1. Approve the enclosed Method of forming of indicators of statistics of construction.

2. According to the statistics to provide the Ministries of national economy of the Republic of Kazakhstan to management of statistics of production and environment together with Legal management of Committee in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order the direction of its copies on official publication in periodic printing editions and information system of law of Ad_let;

3) the direction in printing and electronic type within ten calendar days from the date of state registration of this order in the Republican state company on the right of economic maintaining "The republican center of legal information" for inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

4) placement of this order on Internet resource of Committee according to the statistics the Ministries of national economy of the Republic of Kazakhstan.

3. To management of statistics of production and environment of Committee according to the statistics of the Ministry of national economy of the Republic of Kazakhstan to bring this order to structural divisions and territorial authorities of Committee according to the statistics of the Ministry of national economy of the Republic of Kazakhstan for management and use in work.

4. To impose control of execution of this order on the supervising vice-chairman of Committee according to the statistics the Ministries of national economy of the Republic of Kazakhstan (Kerimkhanov G. M.

Method of forming of indicators of statistics of construction

Chapter 1. General provisions

1. The method of forming of indicators of statistics of construction (further - the Technique) belongs to the statistical methodology created according to international standards and approved according to the Law of the Republic of Kazakhstan "About the state statistics" (further - the Law).

2. In this Technique the following concepts are used:

1) construction - artificially created three-dimensional, plane or linear object (land, surface and (or) underground, underwater) having natural or artificial spatial borders and intended for accomplishment of production processes, placement and storage of material values or temporary stay (movement) of people, freights, and also placement (laying, posting) the equipment or communications. The construction can also have art and esthetic, arts and crafts or memorial appointment;

2) individual housing construction - construction of individual apartment houses by citizens, on the parcel of land assigned to them in accordance with the established procedure, their own forces, the contract or another, not forbidden by the legislation method;

3) the apartment - the certain dwelling which is part of the apartment apartment house, intended and used for permanent residence;

4) the customer (builder) - the physical person or legal entity performing activities according to the legislation of the Republic of Kazakhstan on architectural, town-planning and construction activities. Paragraph 1. Algorithm of calculation of amount of the performed construction works (services)

4. The amount of construction works does not join cost:

1) the works which are not provided in the estimate on construction;

2) works on elimination of scrap and alteration of poor performed construction and other works;

3) works on installation of the mounted and repaired equipment, and also the cost of the details acquired or made on building for completion of the equipment;

4) products and services of subsidiary productions, the serving farms;

5) the details delivered or prepared on the building site, blocks, designs and construction materials which are not laid in case yet;

6) advance transfers from customers;

7) the means received from customers on development of production base of contract organizations, and also creation of objects of social infrastructure;

8) tax amount on value added and other taxes which do not join in job cost;

9) the works connected with drilling of oil and gas wells and also development of wells (except drilling of water wells - with type of economic activity code 42.21), auxiliary works on trial and prospecting drilling, creation, cementation of the basis of oil and gas wells;

10) works on recultivation of lands, mitigation of consequences of activities of coal mines (liquidation of hollows, lakes, swamps after subsidence of the soil);

11) services in provision to the construction organizations of machines, mechanisms and the mechanized tool, portable workshops and other equipment under lease (without service personnel);
