About approval of strategic road maps on national economy and the main sectors of economy

Sustainable and competitive development of not oil sector in the Azerbaijan Republic is the priority direction of economic policy of the state.

The thought-over economic policy for the long period which foundation was laid by the national leader of the Azerbaijani people Heydar Aliyev created strong base for macroeconomic stability and dynamic economic development in the country. As a result the wide entrepreneurial layer was created, the role of private sector even more increased in social and economic development of the country and considerable success in the field of integration into the world economic system was achieved.

Within steady economic reforms this policy was even more enhanced by modern conceptual approaches according to global economic challenges, according to strategic objectives forming of the free market relations and socially directed diversified national economy having capability to self-development is provided. As a result of the performed purposeful measures macroeconomic stability was kept, the balanced development of not oil industries and regions in general accelerated, effective use of strategic currency holdings is provided, the state support of entrepreneurship is strengthened, the favorable business and investment circle was created, social welfare of the population constantly improved.

At the same time, the processes happening recently both in the region, and in global economy, sharp reducing oil revenues difficult external economic situation continue to exert impact on macroeconomic and financial stability of the country. Implementation of number of measures of system nature according to the main strategic objectives of the economic reforms directed to adaptation to the new challenges generated by the processes happening in the world and minimization of influence of world economic crisis on our country, forming of qualitatively new model of economic development by creation of organic communication and mutually compatibility between the current, average and long-term periods of social and economic development are one of the forthcoming main priority objectives.

With respect thereto for the purpose of the deep analysis of present state of the economy and preparation of new strategy of economic development for ensuring stability performed in the country of economic policy and reforms by the Order of the President of the Azerbaijan Republic of March 16, 2016 number 1897 "The main directions of the strategic road map on national economy and the main sectors of economy" were approved, and also the corresponding Working group for ensuring plan development of development according to this directions is created.

Based on this Order the Working group with participation of local and foreign experts, experienced specialists, the consulting companies and scientific organizations, in the conditions of effective cooperation with the international organizations functioning in the country prepared drafts of strategic road maps on national economy and eleven main sectors of economy. Strategic road maps include the strategy of economic development and the actions plan for 2016-2020, long-term view of the period till 2025 and target view of the period after 2025. Projects were submitted for open discussion, in case of creation of the resulting document numerous opinions and offers of concerned parties, including institutes of civil society and citizens are taken into consideration.

Being guided by Item 32 of article 109 of the Constitution of the Azerbaijan Republic, for determination of the purposes and directions of perspective development of the country, ensuring their realization, according to the Order of the President of the Azerbaijan Republic "About approval of "The main directions of the strategic road map on national economy and the main sectors of economy" and the questions following from this" of March 16, 2016 I decide No. 1897:

1. Approve the following strategic road maps:

1.1. "The strategic road map on prospect of national economy of the Azerbaijan Republic";

1.2. "The strategic road map concerning development of the oil and gas industry (including chemical products) the Azerbaijan Republic";

1.3. "The strategic road map concerning production and conversion of agricultural products in the Azerbaijan Republic";

1.4. "The strategic road map concerning production of consumer goods at the level of small and medium business in the Azerbaijan Republic";

1.5. "The strategic road map concerning development of the heavy industry and mechanical engineering in the Azerbaijan Republic";

1.6. "The strategic road map concerning development of the industry of specialized tourism in the Azerbaijan Republic";

1.7. "The strategic road map concerning development of logistics and trade in the Azerbaijan Republic";

1.8. "The strategic road map concerning development of provision of housing in reasonable price in the Azerbaijan Republic";

1.9. "The strategic road map concerning development of professional education and training in the Azerbaijan Republic";

1.10. "The strategic road map concerning development of financial services in the Azerbaijan Republic";

1.11. "The strategic road map concerning development of telecommunication and information technologies in the Azerbaijan Republic";

1.12. "The strategic road map concerning development of utilities (electrical and heat energy, water and gas) in the Azerbaijan Republic".

2. Determine that:

2.1. the common directorship implementation of the strategic road maps approved by this Decree, and control of it is exercised by Administration of the President of the Azerbaijan Republic;

2.1-1. For the purpose of use of more operational mechanisms of realization and control for the goal achievement and tasks established in the strategic road maps approved by this Decree, the Administration of the President of the Azerbaijan Republic can prepare the detailed plan of actions reflecting submeasures, the main and other contractors, realization terms.

2.2. measures for monitoring, assessment and communication in connection with the activities provided in the strategic road maps approved by this Decree are performed by the Center of the analysis of economic reforms and communication.

3. Administration of the President of the Azerbaijan Republic:

3.1. take measures for ensuring compliance of drafts of state programs, concepts of development, strategy, actions plans which will be prepared after entry into force of this Decree, to the strategic road maps approved by this Decree;

3.2. to submit within fifteen-day term to the President of the Azerbaijan Republic the offers connected with mechanisms of execution of the strategic road maps approved by this Decree.

4. To the Cabinet of Ministers of the Azerbaijan Republic:

4.1. to prepare and provide to three-months time to the President of the Azerbaijan Republic the offers connected with reduction of acts of the President of the Azerbaijan Republic in compliance with this Decree;

4.2. in three-months time to provide reduction of regulatory legal acts of the Cabinet of Ministers of the Azerbaijan Republic in compliance with this Decree and to inform the President of the Azerbaijan Republic;
