About use of the principle of "single window" in the procedure of issue of grants by foreign donors in the territory of the Azerbaijan Republic

In recent years in Azerbaijan consecutive measures for the purpose of increase in the state support of institutes of civil society, increase in transparency and the reporting in their activities are performed. As a result of it in the country non-governmental organizations amplified, their role considerably increased in preparation and implementation of the programs representing importance for the state and society.

Being guided by Item 32 of article 109 of the Constitution of the Azerbaijan Republic, for the purpose of support of activities in Azerbaijan of institutes of civil society, simplification of procedures of issue by foreign donors of grants in the territory of the Azerbaijan Republic, ensuring transparency in the field and target orientation of the allocated financial resources I decide:

1. Apply since January 1, 2017 the principle of "single window" in the procedure of issue by foreign donors of grants in the territory of the Azerbaijan Republic.

2. Delegate powers of the coordinating state body by the principle of "single window" in the procedure of issue by foreign donors of grants in the territory of the Azerbaijan Republic concerning commercial structures and legal entities of the public law - to the Ministry of Economics of the Azerbaijan Republic, concerning religious structures - to the State committee on work with religious formations of the Azerbaijan Republic, concerning other non-commercial structures and physical persons - to the Ministry of Justice of the Azerbaijan Republic.

3. To the Cabinet of Ministers of the Azerbaijan Republic:

3.1. provide simplification of the procedure of receipt of response about financial and economic feasibility of grant, including its implementation on the basis of addresses and the foreign donor, and the recipient;

3.2. in two-month time to prepare and provide to the President of the Azerbaijan Republic offers on reduction of acts of the President of the Azerbaijan Republic to compliance with this Decree;

3.3. in two-month time to provide reduction of regulatory legal acts of the Cabinet of Ministers of the Azerbaijan Republic in compliance with this Decree and to inform on it the President of the Azerbaijan Republic;

3.4. keep under control reduction of regulatory legal acts of the central executive bodies in compliance with this Decree and in five-months time to report on execution of it on the President of the Azerbaijan Republic;

3.5. resolve other issues following from this Decree.

4. To provide to the Ministry of Justice of the Azerbaijan Republic reduction of regulatory legal acts and acts of normative nature of the central executive bodies in compliance with this Decree and to inform on it the Cabinet of Ministers of the Azerbaijan Republic.
