2) the order of the acting minister of justice of the Republic of Kazakhstan of February 10, 2016 No. 70 "About introduction of amendments to the order of the Minister of Justice of the Republic of Kazakhstan of May 25, 2015 No. 286 "About approval of the Instruction for forming of Reference control bank of regulatory legal acts of the Republic of Kazakhstan, and also introduction of data in it" (registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan for No. 13060, published on February 17, 2016 in information system of law of Ad_let).

3. The Ministries of Justice of the Republic of Kazakhstan in the procedure established by the legislation to provide "The republican center of legal information" to the republican state company on the right of economic maintaining:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan its direction on official publication in periodic printing editions and information system of law of Ad_let;

3) within ten calendar days from the date of receipt of this order from the Ministry of Justice of the Republic of Kazakhstan its direction for placement in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

4) placement of this order on Internet resource of the Ministry of Justice of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. This Instruction for forming of Reference control bank of regulatory legal acts of the Republic of Kazakhstan, and also introduction of data in it (further - the Instruction) is developed according to Item 19 of Rules of maintaining the State register of regulatory legal acts of the Republic of Kazakhstan, Reference control bank of the regulatory legal acts of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of July 25, 2016 No. 439 (further - Rules), and disaggregates forming of Reference control bank of regulatory legal acts of the Republic of Kazakhstan, and also to entering of data into it.

1) automated control system - the subsystem of information system of Reference control bank in electronic form intended for the organization of automatic workplace of the administrator and the operator;

2) the operator, the administrator of automated control system - the employee of IZPI performing functions on maintaining Reference control bank in electronic form;

3) information system - the organizational ordered set of the information and communication technologies, service personnel and technical documentation realizing certain technological actions by means of information exchange and intended for the solution of specific functional objectives;

4) certification center - the legal entity certifying compliance of open key of the digital signature to the closed key of the digital signature, and also confirming reliability of the registration certificate;

5) reference control bank of regulatory legal acts of the Republic of Kazakhstan - set of regulatory legal acts on paper and electronic system of regulatory legal acts in electronic form, data on which are entered in the State register of regulatory legal acts of the Republic of Kazakhstan;

8-1) intranet portal of state bodies (further - IPGO) - the information system intended for automation of departmental and interdepartmental business processes of state bodies;
