About the Ambassador extraordinary and plenipotentiary of Turkmenistan (new edition)

1. The ambassador extraordinary and plenipotentiary of Turkmenistan in foreign state (further - the Ambassador) is the highest official representative of Turkmenistan accredited in the state of stay.
2. The ambassador represents Turkmenistan in the state of stay, acts and acts on behalf of the President of Turkmenistan and the Government of Turkmenistan, provides carrying out foreign policy of Turkmenistan, protection of national interests, sovereignty, safety, territorial integrity of Turkmenistan, the rights and interests of citizens and legal entities of Turkmenistan in the state of stay.

2. The ambassador is appointed to position by the President of Turkmenistan on representation of the Minister of Foreign Affairs of Turkmenistan after receipt in accordance with the established procedure of consent (agreement) of foreign state in which it is appointed.
According to the Law of Turkmenistan "About diplomatic ranks" the President of Turkmenistan to the Ambassador appropriates diplomatic rank of the Ambassador extraordinary and plenipotentiary.
1. The ambassador leaving for the state to which he is appointed is handed the credential letter signed by the President of Turkmenistan and counterassigned by the Ministry of Foreign Affairs of Turkmenistan which is on arrival handed to the head of the host state according to the procedure operating in this country.
2. The ambassador starts accomplishment of the functions in the state of stay depending on the practice existing in this state namely:
1) or from the moment of delivery of the credential letter to the head of state in which he is appointed;
2) or from the moment of the message on the arrival and delivery of the verified copy of the credential letter to the Foreign Minister of the state to which he is appointed.
The ambassador of Turkmenistan can be at the same time accredited in several foreign states if objections from any of the states of stay are not declared. He can be also appointed the representative of Turkmenistan to any international organization.
In case of temporary absence of the Ambassador of Turkmenistan in the state of stay of its function the chargê d'affaires who is the diplomatic employee of Embassy of Turkmenistan performs Temporarily (further – Embassy).
The personnel reserve to position of the Ambassador is created by the Ministry of Foreign Affairs of Turkmenistan.
The procedure for forming and the organization of work with personnel reserve to position of the Ambassador are regulated by the Regulations on personnel reserve of diplomatic service of Turkmenistan approved by the President of Turkmenistan on representation of the Ministry of Foreign Affairs of Turkmenistan.
The ambassador has the right:
1) to conduct negotiations at the request of the President of Turkmenistan, the Government of Turkmenistan, the Ministry of Foreign Affairs of Turkmenistan;
To submit 2) in accordance with the established procedure for consideration of the President of Turkmenistan, the Government of Turkmenistan, the Ministry of Foreign Affairs of Turkmenistan offers on the bilateral relations with the state of stay and activities of Embassy;
To receive 3) in accordance with the established procedure from state bodies, organizations and the companies of Turkmenistan required materials and documents for the solution of the questions entering competence of Embassy;
4) to leave in case of need, in coordination with the Ministry of Foreign Affairs of Turkmenistan in short-term official journeys out of limits of the state of stay;
5) to make in the Ministry of Foreign Affairs of Turkmenistan offers on representation of staff of Embassy to rewarding with the state awards, on increase in rank and position, about prolongation of terms of work abroad, and also about imposing of authority punishments;
6) to issue orders concerning activities of Embassy, about encouragement of administrative and technical workers, imposing on them authority punishments, employment and dismissal from work;
To solve 7) in coordination with the Ministry of Foreign Affairs of Turkmenistan questions of early termination of activities of staff of Embassy;
8) to solve according to regulatory legal acts of Turkmenistan questions of entry into Turkmenistan and departure to other countries of staff of Embassy and members of their families;
9) to use privileges, immunities and other rights according to the laws of Turkmenistan, the legislation of the state of stay and rules of international law.
The ambassador shall:
1) to protect interests of Turkmenistan, his citizens and legal entities in the state of stay;
2) to carry out orders of the President of Turkmenistan, the Government of Turkmenistan, the Ministry of Foreign Affairs of Turkmenistan;
To inform 3) in accordance with the established procedure the President of Turkmenistan, the Government of Turkmenistan, the Ministry of Foreign Affairs of Turkmenistan concerning foreign and domestic policy of the state of stay and to make offers on development of the relations of Turkmenistan with the state of stay, ensuring interests of Turkmenistan in the respective region and the world in general;
