1. Approve the enclosed Rules of release, realization of the state signs of mail payment and philatelic products.

2. To provide to department of communication of the Ministry of information and communications of the Republic of Kazakhstan (Yaroshenko V. V.):

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order on official publication in periodic printing editions and information system of law of Ad_let within ten calendar days after day of its state registration in the Ministry of Justice of the Republic of Kazakhstan;

3) the direction of the copy of this order in the Republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan for placement in Reference control bank of regulatory legal acts of the Republic of Kazakhstan within ten calendar days from the date of state registration in the Ministry of Justice of the Republic of Kazakhstan;

4) placement of this order on Internet resource of the Ministry of information and communications of the Republic of Kazakhstan and on the intranet portal of state bodies;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of information and communications of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of information and communications of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of release, realization of the state signs of mail payment and philatelic products

Chapter 1. General provisions

1. These rules of release, realization of the state signs of mail payment and philatelic products (further - Rules) are developed according to the subitem 5) of Item 1 of article 5 of the Law of the Republic of Kazakhstan "About mail", Acts of Universal Postal Union (further - VPS) and determine:

1) approval procedure of types and amounts of the state signs of mail payment;

2) procedure for input of the state signs of mail payment in the mail address and their removal from the address;

3) procedure for the organization of production, release and realization of the state signs of mail payment and filatelisticheky products.

2. The national operator of mail will organize release and realization of the state signs of mail payment.

3. In Rules the following basic concepts are used:

1) day of issuance - day of release of signs of mail payment in the mail address;

2) envelopes of the International commercial correspondence with the answer (further - MKKO) - envelopes of MKKO with the prepaid answer with special distinctive texts;

3) the art marked envelopes and postcards - the marked envelopes and postcards with illustration printed by limited circulation by typographical method full-color seal including with original brands;

4) nominal (payment amount) - the monetary value specified on sign of mail payment designated by Latin letters or the Arab digits valid for fee of the National operator of mail on transfer of written correspondence;

5) clearing - the putting down of print of postage stamp confirming acceptance of the mailing;

6) removal from the mail address - process of output of signs of mail payment of realization in production facilities for their transfer to specialized division of the National operator of mail and further realization as philatelic products;

7) withdrawal from the mail address - process of output of signs of mail payment of the mail address for the purpose of their further destruction;

Chapter 2. Approval procedure of types and amounts of the state signs of mail payment

5. The authorized body in the field of mail service (further - authorized body) approves types of release of the state signs of mail payment according to which the National operator of mail will organize release and realization of the state signs of mail payment in annual thematic plans.

6. The draft of the Thematic plan of release of the state signs of mail payment of the Republic of Kazakhstan (further - the Thematic plan) is created annually on the basis of offers of state bodies, the National operator of mail, the international organizations, mail administrations of other countries on joint release of stamps, and also legal entities and physical persons which arrived not later than 6 months prior to the beginning of the planned year of release.
