Approve distribution of budgetary appropriations of the budget of Fund for Sections, subsections, target Articles and groups of expense types of classification of budgets expenses:

1) for 2017 according to appendix 4 to this Federal Law;

2) for planning period of 2018 and 2019 according to appendix 5 to this Federal Law.

2. Approve the total amount of the budgetary appropriations directed to execution of public normative obligations, for 2017 in the amount 594 474 054, of 9 thousand rubles for 2018 in the amount 625 635 932, 5 thousand rubles and for 2019 in the amount 651 762 294, 5 thousand rubles.

Article 5. Features of use of budgetary appropriations of the budget of Fund in the sphere of social policy

Determine that the Fund in 2017 performs:

1) allowance payments on compulsory social insurance on case of temporary disability and in connection with motherhood (except for expenses on allowance payment, specified in Item 2 of this Article) in sizes over the sizes established by the legislation of the Russian Federation on compulsory social insurance on case of temporary disability and in connection with motherhood to citizens according to the Law of the Russian Federation of May 15, 1991 No. 1244-1 "About social protection of the citizens who were affected by radiation owing to catastrophic crash on the Chernobyl NPP", to the citizens who were affected by radiation owing to accident in 1957 at Mayak production association and dumpings of radioactive waste into the Techa River on whom operation of the Law of the Russian Federation of May 15, 1991 No. 1244-1 "On social protection of the citizens who were affected by radiation owing to catastrophic crash on the Chernobyl NPP" expatiates and to citizens according to the Federal Law of January 10, 2002 No. 2-FZ "About social guarantees to the citizens who underwent to radiative effects owing to nuclear testing at Semipalatinsk Test Site" whose source of financial provision are the interbudget transfers from the federal budget, stipulated in Item 1 parts 1 of article 1 of this Federal Law;

3) expenses on provision to disabled people of technical means of rehabilitation and services, ensuring separate categories of citizens from among veterans artificial limbs (except dentures), prosthetic and orthopedic products, including expenses on implementation of the specified powers, except for the expenses in this direction performed by subjects of the Russian Federation under agreements between the federal executive body performing functions on development and realization of state policy and normative legal regulation in the sphere of social protection of the population and executive bodies of subjects of the Russian Federation about transfer by it of the specified powers which source of financial provision are the interbudget transfers from the federal budget, stipulated in Item 1 parts 1 of article 1 of this Federal Law. Article 6. Features of establishment of the separate payment commitments of the Russian Federation which are subject to execution by budget funds of Fund
