About approval of the Procedure for mutual provision of data in the field of ensuring unity of the measurements containing in information funds of state members of the Eurasian Economic Union
For the purpose of implementation of the subitem 3 of Item 3 and the subitem 4 of Item 9 of the Protocol on carrying out coordinated policy in the field of ensuring unity of measurements (appendix №10 to the Agreement on the Eurasian Economic Union of May 29, 2014) and according to Item 17 of appendix №2 to the Regulations of work of the Eurasian economic commission approved by the Decision of the Supreme Eurasian economic council of December 23, 2014 №98, Board of the Eurasian economic commission decided:
1. Approve the enclosed Procedure for mutual provision of data in the field of ensuring unity of the measurements containing in information funds of state members of the Eurasian Economic Union.
2. This Decision becomes effective from the effective date the rules of mutual recognition of results of works on ensuring unity of measurements approved by the Euroasian economic commission, but not earlier than after 30 calendar days from the date of official publication of this Decision, except for the subitem "v" of Item 5 of the Procedure approved by this Decision.
The subitem "v" of Item 5 of the Procedure approved by this Decision becomes effective from the effective date the technological documents approved by the Eurasian economic commission regulating information exchange in case of realization by means of the integrated information system of the Eurasian Economic Union of general process of ensuring exchange of the data in the field of ensuring unity of measurements containing in information funds of state members of the Eurasian Economic Union.

1. This Procedure is developed according to the subitem 3 of Item 3 and the subitem 4 of Item 9 of the Protocol on carrying out coordinated policy in the field of ensuring unity of measurements (appendix № 10 to the Agreement on the Eurasian Economic Union of May 29, 2014), establishes methods of mutual provision of data in the field of ensuring unity of the measurements containing in information funds of state members of the Eurasian Economic Union (further respectively – state members, the Union), and contains list of the information provided within this Procedure in the field of ensuring unity of measurements.
2. For the purposes of this Procedure the concept "data" which means information from electronic databases and the documents in electronic form containing in information funds of state members in the field of ensuring unity of measurements is used.
3. The organization of mutual provision of the data provided in Item 12 of this Procedure is performed by authorized bodies of state members in the field of ensuring unity of measurements (further – authorized bodies of state members).
4. Provision of data is performed by the organizations authorized according to the legislation of state member on provision of data (further – authorized organizations).
5. Provision of data is performed by the following methods:
a) in writing on paper;
b) in electronic form with use of means of information portals of authorized bodies of state members on the Internet (further – the Internet). Information on e-mail addresses of the specified information portals is posted on the official site of the Union on the Internet;
c) in electronic form with use of means of the integrated information system of the Union within realization of the corresponding general process. Requirements to realization of general process are determined by the Eurasian economic commission (further – the Commission).
6. Provision of data is performed at the request of authorized bodies of state members, the Commission, authorized organizations, legal entities, physical persons registered as individual entrepreneurs, and physical persons (further – applicants). The request is created depending on method of provision of data and contains:
a) information about the applicant: the name of the applicant or surname, name and middle name (in the presence) – for the physical person registered as the individual entrepreneur, and physical person;
b) the signature of the head or plenipotentiary of the head of the applicant or the signature of the applicant – for the physical person registered as the individual entrepreneur, and physical person;
c) the location address (the address of the legal entity) – for authorized bodies of state members, the Commission, authorized organizations, legal entities or the residence – for the physical person registered as the individual entrepreneur, and physical person and also the e-mail address;
d) subject and purpose of request;
e) date of sending an inquiry.
7. Provision of data is performed within 20 working days from the date of receipt of the request specified in Item 6 of this Procedure, provision of data according to the subitem "v" of Item 5 of this Procedure – within 3 working days from the date of receipt of the specified request.
8. If required data are carried according to the legislation of state members to data of limited distribution (access), authorized bodies of state members will organize provision of such data according to the legislation of the state member.
The list of data of limited distribution (access) is published on information portal of authorized body of state member in the Internet according to the legislation of its state.
9. Authorized bodies of state members provide provision of complete and authentic data.
10. The commission has the right to request from authorized bodies of state members of the data for the purpose of implementation of the powers provided by the right of the Union.
11. State members perform settlement of the matters of argument arising in the course of mutual provision of data by means of carrying out mutual consultations.
12. Treat the provided information:
a) details and sources of official publication of regulatory legal acts and regulating documents of state member, the international documents in the field of ensuring unity of measurements;
b) details and sources of official publication of international treaties of state members in the field of ensuring unity of measurements;
