Approve the Procedure for use of the means provided in the government budget for realization by National police of measures for increase in defense capability and safety of the state which is attached.

Procedure for use of the means provided in the government budget for realization by National police of measures for increase in defense capability and safety of the state

1. This Procedure determines the mechanism of use of the means provided by the Ministry of Internal Affairs in the government budget according to the "Expenses for National Police of Ukraine on Implementation of Actions on Increase in Defense Capability and Safety of the State" program (further - budgetary funds).

2. The main manager of budgetary funds is the Ministry of Internal Affairs.

Manager of budgetary funds of the lowest level and the executive in charge of the budget program is the National police.

3. Budgetary funds are allocated on:

purchase of arms, ammunition, special means and individual protection equipment, regimentals of police officers, vehicles of specialized appointment and fuels and lubricants, special, computer, telecommunication and video equipment, means of electronic control, the software, other property used for direct accomplishment of tasks of police in the sphere of ensuring public safety and procedure, crime counteraction;

upgrade, content, operation and repair of arms, special, computer, telecommunication and video equipment, vehicles of specialized appointment, means of electronic control, other property which purchase is provided by the paragraph the second this Item;

providing with communication and services;

payment of stipulated by the legislation payments (duties, taxes) connected with registration, commissioning and insurance of vehicles of specialized appointment which purchase is provided by the paragraph the second this Item.

4. Purchase of goods, works and services at the expense of budgetary funds is performed in the procedure established by the law.

5. Budgetary obligations are undertaken only within the corresponding actual receipts of means of special fund of the government budget.

6. The conducting financial accounting, opening of accounts, registration, accounting of the budget obligations in bodies of Treasury and transaction connected with use of budgetary funds are performed in the procedure established by the legislation.

7. The executive in charge of the budget program gives quarterly to the 10th following the accounting period, to the main manager of budgetary funds the report on use of budgetary funds in natural and cost indicators for its representation to the 20th to the Ministry of Finance.

8. Creation and submission of financial and budget reports about use of budgetary funds, and also control of their target and effective expenditure are performed in the procedure established by the legislation.
