About introduction of cost recovery of medicines

The Cabinet of Ministers of Ukraine decides:

1. Agree with the offer of the Ministry of Health on introduction of cost recovery of medicines in case of out-patient treatment of persons having cardiovascular diseases, diabetes of the II type, bronchial asthma according to the list of the international unlicensed names of medicines according to appendix.

2. Establish:

that operation of this resolution extends to the finished pharmaceutical products registered in Ukraine included in the list of the international unlicensed names of the medicines specified in Item 1 of this resolution and in the Register of medicines which cost is subject to compensation, the approved Ministry of Health (further - medicines). Such medicines shall be included in the National list of the main medicines approved by the resolution of the Cabinet of Ministers of Ukraine of March 25, 2009 No. 333 "Some questions of state regulation of the prices of medicines and products of medical appointment" (The Official Bulletin of Ukraine, 2009, No. 27, Art. 906; 2016, No. 3, Art. 166);

that the prices of medicines are subject to state regulation according to resolutions of the Cabinet of Ministers of Ukraine of October 17, 2008 No. 955 "About measures for price stabilization on medicines and medical products" (The Official Bulletin of Ukraine, 2008, No. 84, Art. 2825; 2017, No. 13, the Art. 361) and of November 9, 2016 No. 862 "About state regulation of the prices of medicines" (The Official Bulletin of Ukraine, 2016, No. 95, the Art. 3102);;

that recipes on medicines which cost is subject to compensation according to the list of the international unlicensed names of medicines according to appendix are written out on prescription forms of form No. 1 with indication of the international unlicensed names of medicines, dosage and form of release, quantity of units for treatment;

cost recovery of medicines is performed at the expense of means of target subvention from the government budget to local budgets.

3. To the Ministry of Health in coordination with the Ministry of Economic Development and Trade in a month:

the paragraph two is excluded;

promulgate information on the amount of cost recovery of medicines.

4. To the Ministry of Health, Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations to carry out explanatory work among the population and to exercise control over the implementation of this resolution.
