About distribution of amounts of the tariff quotas concerning meat of cattle, pork and fowl in 2017

1. Approve distribution of amounts of the tariff quotas established for 2017 by the decision of Board of the Eurasian economic commission of August 30, 2016 No. 97 "About establishment of the tariff quotas concerning separate types of the agricultural goods imported in 2017 on customs area of the Eurasian Economic Union, and also about amounts of the tariff quotas concerning these goods imported in the territory of state members of the Eurasian Economic Union", concerning meat of cattle, fresh or cooled (code of 0201 CN FEA EEU), meat of cattle refrigerated (code of 0202 CN FEA EEU) (further - beef), pork fresh, cooled or refrigerated (code of 0203 CN FEA EEU) (further - pork), pork trimming (codes 0203 29 550 2 and 0203 29 900 2 CN FEA EEU) (further - pork trimming), the rolled meat of dunghill hens refrigerated (code 0207 14 100 1 of the CN FEA EEU), the refrigerated not rolled half or quarter timbers of carcasses of dunghill hens and the refrigerated not rolled legs of dunghill hens and pieces of them (codes 0207 14 200 1 and 0207 14 600 1 CN FEA EEU), the refrigerated rolled meat of turkeys and the refrigerated not rolled parts of carcasses of turkeys (codes 0207 27 100 1, 0207 27 300 1, 0207 27 400 1, 0207 27 600 1 and 0207 27 700 1 CN FEA EEU), meat and food offal of the poultry specified in goods item 0105, fresh, cooled or refrigerated, not named above (code of 0207 CN FEA EEU, except codes 0207 14 100 1, 0207 14 200 1, 0207 14 600 1, 0207 27 100 1, 0207 27 300 1, 0207 27 400 1, 0207 27 600 1 and 0207 27 700 1 CN FEA EEU) (further - parts of carcasses of poultry), between supplying countries according to appendix.

2. To the Ministry of Economic Development of the Russian Federation:

a) distribute:

till December 15, 2016 - 25 percent of amounts of the tariff quotas established for Costa Rica and other countries provided by appendix to this resolution between the participants of foreign trade activity performing import to the Russian Federation of beef, pork and fowl (code of 0207 CN FEA EEU) (further - bird) in 2016 according to customs procedure of release for internal consumption, in proportion to the amounts of beef, pork and bird imported from January 1, 2014 to September 30, 2016 inclusive according to customs procedure of release for internal consumption, except for the beef, pork and the bird occurring and imported from the State Parties of the Commonwealth of Independent States, and also beef classified according to codes of the CN FEA EEU 0201 10 000 2, 0201 10 000 3, 0201 20 200 2, 0201 20 200 3, 0201 20 300 2, 0201 20 300 3, 0201 20 500 2, 0201 20 500 3, 0201 20 900 2, 0201 20 900 3, 0201 30 000 5, 0201 30 000 6, 0202 10 000 2, 0202 10 000 3, 0202 20 100 2, 0202 20 100 3, 0202 20 300 2, 0202 20 300 3, 0202 20 500 2, 0202 20 500 3, 0202 20 900 2, 0202 20 900 3, 0202 30 100 5, 0202 30 100 6, 0202 30 500 5, 0202 30 500 6, 0202 30 900 5 and 0202 30 900 6;

till April 15, 2017 - 100 percent of amounts of the tariff quotas established for Costa Rica and other countries provided by appendix to this resolution less amounts of the goods distributed according to the paragraph the second this subitem between the participants of foreign trade activity performing import to the Russian Federation in 2016 of beef, pork and bird according to customs procedure of release for internal consumption in proportion to the amounts of beef, pork and bird imported in 2014 - 2016 according to customs procedure of release for internal consumption, except for the beef, pork and the bird occurring and imported from the State Parties of the Commonwealth of Independent States, and also beef classified according to codes of the CN FEA EEU 0201 10 000 2, 0201 10 000 3, 0201 20 200 2, 0201 20 200 3, 0201 20 300 2, 0201 20 300 3, 0201 20 500 2, 0201 20 500 3, 0201 20 900 2, 0201 20 900 3, 0201 30 000 5, 0201 30 000 6, 0202 10 000 2, 0202 10 000 3, 0202 20 100 2, 0202 20 100 3, 0202 20 300 2, 0202 20 300 3, 0202 20 500 2, 0202 20 500 3, 0202 20 900 2, 0202 20 900 3, 0202 30 100 5, 0202 30 100 6, 0202 30 500 5, 0202 30 500 6, 0202 30 900 5 and 0202 30 900 6;

b) determine procedure of payments of amounts of the tariff quotas provided by appendix to this resolution for the purpose of their distribution between participants of foreign trade activity;

c) represent to the Ministry of Industry and Trade of the Russian Federation data on the amounts of beef, pork, pork trimming and parts of carcasses of poultry distributed according to the subitem "an" of this Item between participants of foreign trade activity;

d) in case of establishment of earlier completion date of the special economic measures provided by presidential decrees of the Russian Federation of August 6, 2014 No. 560 "About application of separate special economic measures for the purpose of safety of the Russian Federation" of June 24, 2015 No. 320 "About prolongation of action of separate special economic measures for the purpose of safety of the Russian Federation", of June 29, 2016 No. 305 "About prolongation of action of separate special economic measures for the purpose of safety of the Russian Federation" and the order of the Government of the Russian Federation of August 7, 2014 No. 778 "About measures for implementation of presidential decrees of the Russian Federation of August 6, 2014 No. 560, of June 24, 2015 No. 320 and of June 29, 2016 No. 305", within 5 working days from the date of adoption of the specified decision to make in the Government of the Russian Federation offers on distribution of amounts of the tariff quotas approved by Item 1 of this resolution for the United States of America and the European Union for 2017 between participants of foreign trade activity.

3. To the Ministry of Industry and Trade of the Russian Federation to perform from December 20, 2016 to December 31, 2017 inclusive issue to participants of foreign trade activity of import licenses of beef, pork, pork trimming and parts of carcasses of poultry within amounts of the tariff quotas distributed according to Item 2 of this resolution.

4. The decision on issue of licenses, the stipulated in Item 3 presents of the resolution, or on refusal in their issue is accepted by the Ministry of Industry and Trade of the Russian Federation within 5 working days from the date of giving in accordance with the established procedure by the participant of foreign trade activity of the corresponding statement.

Effective period of the specified licenses is established from the date of their issue (but not earlier than January 1, 2017) till December 31, 2017 inclusive.

5. Represent to the Federal Customs Service to the Ministry of Economic Development of the Russian Federation:

a) starting with the report for January, 2017, not later than in 39 calendar days after the termination of each month under report, - data on the amounts of beef, pork or bird imported into the Russian Federation in month under report;
