Full protection of rights and freedoms of man and citizen, proper administration of justice by competent independent court, building confidence of society in court require strict observance by judges of regulations of judicial ethics.
Judges of the Kyrgyz Republic, proclaiming exclusive importance of moral appearance of the person allocated with the power to administer justice, with honor accept this Code and shall observe strictly the standards of ethical behavior established by it, both in professional activity, and in private life.
The code of honor of the judge of the Kyrgyz Republic for the purpose of ensuring authentic independence of judicial authority demands from judges to keep personal advantage, to value the reputation, to avoid everything that could belittle authority of judicial authority, call into question justice, honesty, impartiality and competence of court when implementing justice.
The code of honor of the judge is based on the Constitution of the Kyrgyz Republic, the constitutional Law of the Kyrgyz Republic "About the status of judges of the Kyrgyz Republic", the conventional principles and international standards of ethical behavior of judges, including the Bangalore principles of behavior of judges.
This code, being the act of judicial community, establishes ethical standards of behavior of the judge in professional and extrajudicial activity, obligatory for each effective judge of the Kyrgyz Republic, and also for judges in resignation, according to their status.
In the professional and extrajudicial activity, and also private life the judge shall observe the Constitution of the Kyrgyz Republic, the laws of the Kyrgyz Republic, the conventional international principles and standards of ethical behavior containing in this Code, generally accepted standards of morality to promote approval in the society of confidence in justice, impartiality and independence of court.
The main objective of the judge is justice implementation. Throughout all term of continuance in office, the judge shall not perform any other activities which could call into question its independence and impartiality and to lead to conflict of interest.
The basic principles of behavior of the judge are: principles of independence, impartiality and objectivity, honesty and integrity, respect for ethical standards, equalities, competence and diligence.
Independence - the judge is independent and submits only to the Constitution and the laws of the Kyrgyz Republic.
Impartiality and objectivity - freedom of the judge from any preferences, prejudices or bias in case of administration of law, taking measures to complete and comprehensive clarification of all facts of the case and their objective assessment.
Honesty and integrity - fulfillment of duties of the judge only for the benefit of justice, capability to be fair in case of administration of law and extrajudicial activities, to resist to temptations and not to change the debt in bribery attempts.
Respect for ethical standards - observance by the judge of the raised moral and ethical requirements imposed to the high status of the judge, voluntary acceptance by the judge on themselves restrictions in behavior which conform to ethical standards of behavior of the judge.
Equality - providing the equal address with the judge for all parties.
Competence and diligence - fair execution by the judge at the high professional level of obligations on administration of law, discipline, continuous improvement of professional knowledge and skills.
The judge when implementing justice shall recognize that protection of rights and freedoms of man and citizen is the main task of activities of court. The judge shall resist to illegal influence, pressure, intervention in the professional activity from somebody.
The judge adheres to independent line item concerning society in general and concerning the parties of the legal case considered by it. Public opinion, possible criticism of activities of the judge, including in mass media, shall not influence legality, justification and justice of the decisions made by it.
The chairman of justices and the vice-chairman of court, judges of superior courts is forbidden to allow the actions limiting independence of judges on administration of law, to put pressure upon judges for the purpose of impact upon their activities for administration of law.
The judge shall report to Judicial council of the Kyrgyz Republic, law enforcement agencies about any attempts of impact on the judge, the direct or indirect pressure upon it with the purpose to influence the passed decision.
The judge shall be impartial and objective. In case of fulfillment of duties the judge is free from any preferences, prejudices or bias.
The judge has no right to trade on the provision and the status and for preferential satisfaction of interests somebody contrary to the law.
The behavior of the judge shall promote maintenance and growth of trust of society, the parties of legal procedure in objectivity and impartiality of the judge and courts.
The judge abstains from any comments which can affect somehow the outcome of the case or call into question impartial and objective consideration of legal case.
The behavior of the judge shall be faultless.
The judge has no right to require or accept any gifts, the help in any form if it is connected with execution of job responsibilities by him.
The judge shall not allow family, related, group and other relations to influence behavior of the judge and adoption of judgments.
The judge cannot earn other reward except the salary and payment for pedagogical, creative or scientific activities.
The judge shall take everything the exhaustive and depending on him measures for prevention of corruption offenses in its professional activity.
The judge shall timely, represent the declaration on the income according to the legislation.
The judge in case of execution of the obligations provides the equal relation to all parties of legal case, according to the law considers their interests.
The judge shall not allow the unequal attitude towards employees of the office of court.
