1. Approve the enclosed Method of calculation of price index for national groups with the different level of average per capita cash incomes.

2. According to the statistics to provide the Ministries of national economy of the Republic of Kazakhstan to management of statistics of the prices together with Legal management of Committee in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions and information system of law of Ad_let;

3) the direction in printing and electronic type within ten calendar days from the date of receipt of the registered order in the Republican state company on the right of economic maintaining "The republican center of legal information" for inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

4) placement of this order on Internet resources of Committee according to the statistics the Ministries of national economy of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-chairman of Committee according to the statistics the Ministries of national economy of the Republic of Kazakhstan (Orunkhanov K. K.).

4. This order becomes effective after ten calendar days after day of its first official publication.

Method of calculation of price index for national groups with the different level of average per capita cash incomes

Chapter 1. General provisions

1. This Method of calculation of price index for national groups with the different level of average per capita cash incomes (further - the Technique) belongs to the statistical methodology created according to international standards and approved according to the Law of the Republic of Kazakhstan of March 19, 2010 "About the state statistics".

2. The technique establishes method of calculation of price index for national groups with the different level of average per capita cash incomes with use of the official statistical information created within the operating nation-wide statistical observations and is applied by Committee according to the statistics of the Ministry of national economy of the Republic of Kazakhstan.

3. The technique is developed taking into account standards and recommendations "Managements on consumer price index: the theory and practice" (2004), prepared by the International Labour Organization, the International Monetary Fund, Organization for Economic Cooperation and Development, Statistical bureau of the European communities, the United Nations Economic Commission for Europe and the World Bank.

4. On the basis of information flows of the consumer price index (further - IPTs) characterizing change in time of the average level of the prices of the fixed basket of the goods and services acquired by the population for private consumption number of the derivative price indexes relating to different subgroups of the basic population is calculated. Their creation is proved by the existing distinctions in structure of consumption of goods and services by the different national groups caused by differentiation of level of cash incomes.

2) set of goods and services differentiated depending on national group represents selection of consumer goods basket of IPTs;

3) the scheme of weighing reflects structure of consumer spendings of the population with the smallest and greatest income according to the cost items included in price index;

4) calculation of aggregative statistics is perfromed on the modified Laspeyres's formula;

5) calculation of price indexes by the corresponding periods of previous year is perfromed by basic method through dynamic number of indexes by single base period.

6. The price index is applied to national groups for the purpose of socio-economic analysis.

Chapter 2. Information flows, set of goods and services, weight components

7. For calculation of price index for national groups the following information flows are used:

1) data of nation-wide statistical observation on expenses and income of households;

2) results of nation-wide statistical observation of the prices of consumer goods and services for calculation of IPTs.

On their basis sets of goods and services included in index, their weight components and the individual changes in price on the corresponding goods items are determined.

The price index for national groups is created on regions and on average on the republic. Regional price indexes consider the changes in price for consumer goods and services of the region and structure of consumption of the corresponding national groups.
