About establishment of limit of number of employees of the State committee of the Azerbaijan Republic on work with religious structures and about modification of the "Regulations on the State committee of the Azerbaijan Republic on work with religious structures" approved by the Presidential decree of the Azerbaijan Republic of July 20, 2001 No. 544

Being guided by Item 32 of article 109 of the Constitution of the Azerbaijan Republic, for the purpose of ensuring activities of the State committee of the Azerbaijan Republic on work with religious structures I decide:

1. Set limit of the number of staff of employees of the State committee of the Azerbaijan Republic of work with religious structures in 85 established posts, and limit of number of employees of regional bodies of Committee in 89 established posts.

2. Make the following changes to the "Regulations on the State committee of the Azerbaijan Republic on work with religious structures" approved by the Presidential decree of the Azerbaijan Republic of July 20, 2001 No. 544 (Collection of the legislation of the Azerbaijan Republic, 2001, No. 7, Article 481; 2005, No. 5, Article 403; 2008, No. 3, Article 175, No. 11, Article 970; 2009, No. 7, Article 533, No. 11, Article 881, No. 12, Article 983; 2011, No. 2, Article 85, No. 12, Article 1138; 2012, No. 1, Article 1110; 2013, No. 2, Article 113; 2014, No. 4, Article 367):

2.1. Add with subitem 6-1.3-1 of the following content:

7.10-4. inform the relevant state bodies on the violations of the law revealed in activities of organizations of religious education;

7.10-5. take part in development in all educational institutions, irrespective of pattern of ownership, except for religious educational institutions, training programs and education guidances in objects of religious studies, history of religion, religious knowledge, religious philosophy and of bases of sacred religious books and to agree to approval;

7.10-6. issue the conclusions for the purpose of registration of special permission (license) of the tourist activities providing tours to the places of pilgrimage located in foreign states;

7.10-7. issue the conclusions concerning addresses about organization of religious printing editions;

7.10-8. take part in certification of the religious figures relating Islam to religion;

7.10-9. bring up question before religious the center or management about appointment of religious figures, including new religious figures to places of worship;

7.10-10. issue the conclusions for state registration of non-commercial legal entities in whose charter there are activities connected with propaganda of religious values;

7.10-11. issue the conclusions about persons who are carrying out the ceremonies and ceremonies relating Islam to religion;

7.10-12. issue the conclusions about feasibility of creation of cemeteries;

7.10-13. provide effective use to destination of budgetary funds, the credits, grants and other financial resources allocated to the religious sphere;".

"10.2-1. The structure of Committee, numerical limit of employees of committee administration and the organizations entering into its structure is established by the President of the Azerbaijan Republic.";

2.12. add with the third paragraph of the following content Item 10.5:

"creates, will reorganize and liquidates regional bodies of Committee within the established salary and number of workers;";

3.2. in three-months time to provide reduction of regulatory legal acts of the Cabinet of Ministers of the Azerbaijan Republic in compliance with this Decree and to inform on it the President of the Azerbaijan Republic;
