About approval of the concept of foreign policy of the Russian Federation

For the purpose of updating of the priority directions, purposes and tasks of foreign policy activities of the Russian Federation I decide:

1. Approve the enclosed Concept of foreign policy of the Russian Federation.

2. Recognize the voided Concept of foreign policy of the Russian Federation approved by the President of the Russian Federation on February 12, 2013 No. Pr-251.

3. This Decree becomes effective from the date of its signing.

Concept of foreign policy of the Russian Federation

I. General provisions

1. This Concept represents frame of reference on the basic principles, the priority directions, the purposes and tasks of foreign policy of the Russian Federation.

2. The legal basis of this Concept the Constitution of the Russian Federation, the conventional principles and rules of international law, the international agreements of the Russian Federation, the Federal Laws, the Presidential decree of the Russian Federation of May 7, 2012 constitute No. 605 "About measures for realization of foreign policy of the Russian Federation", the Strategy of homeland security of the Russian Federation, the Military doctrine of the Russian Federation, regulatory legal acts of the Russian Federation regulating activities of federal bodies of the government in the field of foreign policy and also other regulatory legal acts of the Russian Federation in this sphere.

3. For the purpose of ensuring national interests and realization of strategic national priorities of the Russian Federation foreign policy activities of the state are directed to accomplishment of the following main objectives:

a) safety of the country, its sovereignty and territorial integrity, strengthening of the constitutional state and democratic institutes;

b) creation of favorable external conditions for strong growth and increase in competitiveness of economy of Russia, its technological updating, increase in level and quality of life of the population;

c) consolidation of line items of the Russian Federation as one of the influential centers of the modern world;

d) strengthening of line items of Russia in system of world economic bonds, non-admission of discrimination of the Russian goods, services, investments, use of opportunities of the international and regional economic and financial organizations for this purpose;

e) further promotion of rate on strengthening of international peace, ensuring general safety and stability for the purpose of approval of the fair democratic international system based on the collective beginnings in the solution of international problems, on supremacy of international law, first of all on provisions of Articles of organization of the United Nations (the Charter of the UN), and also on equal and partnership between the states in case of the central coordinating role of the United Nations (UN) as the main organization governing the international relations;

e) forming of the relations of neighborliness with the adjacent states, assistance to elimination of the available centers of intensity and the conflicts in their territories and to prevention of emergence of such centers and the conflicts;

g) development of the bilateral and multilateral relations of mutually advantageous and equal partnership with foreign states, interstate associations, the international organizations and within the forums on the basis of respect of the principles of independence and sovereignty, pragmatism, transparency, multi-vector nature, predictability, not confrontational upholding of national priorities; expansion of international cooperation on non-discriminatory basis, assistance to formation of network alliances, active participation of Russia in them;

h) comprehensive effective protection of the rights and legitimate interests of the Russian citizens and the compatriots living abroad, including in different international formats;

i) strengthening of role of Russia in world humanitarian space, distribution and strengthening of line items of Russian in the world, promoting of achievements of national culture, national historical heritage and cultural identity of the people of Russia, Russian education and science, consolidation of the Russian diaspora;

j) strengthening of line items of the Russian mass media and mass communications in global information space and bringing to wide circles of world community of the Russian point of view on the international processes;

k) assistance to development of constructive dialogue and partnership in interests of strengthening of consent and mutual enrichment of different cultures and civilizations.

II. Modern world and foreign policy of the Russian Federation

4. The modern world endures the period of deep changes which essence consists in forming of polycentric international system. The structure of the international relations continues to become complicated. As a result of process of globalization there are new centers of economic and political impact. There is dispersion of world potential of force and development, its shift to the Pacific Rim. Possibilities of the historical West to dominate in world economy and policy are reduced. Clearly the variety of cultures and civilizations in the world, plurality of models of development of the states are shown.

5. The contradictions connected with irregularity of world development, deepening of gap between welfare of the states, strengthening of fight for resources, access to the markets, control over transport arteries become aggravated. The competition not only covers human, scientific and technological potentials, but also acquires civilization nature, form of rivalry of valuable reference points more and more. In these conditions of attempt of imposing to other states of own scale of values are fraught with growth of xenophobia, intolerance and conflictness in the international cases and finally can lead to chaos and uncontrollability in the international relations. It leads to the class of priority tasks prevention of intercivilization breaks, forming of the partnership between cultures, religions and civilizations designed to provide harmonious development of humanity. The aspiration of the western states to hold the positions, including by means of imposing of the point of view on universal processes and carrying out containment policy of the alternative centers of force, leads to increase of instability in the international relations, to strengthening of turbulence at the global and regional levels. Fight for domination in forming of the key principles of the organization of future international system becomes the main tendency of the present stage of world development.
