1. Approve:

The list of the services in the field of standardization provided for a fee by the Moldavian institute of standardization according to appendix No. 1;

Methodology of determination of rates for the services in the field of standardization provided for a fee by the Moldavian institute of standardization according to appendix No. 2;

Rates for the services in trade in standards provided by the Moldavian institute of standardization according to appendix No. 3.

2. Declare invalid the Order of the Government No. 1066 of December 26, 2013. "About approval of Methodology of determination of rates for the services provided by National institute of standardization, and rates for publication and distribution of regulating documents on standardization" (The official monitor of the Republic of Moldova, 2013, Art. No. 315-319, 1177).

Methodology of determination of rates for the services in the field of standardization provided for a fee by the Moldavian institute of standardization

I. General provisions

1. The methodology of determination of rates for the services in the field of standardization provided for a fee by the Moldavian institute of standardization (further – Methodology), is developed according to Law No. 20 provisions of March 4, 2016 on national standartization (Official monitor of the Republic of Moldova, 2016, Art. No. 90-99, 170) which purpose – establishment of procedure for determination, approval and updating of rates for these services provided to physical persons and legal entities.

2. This Methodology is based on the following principles:

1) access to services on equal reasonable and non-discriminatory conditions;

2) ensuring financial stability, efficiency of functioning and continuous development of the Moldavian institute of standardization;

3) expense recovery, performed in case of provision of services.

III. Determination, approval and updating of rates for services

13. Rates for services are calculated according to this Methodology, are approved with the Ministry of Economics and affirm the Moldavian institute of standardization, except for rates for trade in standards which affirm the Government.

14. Rates for services are updated, as necessary, in case of rise in price more, than for 10% of components from structure of the expenses and costs included in rate according to the consumer price index (averages) of the Republic of Moldova established by National bureau of statistics are approved and affirm according to the procedure, established by this Methodology.

15. The raising 1,3 coefficient is applied to rendering services quickly (till 24 o'clock) according to requests of consumers to the corresponding rate.

16. For the purpose of realization of various campaigns for promotion of services and publications in the field of standardization the Moldavian institute of standardization can apply various schemes on reduction of tariffs (discounts, bonuses, etc.), after coordination of these schemes with the Ministry of Economics.
