About the technological documents regulating information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general process "Forming, maintaining and use of the database of passports of check points through outline border of the Eurasian Economic Union"

According to Item 30 of the Protocol on information and communication technologies and information exchange within the Eurasian Economic Union (appendix No. 3 to the Agreement on the Eurasian Economic Union of May 29, 2014) and being guided by the Decision of Board of the Eurasian economic commission of November 6, 2014 No. 200, the Board of the Eurasian economic commission solved:

1. Approve enclosed:

 Rules of information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general process "Forming, maintaining and use of the database of passports of check points through outline border of the Eurasian Economic Union";

 Regulations of information exchange between authorized bodies of state members of the Eurasian Economic Union and the Eurasian economic commission in case of realization by means of the integrated information system of foreign and mutual trade of general process "Forming, maintaining and use of the database of passports of check points through outline border of the Eurasian Economic Union";

The description of formats and structures of the electronic documents and data used for realization by means of the integrated information system of foreign and mutual trade of general process "Forming, maintaining and use of the database of passports of check points through outline border of the Eurasian Economic Union";

 Procedure for accession to general process "Forming, maintaining and use of the database of passports of check points through outline border of the Eurasian Economic Union".

2. Determine that:

a) development of technical schemes of structures of the electronic documents and data provided by the Description approved by this Decision, and ensuring their placement in the register of structures of the electronic documents and data used in case of realization of information exchange in the integrated information system of foreign and mutual trade are performed by department of the Eurasian economic commission which competence includes coordination of works on creation and development of the integrated information system of the Eurasian Economic Union;

b) the term of accomplishment of the procedure of accession according to Items 6 – 9 Procedures, approved by this Decision, constitutes 1 year from the date of the introduction of this Decision in force.

3. This Decision becomes effective after 90 calendar days from the date of its official publication.

Rules of information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general process "Forming, maintaining and use of the database of passports of check points through outline border of the Eurasian Economic Union"

I. General provisions

1. These rules are developed according to the following acts incoming the right of the Eurasian Economic Union (further – the Union):

The agreement on the Eurasian Economic Union of May 29, 2014;

The decision of the Commission of custom union of June 22, 2011 No. 688 "About Single standard requirements to the equipment and material equipment of the buildings, rooms and constructions necessary for the organization of border, customs, sanitary and quarantine, veterinary, quarantine phytosanitary and transport control performed in Items through customs border of state members of the Eurasian Economic Union, Classification of check points through customs border of state members of the Eurasian Economic Union and form of the Passport of the check point through customs border of state members of the Eurasian Economic Union";

The decision of Board of the Eurasian economic commission of June 28, 2012 No. 96 "About the Directory list of check points through customs border of the Eurasian Economic Union";

The decision of Board of the Euroasian economic commission of November 6, 2014 No. 200 "About the technological documents regulating information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general processes";

The decision of Board of the Eurasian economic commission of January 27, 2015 No. 5 "About approval of Rules of electronic data exchange in the integrated information system of foreign and mutual trade";

II. Scope

2. These rules "Forming, maintaining and use of the database of passports of check points through customs border of the Eurasian Economic Union" (further – general process), including the description of the procedures performed within this general process are developed for the purpose of determination of procedure and conditions of information exchange between participants of general process.

3. These rules are applied by participants of general process in case of control of execution order of procedures and transactions within general process, and also during the designing, development and completion of components of the information systems providing realization of general process.

III. Basic concepts

4. For the purposes of these rules concepts which mean the following are used:

"the national database of passports of check points" – the database of passports of check points through customs border of the Union which forming and maintaining is performed by authorized body of state member of the Union;

"condition of information object of general process" – property which characterizes information object at certain stage of its lifecycle and changes in case of accomplishment of transactions of general process.

The concepts "group of procedures of general process", "information object of general process", "contractor", "transaction of general process", "procedure of general process" and "participant of general process" used in these rules are applied in the values determined by the Analysis technique, optimizations, the harmonization and the description of general processes within the Eurasian Economic Union approved by the Decision of Board of the Eurasian economic commission of June 9, 2015 No. 63.

IV. Main data on general process

5. Full name of general process: "Forming, maintaining and use of the database of passports of check points through outline border of the Eurasian Economic Union".

6. Specification symbol of general process: P.CC.02, version 1.0.0.

1. Purpose and tasks of general process

7. The purposes of general process are forming of the database of passports of check points through customs border of the Union
and representation to participants of general process of data of the database of passports of check points through customs border of the Union (further respectively – check points, the database of passports of check points).

8. For goal achievement of general process it is necessary to solve the following problems:

a) provide the Eurasian economic commission (further – the Commission) from authorized bodies of state members of the Union (further – state members) data of the passport of the check point of the check point, change of data of the passport of the check point for the purposes of forming of the database of passports of check points;

b) provide the automated forming of the database of passports of check points on the basis of information which arrived in the Commission;

c) provide submission of the data included in the database of passports of check points at the request of information systems of authorized bodies of state members through the integrated information system of foreign and mutual trade.

2. Participants of general process

9. The list of participants of general process is provided in table 1.

3. Structure of general process

10. General process represents set of the procedures grouped according to the destination:

a) procedures of forming and maintaining database of passports of check points;

b) procedures of representation to authorized bodies of state members of the data containing in the database of passports of check points.

11. In case of performing procedures of general process are performed forming of the database of passports of check points based on data from national databases of passports of the check points received from authorized bodies of state members and also representation of state members of data to authorized bodies from the database of passports of check points.

When forming the database of passports of check points procedures of inclusion and exception of data of the database of passports of check points, and also changes of the data containing in the database of passports of check points, the forming included in group of procedures and maintaining the database of passports of check points are performed.

In case of representation of state members of data to authorized bodies from the database of passports of check points the following procedures of general process included in group of procedures of representation to authorized bodies of state members of the data containing in the database of passports of check points are performed:

receipt of information on date and time of updating of the database of passports of check points;

receipt of data from the database of passports of check points;

receipt of information on the changes made to the database of passports of check points.

12. The provided structure declaration of general process is provided in the figure 1.

 

13. The execution order of the procedures of general process grouped according to the destination including the disaggregated activity description, is given in the Section VIII of these rules.

14. For each group of procedures the general scheme showing communications between procedures of general process and procedure for their accomplishment is provided. The general scheme of procedures is constructed with use of the graphical notation of UML (unified modeling language – Unified Modeling Language) and supplied with the text description.

4. Group of procedures of forming and maintaining database of passports of check points

15. Performing procedures of forming and maintaining the database of passports of check points begins when obtaining by authorized body of state member of information on change (adding, exception) of the data containing in the national database of passports of check points.

When maintaining the national database of passports of check points in authorized body of state member use of unique codes of check points according to requirements of the legislation of this state is provided.

In case of inclusion of data in the national database of passports of check points the "Inclusion of Data in the Database of Passports of Check Points" procedure is performed (P.CC.02.PRC.001).

In case of change of data in the national database of passports of the check points declared in case of inclusion in the database of passports of check points the "Change of the Data Containing in the Database of Passports of Check Points" procedure is performed (P.CC.02.PRC.002).

In case of exception of data of the national database of passports of check points the "Exception of Data of the Database of Passports of Check Points" procedure is performed (P.CC.02.PRC.003).

Submission of the specified data is performed according to Regulations of information exchange between authorized bodies of state members of the Eurasian Economic Union and the Eurasian economic commission in case of realization by means of the integrated information system of foreign and mutual trade of general process "Forming, maintaining and use of the database of passports of check points through outline border of the Eurasian Economic Union", the approved Decision of Board of the Eurasian economic commission of November 15, 2016 No. 144 (further – Regulations of information exchange). The format and structure of the represented data shall match "The description of formats and structures of the electronic documents and data used for realization by means of the integrated information system of foreign and mutual trade of general process "Forming, maintaining and use of the database of passports of check points through outline border of the Eurasian Economic Union", to No. 144 approved by the Decision of Board of the Eurasian economic commission of November 15, 2016 (further – the Description of formats
and structures of electronic documents and data).

6. The provided description of group of procedures of forming and maintaining the database of passports of check points is provided in the figure 2.

5. Group of procedures of representation to authorized bodies of state members of the data containing in the database of passports of check points

18. Procedures of representation to authorized bodies of state members of the data containing in the database of passports of check points are carried out in case of receipt of the corresponding request from information systems of authorized bodies of state members.

In case of performing procedures of representation to authorized bodies of state members of the data containing in the database of passports of check points the following types of the requests arriving from information systems of authorized bodies of state members are processed:

request for information representation about date and time of updating of the database of passports of check points;

request for submission of data from the database of passports of check points;

request for information representation about the changes made to the database of passports of check points.

The request for information representation about date and time of updating of the database of passports of check points is carried out by authorized body of state member for the purpose of assessment of need of synchronization of the data which are stored in information system of authorized body of state member included in the database of passports of check points with the data which are containing in the database of passports of check points, stored in the Commission. When implementing request for information representation about date and time of updating of the database of passports of check points the "Receipt of Information on Date and Time of Updating of the Database of Passports of Check Points" procedure is performed (P.CC.02.PRC.004).

The request for submission of data is carried out from the database of passports of check points for the purpose of obtaining by authorized body of state member of the data included in the database of passports of the check points which are stored in the Commission. The data containing in the database of passports of check points are requested or in full taking into account historical data, or as of certain date and time.

The request for submission of data from the database of passports of check points is in full used in case of initial loading of data in information system of authorized body of state member, for example, during the joining of the new participant of general process, recovery of information after failure. When implementing request for submission of data from the database of passports of check points the "Receipt of Data from the Database of Passports of Check Points" procedure is performed (P.CC.02.PRC.005).

In case of information request about the changes made to the database of passports of check points data which were added to the database of passports of check points or to which changes since the moment specified in request until accomplishment of this request were made are represented. When implementing request for information representation about the changes entered to the database of passports of check points the "Receipt of Information on the Changes Made to the Database of Passports of Check Points" procedure is performed (P.CC.02.PRC.006)

19. The provided description of group of procedures of representation to authorized bodies of state members of the data containing in the database of passports of check points is provided in the figure 3.

VI. Responsibility of participants of general process

22. Attraction to disciplinary responsibility for non-compliance with the requirements aimed at providing timeliness and completeness of transfer of data of the officials and the staff of the Commission participating in information exchange is performed according to the Agreement on the Eurasian Economic Union of May 29, 2014, other international treaties and acts constituting the right of the Union, and officials and the staff of authorized bodies of state members – according to the legislation of state members.

VIII. Procedures of general process

1. Procedures of forming and maintaining database of passports of check points "Inclusion of Data in the Database of Passports of Check Points" Procedure (P.CC.02.PRC.001)

24. The run chart of the "Inclusion of Data in the Database of Passports of Check Points" procedure (P.CC.02.PRC.001) is provided in the figure 4.

25. The "Inclusion of Data in the Database of Passports of Check Points" procedure (P.CC.02.PRC.001) is carried out in case of inclusion of state member of data by authorized body in the national database of passports of check points.

26. The first carries out transaction "Submission of data for inclusion in the database of passports of check points" (P.CC.02.OPR.005) by results of which accomplishment of state member by authorized body are created and represented to the Commission of the data, included in the database of passports of check points.

27. When obtaining by the Commission of the data included in the database of passports of check points transaction "Acceptance and processing of data for inclusion in the database of passports of check points" is carried out (P.CC.02.OPR.002) by results of which accomplishment the database of passports of check points joins the corresponding data and goes to authorized body of state member the notification on inclusion of data in the database of passports of check points.

When obtaining by authorized body of state member of the notification on inclusion of data in the database of passports of check points transaction "Receipt of the notification on results of inclusion in the database of passports of check points" is carried out (P.CC.02.OPR.003) by results of which accomplishment acceptance and processing of the notification on inclusion of data in the database of passports of check points are performed.

29. Result of accomplishment of the "Inclusion of Data in the Database of Passports of Check Points" procedure (P.CC.02.PRC.001) is inclusion of data in the database of passports of check points.

33. The first carries out transaction "Submission of data for modification of the database of passports of check points" (P.CC.02.OPR.004) by results of which accomplishment of state member by authorized body are created and represented to the Commission of the data for modification of the database of passports of check points.

In case of receipt of data by the Commission for modification of the database of passports of check points transaction "Acceptance and processing of data for modification of the database of passports of check points" is carried out (P.CC.02.OPR.005) by results of which accomplishment change of data in the database of passports of check points is performed and goes to authorized body of state member the notification on modification of the database of passports of check points.

35. When obtaining by authorized body of state member of the notification on modification of the database of passports of check points transaction "Receipt of the notification on modification of the database of passports of check points" is carried out (P.CC.02.OPR.006) by results of which accomplishment acceptance and processing of the notification on modification of the database of passports of check points are performed.

36. Result of accomplishment of the "Change of the Data Containing in the Database of Passports of Check Points" procedure (P.CC.02.PRC.002) is modification of the database of passports of check points.
