About measures for ensuring implementation of the Law of the Republic of Uzbekistan "About employment of the population"

According to the resolution of the Supreme Council of the Republic of Uzbekistan of January 13, 1992. "About procedure for enforcement of the Law of the Republic of Uzbekistan "About employment of the population" the Cabinet of Ministers decides:

1. Approve the enclosed regulating documents connected with implementation of the Law of the Republic of Uzbekistan "About employment of the population":

Provision "About Conditions and Procedure for Licensing of the Activities of the Ministries and Departments Connected with Employment of Citizens of the Republic of Uzbekistan Abroad and also the Commercial Bureaus, the Agencies and Other Organizations Rendering Paid Services in Training of Citizens and Their Employment in the Republic" (appendix No. 2);

Provision "About Procedure for Establishment of the Minimum Quantity of Workplaces for Employment of the Persons Needing Social Protection and Experiencing Special Difficulties in Employment" (appendix No. 3);

Provision "About the Territories of Priority Development in Creation of Workplaces" (appendix No. 4).

Provision "About Procedure for Forming of System of Professional Training, Advanced Training and Retraining of the Released Workers and the Unoccupied Population" (appendix No. 5).

2. To the ministry of employment and employment relationships of the population of the Republic of Uzbekistan:

together with Goskomstat, the ministries, departments, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent since 1993 quarterly to determine the number of the workers assumed to release and necessary means for allowance payment on unemployment, their retraining and also on content of employment services. On the questions requiring the solution of the Government makes offers in the Cabinet of Ministers;

in a month to determine the number of the workers who are subject to release until the end of 1992 and necessary means for allowance payment on unemployment.

3. To the ministry of employment and employment relationships and social protection of the population of the Republic of Uzbekistan according to the Law of the Republic of Uzbekistan "About employment of the population" to take the urgent measures providing timely employment of the released workers. For what:

provide efficiency of functioning of the centers of assistance of employment of the population and social protection of the population, the organization of retraining and retraining of the released workers and unoccupied part of able-bodied population;

together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent, the ministries, departments, associations and concerns to develop and implement the organizational and technical measures providing social security of the released workers in each industry of the national economy of the republic;

with Committee on forecasting of perspectives of development of Uzbekistan and Academy of Sciences of the Republic of Uzbekistan till July 1, 1992 to prepare technique of development republican and regional programs of employment and determination of the territories of priority development of workplaces;

give practical help in development of regional programs of employment of the population on places;

with participation of the Federation Council of labor unions of Uzbekistan till June 1, 1992 to make offers on staff of republican coordinating committee of assistance of employment in the Cabinet of Ministers;

with the State committee of the Republic of Uzbekistan according to the statistics to enhance the statistical reporting under employment of the population;

together with the Ministry of Foreign Affairs of the Republic of Uzbekistan, the Federation Council of labor unions of Uzbekistan and other interested state bodies to develop and introduce to the Cabinet of Ministers the bill of the Republic of Uzbekistan "About protection of the rights and interests of the citizens of the Republic of Uzbekistan performing professional activity abroad";

develop and approve instructions and recommendations about application of individual clauses of the Law of the Republic of Uzbekistan "About employment of the population".

4. Oblige heads of Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent, the ministries, departments, associations, concerns to provide representation at the scheduled time to the centers of assistance of employment and social protection of the population by jurisdictional enterprises, the organizations and organizations of data on availability of free workplaces (vacancies) and data (forecast) for release of rabotni.

5. To Council of Ministers of the Republic of Karakalpakstan, regional and Tashkent city to provide to khokimiyats accomplishment of the Law of the Republic of Uzbekistan "About employment of the population", to bring system and work of bodies for work into accord with its requirements, and also the approved provisions.

6. To the ministry of employment and employment relationships, and social protection of the population, the Ministry of the higher and secondary vocational education, the ministries, associations, concerns, departments of the Republic of Uzbekistan, Council of Ministers of the Republic of Karakalpakstan, hokima of areas and Tashkent further systematically to perform measures for timely employment of graduates of the highest and average special educational institutions.

Within May - June to resolve issue of providing 1992 with workplaces of graduates this year.

7. To impose control over the implementation of this resolution on the deputy prime minister of the Republic of Uzbekistan the t. Hamidova B. S.

8. Declare invalid decisions of the Government of the Republic of Uzbekistan according to the enclosed list.
