About approval of the Approximate regulations on the center of social support of children and families

Cabinet of Ministers of Ukraine decides:

1. Approve Approximate regulations on the center of social support of children and families which is applied.

2. Recommend:

1) to local executive bodies and local government bodies:

take measures to education taking into account social requirements of territorial community of the centers of social support of children and families (further - the center) by merge, accessions, allocations, separations, transformations of the organizations providing social services, orphanages, boarding schools and to provide the organization of their activities;

provide the termination of activities in case of decision making about creation of the center of the organizations providing social services, orphanages, boarding schools which functions are duplicating the functions of the center subordinated to the corresponding local executive body or local government body;

2) regional and Kiev city to public administrations under which supervision the organizations providing social services, orphanages, boarding schools in case of coordination of education by district, district public administration and/or local government bodies of the centers in Kiev are to take measures to optimization of the specified organizations and the organizations by reorganization or liquidation.

3. To the ministry of social policy in coordination with the Ministry of Finance to develop and approve approximate regular standard rates and payment terms of work of employees of the centers in three-months time.

Approximate regulations on the center of social support of children and families

1. The center of social support of children and families (further - the center) - the organization of social protection of the children and families with children which are in difficult vital circumstances, created according to requirements of territorial community.

2. The center will be formed, will be reorganized and liquidated by the district, district state administration or local government bodies in Kiev (further - the founder) in coordination with the regional, Kiev city state administration and submits to service for the founder's children.

3. The center acts on the basis of the provisions which are developed on the basis of this Approximate provision and is registered the founder in coordination with the relevant service for children to which the center submits.

4. The center performs the activities on the principles of observance and human rights protection; priority of family education of children; targeting and individual approach; availability and openness; legality; social justice; humanities; complexity; ensuring confidentiality.

5. The purpose of activities of the center is providing the rights of children to education in the family or conditions which are brought closer to family, the rights of the children and families with children which are in difficult vital circumstances to protection and the help from the state; prevention of social orphanhood; assistance to development and strengthening of family, to improvement of social wellbeing of children and families with children.

6. The main objectives of the center are:

1) providing:

provisions to the children who are in difficult vital circumstances and their families, orphan children, the children deprived of parent guardianship, to children with activity restriction (with violations of mental and physical development, including with disability), to persons from among the orphan children and children deprived of parent guardianship; to the expectant mothers and women having intention or concerning which there is risk of refusal of newborn children, complex of social services in the conditions of stationary and/or day stay;

content and education of the orphan children and children deprived of parent guardianship in the conditions which are brought closer to family;

2) assistance:

social integration and reintegration of children in biological family;

to the device of the orphan children and children deprived of parent guardianship in family forms of education;

social adaptation, integration and reintegration of the orphan children and children deprived of parent guardianship and persons from their number aged up to 23 years in society;

to timely delivery of health care and in case of need the direction on hospitalization;

3) social support of parents with children for the purpose of prevention of refusal of newborn children and withdrawal of children from families;

4) implementation of social protection of the children and parents who are or living in the center.

7. The founder can provide accomplishment of other tasks depending on social and demographic situation of the corresponding territorial community, national traditions, the needs of the population for the public assistance and other factors.

8. The social protection performed by the center is directed to the following categories of receivers of services:

1) the children who are in difficult vital circumstances which are considered in the procedure established by Minsotspolitiki;

2) the orphan children and children deprived of parent guardianship;

3) persons from among the orphan children and children deprived of parent guardianship;

4) children with activity restriction (with violations of mental and physical development, including with disability);

5) the families with children which are in the difficult vital circumstances determined according to the procedure of identification of families (persons) which are in difficult vital circumstances, provisions by it of social services and implementation of social maintenance of such families (persons), No. 896 approved by the resolution of the Cabinet of Ministers of Ukraine of November 21, 2013 (The Official Bulletin of Ukraine, 2013, No. 98, of the Art. 3609);

6) expectant mothers (the last trimester of pregnancy) and parents who intend or concerning whom there is risk of refusal of newborn children.

9. According to the assigned tasks the center performs the activities for the directions:

provision of shelter to children who are in difficult vital circumstances, to the orphan children and children deprived of parent guardianship;

social reintegration of the children deprived of parent guardianship, the children who are in difficult vital circumstances in their biological families;

social support of parents with children and expectant mothers (the last trimester of pregnancy) who are in difficult vital circumstances, persons from among the orphan children and children deprived of parent guardianship;

assistance to the device of the orphan children and children deprived of parent guardianship in family forms of education;

representation of interests of the children who are in difficult vital circumstances, the orphan children and children deprived of parent guardianship in state bodies, local government bodies, the companies, organizations and the organizations irrespective of pattern of ownership;
