1. The funding mechanism and compensations of net costs for provision of post services from the sphere of universal post service (further – the Mechanism) establishes procedure of payments and the procedure of compensation of net costs for provision of post services from the sphere of universal post service.
2. The general principles of functioning of this Mechanism are based on determination of category of mailings for the reserved post services, establishment of the weight segment of mailings which is object of the reserved post services and ensuring the established level of rate for the reserved services.
3. The post services from the sphere of universal post service provided by the supplier of universal post service appointed according to the Law on mail service No. 36 of March 17, 2016 are:
a) collection, sorting, transportation and mailing of internal and international mailings weighing up to 2 kg;
b) collection, sorting, transportation and mailing of internal and international postal parcels weighing up to 10 kg;
c) mailing of the postal parcels weighing up to 20 kg sent to the Republic of Moldova from abroad at the addresses located in its territory;
d) service of internal or international custom departure;
e) service of internal or international departure with the announced value;
f) collection, sorting, transportation and mailing internal and international chekogramm weighing up to 7 kg.
4. Financing of universal post service is performed by provision to the supplier of universal post service of exclusive right on rendering the reserved post services.
5. The reserved post services are post services which subject are internal and international mailings weighing less than 350 g.
6. Rates for provision of the reserved post services are calculated and applied by the supplier of universal post service according to the Methodology of establishment of rates developed and approved by National regulation agency in the field of electronic communications and information technologies based on part provisions (3) article 12 of the Law No. 36 of March 17, 2016.
7. The supplier of universal post service calculates net costs for provision of post services from the sphere of universal post service (further – net costs) according to the following formula:

Vi – the income from provision of the post service "i";
Cui – average cost per unit of the provided post service "i";
Qi – the number of the provided post services "i";
m – total number of post services from the sphere of universal post service.
8. It is considered that there are net costs only in case of negative value of the net costs calculated according to the formula provided in Item 7 of this Mechanism.
9. When calculating net costs for provision of post services from the sphere of universal post service the supplier of universal post service will use expense data, received according to the Methodology of establishment of rates provided by part (3) of article 12 of the Law No. 36 of March 17, 2016.
10. Annually, till May 31, the supplier of universal post service shall represent to National regulation agency in the field of electronic communications the report on net costs for provision of post services from the sphere of universal post service for the previous accounting year, according to the sample given in appendix to this Mechanism.
11. If the size of net costs exceeds 1% of the income of the supplier of universal post service of provision of post services from the sphere of universal post service, he has the right to demand reservation of exclusive right on provision of services of mail advertizing.
12. The national regulation agency in the field of electronic communications analyzes the submitted report and, depending on circumstances and as required maintenance of universal post service, makes the relevant decision according to part (5) article 28 of the Law No. 36 of March 17, 2016.
